AN ORDINANCE AMENDING CHAPTER 1187 (LANDSCAPING)
RELATING TO STREET TREE REQUIREMENTS
WHEREAS, Chapter 1187 of the Planning and Zoning Code
(the Landscape Code) was initially adopted to improve the
appearance of the community, to provide for buffering
between incompatible uses and to promote the pUblic
health and safety of the community through a variety of
means; and
WHEREAS, the City of Dublin became a Tree City in 1988 in
part because of its efforts in the area of the planting,
care and maintenance of its street trees; and
WHEREAS, the City of Dublin continues in its commitment
to the goal of a community of tree lined street; and
WHEREAS, the Planning and Zoning Commission has reviewed
the following revision and recommended approval on
January 5, 1995; and
WHEREAS, the Tree and Landscape Advisory Committee has
provided suggestions and background information in the
development of this ordinance and has reviewed the
following revision and has voted to recommend approval on
October 25, 1994; and
WHEREAS, a substantial financial investment has been made
by developers and the city in the planting and
maintenance of street trees; and
WHEREAS, periodic amendments to the Planning and Zoning
Code are necessary to provide for the needs and desires
of the community and to protect the health, safety and
welfare of the residents;
NOW, THEREFORE BE IT ORDAINED by the Council of Dublin,
state of Ohio, 7 of the elected members
concurring:
SECTION 1. That the amendment hereto attached as Exhibit
"A" amending the Planning and Zoning Code Appendix E is
hereby adopted.
SECTION 2. That this Ordinance shall take effect and be
in force from and after the earliest period allowed by
law.

APPLICANT: City of Dublin, Planning Division, c/o Barbara M. Clarke, Director of
Planning, 5800 Shier Rings Road, Dublin, OH 43017.
REQUEST: Amend Chapter 1187 (Appendix E), Landscape Code, of the Dublin Planning and
Zoning Code Concerning Street Trees.
UPDATE:
This case was held over from the December 8, 1994 Planning and Zoning Commission meeting
due to the late hour. The Staff report remains unchanged.
BACKGROUND: The Recommended Tree List for Dublin is included in Appendix E of the
Dublin Planning and Zoning Code. The tree list has not been divided between recommended
street trees and recommended trees for commercial/office/industrial sites. This Code revision
will create two lists; a recommended street tree list, and a recommended tree list for commercial
sites. The tree list was last revised in 1988. One of the responsibilities of the Dublin Tree and
Landscape Advisory Commission is to review and update the tree list every five years. The
proposed street tree list was discussed by the Tree and Landscape Commission over an eight
month period and was formally approved at the October meeting.
The Planning and Zoning Commission is to review and make recommendations on proposed
amendments to the Planning and Zoning Code. This is an amendment to Section 1187,
Appendix E. The street tree list will be formatted as an ordinance and forwarded to City
Council for public hearing and fmal disposition.
CONSIDERATIONS:
0 The proposed amendment will create two tree lists within Appendix E: a recommended
street tree list and a recommended tree list for commercial sites. The street tree list
will be applicable to both residential and non-residential areas and includes the street
trees that the City of Dublin will maintain. The tree list for commercial sites will
include the trees which can be used for interior landscaping, perimeter requirements, etc.
0 Developers are responsible for the installation of street trees. After a one year guarantee
period, the City of Dublin accepts the responsibility for the maintenance of the trees.
Due to Dublin's increasing street tree population, it is important to establish a street tree
population which limits the use of City dollars on high maintenance for pruning and
removal.
0 The City of Dublin Tree and Landscape Advisory Commission reviewed the existing tree
list and made recommendations for additions and deletions relevant to street trees. The
trees which have been recommended for deletion as street trees include those species
which are high maintenance (Le., Callery Pear), susceptible to pests (Le., Littlelea.f
Linden), and/or not readily available in the nursery industry (Le., Black Alder).
Additions include varieties which have recently been developed and have become
available (Le., Preemani Maple) and native species (Le., Chinkapin Oak and Burr Oak).

0 The existing tree list is currently being reviewed by the Tree and Landscape Commission
for its applicability to commercial sites. Any revisions to the governing ordinance will
be reviewed by the Planning Commission and City Council.
STAFF RECOMMENDATION:
Staff is requesting a positive recommendation from the Commission on the proposed revision
to the Landscape Code.

2. Code Amendment - Chapter 1187 Landscaping
Mary Newcomb presented this requested street tree amendment to
Appendix E of Chapter 1187, Landscape Code. The new tree list was
fully reviewed and approved by the Tree and Landscape Advisory
Commission. She said after a one year guarantee period, the City
accepts permanent responsibility for street trees. Low
maintenance varieties of tree species need to be installed
initially. Some types were removed from the list due to high
maintenance (callery pears) or pest problems (little leaf linden)
or were not readily available. Newly developed varieties and more
native species were added. She said the existing tree list for
commercial sites is currently being revised by the Tree and
Landscape Commission and will be proposed as a Code amendment.
Staff is requesting a positive recommendation to forward to Council
for a Code revision.
Mr. Sutphen made a motion to approve this Code amendment. Ms.
Chinnici-Zuercher seconded. The vote was as follows: Mr. Ferrara,
yes; Mr. Fishman, yes; Mr. Peplow, yes; Mr. Rauh, yes; Mr. Sutphen,
yes; and Ms. Chinnici-Zuercher, yes. (Approved 6-0.)

r IV. Street Tree Species Discussion: The discussion for street tree species continued,

Mr. Heiligmann made a motion to accept, adopt and recommend to Planning and
Zoning the current revised street tree list. The motion was seconded by Katherine Epp and was
unanimously approved.
A lener of recommendation, along with a detailed list of the additions and
deletions on the list will be submined to Planning and Zoning from this Commission for the
December agenda.
During the street tree species discussion, a comment/suggestion was made stating
that container size Chinkapin Oaks would be perfect for street trees in the Sycamore Ridge
subdivision due to the limestone on Tuller Ridge Road. Ms. Chope has SBA Grant money
available for this project. Japanese Pagoda Trees are on the original plan.

Paula stated that everyone has been given a copy of the street tree planting manual.
Paula asked for changes or input.
Main topic for discussion is the street tree list. Paula stated that she revised this document
so that it could be given to developers to update them on our policies and procedures. Paula
stated that the trees on this list are already planted out on the streets of Dublin.
Recommendations for the Commission included:
1). Would like to see additions to the Oak tree list.
2). Offer was made by Randy Heiligmann to put together a list of native trees for
consideration to be added to be added to street tree list.
3). To look for some additional acceptable ornamental trees for planting.
4). Make up a list of trees to be listed as street trees that are not on the
approved street tree list but would be accepted by a variance. Variance
requests must be approved by the Tree & Landscape Commission.
5). Separate out the trees desired for parking lots and' property perimeter
requirements. Or on the list, state what the tree's acceptable use
is.

is a revised list for Street Trees. It was noted that All Goldenraintrees have died.
The types currently existing on the streets as well as their health, characteristics, availability,
location, size, survival, maintenance were discussed, additions and deletions were made to the
list. Various types were eliminated and the reasons stated. A discussion centered around what
trees where available and cost, Ms. Chope was able to elaborate. This discussion was suspended
until some checking and studying could be done as per Mr. Vance's request. Updates for
beautification should be in by the end of July or the first of August~ The commission noted that
the public is aware of the Beautification Applications.

7f- IV. Street Tree Species Discussion: Mr. Heiligmann began the discussion on new
street tree species to consider for the recommended list. Starting with "A" and going through
the alphabet, ending with lip", all species were discussed. Discussion will continue at the next
meeting. An updated list of trees recommended is attached. The criteria for the
recommendation is based on low maintenance; water needs; street tolerance and shape, allowing
for an attractive canopy. There was discussion in regard to planting trees native to the area.
Ms. Chope felt they were difficult to acquire, but would check into the possibility.

Appendix E
Recommended Trees
for
Dublin, Ohio
Recommended Trees for Dublin, Ohio is designed to encourage
an imaginative selection of landscape trees. Careful selection
will prevent an over-dependence on a few species. This compil-
ation will be useful to residents, nurserymen, horticulturists,
landscapers, developers and landscape architects. Planting and
maintaining a diverse urban forest is the goal of Dublin's tree
programs. This idea is reflected in landscape plan approval by
the Dublin Planning and Zoning Department and in tree planting
and replacement by the Dublin Parks and Recreation Department.
Along an individual street, uniform street tree plantings
are desireable. However, over-use of a few species is inevitable
without a conscious effort to vary plant species and families.
Diversity is achieved in Dublin by varying species selected for
each street. Information on st~eet tree assignment is available
from the offices of the Dublin Planning and Zoning Department and
the Dublin Parks and Recreation Department. Deviations from the
recommended list are permitted with the approval of the Dublin
Planning and zoning Department.
This list is divided into three size categories: large
trees which mature at a height of 50 feet or more (Group A);
medium trees reaching a mature height of between 30 and 50 feet
(Group B); and small trees which range from 10 to 30 feet at
maturity (Group C). Tree lawn sizes must accommodate the tree
size planted: Group A (~7 ft.), Group B (4-7 ft.), Group C
(3-4 ft.). Use under utility lines is limited to small trees,
although medium trees may be planted as close as 10 lateral feet
to utility lines.
The approximate mature height and diameter of each tree's
crown are given.
Trees are alphabetized by their scientific name with the
common name given. Cultivars best suited to Central Ohio are
also provided. An asterisked entry indicates a tree which is
unsuitable for planting within 15 lateral feet of a sidewalk or
bikeway.
Habit refers to the three dimensional form of the tree. six
general terms describe the characteristic shape of the trees:

The tolerance category presents information from various
sources listed in the bibliography. The tree's relative
tolerance to insects, diseases, pollution, and soil conditions
are signified by either a "Y", meaning yes, it is tolerant; "N",
meaning no, it is not tolerant; or "_II, meaning no information is
available from these sources.
The comments pertain to any other notable characteristic of
the tree.

(f) Number of Varieties Per Street. As a rule streets are more
attractive when they contain only one kind of tree. In new allotments
where an entire street is to be planted it is suggested that the property
owners agree on a single variety.
Although the planting along one street may be of a single variety,
anyone community should have a dozen or more kinds. The use of several
varieties adds interest to the street-tree plantings of the City and
insures against the loss of all trees in case of an epidemic disease
striking anyone species. The International Society of Arboriculture's
"Diversification Formula" will be used as a guideline to prevent over-
planting of a single tree species or family. This formula states that,
out of the total tree planting, no more than 10% should be from one
family, and no more than 5% should be of one species. Subdividiers or
developers are requested to consult with the Landscape Planner for a
list of the current recommended street trees; those from Appendix E,
Recommended Trees for Dublin, and those species and/or families that do
not exceed the Diversification Formula.
(g) Where to Obtain Trees. Trees shall be nursery grown in accor-
dance with good horticultural practices, and grown under climatic condi-
tions similar to those in Central Ohio for a minimum of two years.
Trees shall meet current standards set by the American Association of
Nurserymen and shall be freshly dug, have outstanding form, and be free
of disease, insects, and/or damage.
(h) Planting and Care. In general it will be more satisfactory to
engage a nurseryman, arborist or someone familiar with tree care to do
the planting. If the property owner does the planting, he/she should
familiarize himself/herself with the requirements of successfully trans-
planting trees. Information on shade tree planting and care can be obtained
from the Dublin Planning and Zoning Department; the Ohio Department of
Natural Resources, Division of Forestry, Columbus, Ohio; the Agricultural
Extension Service, The Ohio State University, Columbus, Ohio; or the Ohio
Agricultural Research and Development Center, Wooster, Ohio.
Trees shall be planted in accordance with the requirements specified
in Section 1187.09 (a) 1-9 of the Dublin Planning and Zoning Code, and
following the guidelines in the Dublin Planting Manual.
Proper watering is extremely important for trees the first two years
following transplanting. During dry periods, add enough water to soak
the soil to root depth once a week. Transplanted trees can be overwatered;
if the soil is heavy and drains poorly, the trees can be injured by too
much water as well as too little. Bark mulch applied to the soil around
the tree will help conserve moisture.
