ORDXHANCE HO. 23-93 ("COMPEHSATXOH PLAN") AND
DECLARXHG AN EMERGEHCY
WHEREAS, Council has determined, upon the recommendation of
the City Manager, that certain sections of Ordinance No. 23-93
("Compensation Plan") should be amended; and
WHEREAS, Council has determined that adoption of these
amendments is critical to the operational and administrative
efficiency of the City;
HOW, THEREFORE, BE XT ORDAXHEzjbY the Council of the city of
DUblin, state of Ohio, of the elected members
concurring that:
section 1. section 2. ( "WAGE & SALARY
STRUCTURE/ADMINISTRATION"), subsection A. of Ordinance No. 23-
93 be amended by adding the following new job classification
titles and corresponding pay grades under the following
categorical headings:

ADMINISTRATION"), subsection A. of Ordinance No. 23-93 be
amended by changing the "Community Service Coordinator" and
"Court Administrator/Probation Officer" classification titles
listed under the Criminal Justice categorical heading to
"Court Security/Community Service Coordinator" and "Court
Administrator" respectively.

93 be amended by changing the "Personnel & Purchasing
Assistant" classification title and corresponding pay grade 7
listed under the "Personnel, Purchasing, and General
Administration" categorical heading to the following:

Section 5. section 2. ("WAGE & SALARY
STRUCTURE/ADMINISTRATION"), subsection A. of Ordinance No. 23-
93 be amended by deleting the "Police Clerk" job
classification title and corresponding pay grade 3 from the
"Law Enforcement" categorical heading contained therein.

section 6. section 5. ("PERSONAL LEAVE") , subsection A, the
first sentence, be amended as follows:
"Effective January 1 of each year, all employees
serving in Full-Time Permanent positions, and who
are in full pay status at such time (i.e. on duty
or on approved leave with pay), shall receive four
(4) days (32 hours) of Personal Leave."
section 7. section 5. ("PERSONAL LEAVE"), subsection B. be
amended by re-Iettering said section as C. and adding the
following paragraph as new section B:
B. In the event an employee is not in full pay
status at the time personal leave is normally
allocated to each employee yet returns to full
pay status at some point thereafter, the
amount of that employee's personal leave
allocation shall be pro-rated. For every pay
period the employee has been in less than
full pay status, 1.25 hours of personal leave
shall be deducted from the normal 32 hour
annual allocation.
section 8. section 6. ("SICK LEAVE") , subsection C. be
amended as follows:
C. sick Leave shall accrue at the rate of 5.54
per pay period.
section 9. section 6. ("SICK LEAVE") , subsection D. be
amended as follows:
D. An employee shall not earn the full sick leave
accrual in a given pay period unless he/she is
in full pay status for the entire pay period
(Le. on duty or on approved leave with pay).
In the event an employee is not in full pay
status for the entire pay period, he/she shall
accrue sick leave at the Rate of .069 hours
for each one (1) hour in full pay status
during the pay period."
section 10. section 7. ("VACATION LEAVE") be amended by re-
lettering subsections E. through J. as F. through K.
respectively and adding the following new provision as
subsection E:
E. An employee shall not earn his/her full
vacation accrual in a given pay period unless
he/she is in Full pay status (i.e. on duty or
on approved leave with pay) in the entire pay
period. In the event an employee is not in
full pay status during the entire pay period,
he/she shall accrue vacation leave on a pro-
rated basis taking into account the number of
hours in full pay status during the pay
period and his/her rate of accrual at that
given time. The formula for pro-rating the
employee's accrual under such circumstances
shall be the number of hours in full pay
status multiplied by the converted hourly
accrual rate.

section 11. section 12. ( "EXEMPT AND NON-EXEMPT JOB
CLASSIFICATIONS"), subsection A. of Ordinance No. 23-93 be
amended by adding the following job classification title to
the listing of Exempt job classifications under the
"Executive" categorical heading:

amended by adding the following new job classification titles
to the listing of Exempt job classifications under the

amended by revising the "Court Administrator/Probation
Officer" classification title contained within the list of
Exempt job classifications listed under the "Executive"
heading to "Court Administrator".
section 14. section 12. ( "EXEMPT AND NON-EXEMPT JOB
CLASSIFICATIONS"), subsection A. of Ordinance No. 23-93 be
amended by adding the following new job classification titles
to the listing of Non-exempt classifications contained
therein:

section 15. section 12. ( "EXEMPT AND NON-EXEMPT JOB
CLASSIFICATIONS"), subsection A. of Ordinance No. 23-93 be
amended by deleting the Community service Coordinator,
Personnel & Purchasing Assistant, Police Clerk, and Clerk of
Court job classification titles from the listing of Non-exempt
classification titles listed therein.

section 16. section 3. ("Holidays"), subsection A. of
Ordinance No. 23-93 be amended by deleting the "Columbus Day"
holiday from the list of observed holidays contained therein
and adding the Dr. Martin Luther King, Jr. holiday in its
place. Furthermore, it is the understanding and desire of
Council that this change in the holiday schedule becomes
effective, in practice, beginning in 1996.
section 17. That this Ordinance is hereby declared to be an
emergency measure necessary for the preservation of the public
welfare in that pay grades for new positions need to be
formally adopted in order to extend formal offers of
employment. Since some of these appointments are critical to
accomplishing goals/objective established in the 1995
operating Budget, it is in the best interest of the public to
make appointments to these positions as soon as possible.
Therefore, this Ordinance shall take effect and be in force
immediately upon passage.
