HomeMy WebLinkAboutResolution 70-13RECORD OF RESOLUTIONS Dayton Lega Blank, Inc., Form No, 30045 70 -13 Resolution No. Passed A RESOLUTION IN OPPOSITION TO SUBSTITUTE HOUSE BILL 5 WHEREAS, Ohio Revised Code Section 718 authorizes municipalities to tax, within specific guidelines, earned income generated within their territorial jurisdiction to fund necessary safety and other municipal services; and WHEREAS, the City of Dublin worked with the bill sponsors and the Coalition to craft a bill that would bring revenue neutral uniformity and ease compliance burdens for businesses in and potentially locating in Ohio; and WHEREAS, the House Ways and Means Committee chose to work on tax reform rather than uniformity, to the detriment of municipalities across the state; and WHEREAS the Ohio House Representatives voted Substitute House Bill 5 out of the House of Representatives on November 13, 2013; and WHEREAS, Substitute House Bill 5 not only contains changes to items which are uniform currently in all municipalities (i.e. consolidated returns) but carves out provisions that will negatively impact municipalities; and WHEREAS, the municipal income tax is a vital source of revenue that enables the City of Dublin to provide essential municipal services and offer a quality of life that residents and businesses rely upon; and WHEREAS, any forced reduction in municipal tax revenue will have a negative impact on residents and businesses, creating an environment detrimental to retaining and attracting businesses in Ohio; and WHEREAS, municipalities must remain as self- sufficient components of the State of Ohio to assure the current level and quality of services and infrastructure for our residents, corporate citizens, and visitors; any effort to impact the revenue source of those local services will harm not only Dublin residents and corporate citizens, but ultimately, the State of Ohio. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, to of its elected members concurring, that: Section 1. The Dublin City Council formally expresses its strong opposition to Substitute House Bill 5, in its current form. Section 2 . The Clerk of Council is hereby directed to forward a copy of this resolution to appropriate State of Ohio officials. Section 3 . This resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this I N6 day of ,.,/(/D mh,// , 2013.
