AN ORDINANCE PROVIDING FOR A CHANGE IN ZONING FOR
11.927 ACRES OF LAND LOCATED ALONG THE WEST SIDE OF
1-270, APPROXIMATELY 500 FEET SOUTH OF SHIER-RINGS
ROAD FROM: RI, RESTRICTED INDUSTRIAL DISTRICT TO:
PCD, PLANNED COMMERCE DISTRICT. (CORPORATE PARK OF
DUBLIN)
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of
Dublin, . state of Ohio, 7 of the elected members
concurrlng:
section 1. That the following described real estate (see
attached map marked Exhibit "A") situated in the City of
Dublin, State of Ohio, is hereby rezoned to Planned Commerce
District and shall be subject to regulations and procedures
contained in Ordinance No. 21-70 (Chapter Eleven of the
Codified Ordinances) the city of Dublin Zoning Code and
amendments thereto.
Section 2. That application, Exhibit liB", including the list
of contiguous and affected property owners, and the
recommendations of the Planning and zoning Commission, Exhibit
"C", are all incorporated into and made an official part of
this Ordinance and made an official part of this Ordinance and
said real estate shall be developed and used in accordance
therewith.
Section 3. That this Ordinance shall take effect and be in
force from and after the earliest period allowed by law.

Two (2) copies of map accurately drawn to an appropriate scale (to fill a sheet of
not less than 8~ x 11 inches and not more than 16 x 20 inches). The map shall be
identified and submitted in addition to the Ceneral Description of Land. The map

BACKGROUND;
The ground encompasses 11.997 +/- aores located on the south side
of Shier-Rings Road at Shamrock Court. As per a meeting of the
planning shall file to re~one the 11.997 +/- acres from a
Restricted Industrial District (RID) to a planned Commerce
District (peD) to limit the typee of uses on the'p~operty.
PERMITTED USES/CONDITIONAL USES:
A. PERMITTEO USES:
All uses permitted and conditional uses in Chapter llS9--Suburban
Office and Institutional District, Chapter 1l69--Restricted
Industrial Use, Section (b) Wholesaling (1-10), and Chapter
1l75--0tfice, Lab and Research, shall be permitted in ~his
development text except the following uses which ~il1 be treated'
as conditional uses under the Dublin Code and will be subject to
the conditional use process of the City of Dublin, as well as the
existing conditional uses existing for these chapters, exc~ption
wh~ch would be existing tenants which are currently acknowledged
as' permitted uses already. '_'
B.' CONDITIONAL USES:
1. WhOlesaling of drugs, chemicals and allied products
(Section 1169.01) (b) (1) as a conditional use based
upon its impact on existing tenants.

WASTE AND REFUSE:
All waste and refuse shall be containerized. and fully screened
from view by board-on-board fencing and/or chainlink with slats.
STORAGE AND EQUIPMENTI
No materials, supplies, equipment or products shall be stored or
permitted to remain on any portion of the parcel outside a
permitted structure. MeChanical equipment or other utility on
the ground shall be screened from view by a wall, fence or
landscape material, except as currently existing.
LAt'lDSCAPING:
L~ndscaping shall be according to the approved Landscape Plan as
it exits, except a 6' earthmound or evergreen plant material shal
be installed adjacent to parking lot of building C along 1-270
and evergreens shall be installed along the western property line

ARCHITECTURAL CONSIDERATIONS:
The archi~ectural design of the subject building will remain as
it ls. The materials on the facade are brick and stucco (dryvit)
to form the aroh and top band of the building. All exter ior
pilasters are briCk.

As it exists. Consisting of pole lights approximately eighteen
(18) feet. Cut-off type fixtures.

MOTION: To approve this rezoning application because the zoning text created by this
application creates a more restrictive list of permitted and conditional uses, brings
the site into compliance with the Landscape Code, and creates a safer
environment for a daycare facility with the following five conditions:
1) That the zoning text be amended to include wholesaling of drugs, chemicals and allied
proouces (Section 1169.01(b)(1) as a conditional use;
2) That the research, laboratory facilities and related functions (Section 1175.0 1 (b)) be listed
G as a conditional use;
That a six-foot screen, consisting of an earthmound or evergreen plant material, be
installed adjacent to the parking lot of building C and that the entire complex meet the
Landscape Code '\y April 1996, or at the point of full leasing, whichever comes first,
subject to a Staff approved plan;
4) That the metal panels along the rear elevations of building A be painted to match the
structure, subject to Staff review and approval; and
S) '!bat no parking signs be installed along the south property of the site adjacent to Safety
Solutions.

include the manufacturing and wholesaling of products such as chemicals, electronic I
components and alcoholic beverages. Conditional uses in this district include chemical
testing laboratories, and manufacturing sheet metal. None of these uses have been
requested within the park over the year~.
0 The center was developed ten years ago and contains three separate office/flex buildings:
A, B and C. Building A is an ilL II shaped structure measuring 78,550 square feet in ."-
area. It is located on the west side of Shamrock Court in the southwest comer of the
site. Approximately 80 percent of this building is occupied and some of the tenants
include Homedco, Made Prom Scratch catering services and Ryan Electronics Inc.
Buftding B is also on the west side of Shamrock Court. It is 11,400 square feet in area
and is entirely occupied by Simplex, a company specializing in the maintenance and
repair of timing devices. Buftding Cis-located on the east side of Shamrock Court and
is 26,250 square feet in area. This building is approximately 90 percent occupied and
some of its tenants include a branch of Columbus, State- Community- College,.Key Blue
Print and the approved site of Kiddie Academy.Daycare.
0 The Corporate Park of Dublin was built.to. accommodate80.percentoffice and 20 percent
flex-space including various industrial uses. The center contains a combined total of
116,200 square feet of area and 415 parking spaces. This exceeds the parking code
requirement for this office/industrial tenant mix. by 22 spaces: A total of seven parking
spaces will be eliminated adjacent to building C to accommodate an outdoor play area
for the proposed Kiddie Academy tenant space.
0 The intent of rezoning this property is to eliminate the heavier uses and to establish a set
of uses that would be more compatible with the daycare. The applicant has worked with
staff to compile a list of permitted and conditional uses. This list includes the permitted -
uses in the SO, Suburban Office and Institutional District, the wholesaling section of the
RI, Restricted Industrial Oistrict and the administrative section of the OLR, Office
Laboratory and Research District. Conditional uses, subject to review and approval of
the Planning and Zoning Commission, include the manufacturing section of the RI,
Restricted Industdal District, and the - research and development section -of - the OLR
section of the Code. (The SO, RI, and OLR sections of the Code are-attached to this
. report.)

The site contains some interior landscapitig, mounding and screening -of the parking lot
although many sections of the park are not in compliance with the Landscape Code. The
Landscape Code requires a six-foot continuous screen or earth mound along all properties
with frontage on 1-270. Staff believes it is appropriate for the applicant to meet this
requirement at this time.
