AN ORDINANCE PROVIDING FOR A CHANGE OF ZONING
OF 0.98 ACRES OF LAND LOCATED ON THE NORTH
SIDE OF PERIMETER LOOP ROAD, APPROXIMATELY 500
FEET EAST OF AVERY ROAD, FROM: PCD, PLANNED
COMMERCE DISTRICT, TO: PCD, PLANNED COMMERCE
DISTRICT ( CROWN EUROCARS PARKING LOT
EXPANSION) .
NOW, THEREFORE, BE IT ORDAIN~ by the Council of the City
of Dublin, state of Ohio, of the elected members
concurring:
section 1. That the following described real estate (see
attached map marked Exhibit "A") situated in the City of
Dublin, State of Ohio, is hereby rezoned to PCD, Planned
Commerce District, and shall be subject to regulations
and procedures contained in Ordinance No. 21-70 (Chapter
Eleven of the Codified Ordinances) the City of Dublin
Zoning Code and amendments thereto.
section 2. That application, Exhibit "B", including the
list of contiguous and affected property owners, and the
recommendations of the Planning and zoning Commission,
Exhibit "C", are all incorporated into and made an
official part of this Ordinance and made an official part
of this Ordinance and said real estate shall be developed
and used in accordance therewith.
section 3. That this Ordinance shall take effect and be
in force from and after the earliest period allowed by
law.

Two (2) copies of map accurately drawn to an appropriate scale (to fill a sheet of
not less than 8~ x 11 inches and not more than 16 x 20 inches). The map shall be
identified and submitted in addition to the General Description of Land. The map

dealership .

Zoning Commission and/or Dublin City Council does not constitute a guarantee
or binding commitment that the City of Dublin will be able to provide essential
services such as water and sewer facilities when needed by said applicant.
The City of Dublin will make every effort to have these services available
as needed. However, the rapid growth of the City of Dublin and Northwest
Franklin County has stretched the City's capncity to provide these services
to the limit. As such, the City of Dublin may be unable to make all or part

The Planning and Zoning Commission took the following action in the application below at its
regular meeting:
6. Rezoning Application Z94-010 - Perimeter Center - Crown Eurocars
Location: 0.98 acres located on the north side of Perimeter Loop Road, approximately
500 feet east of Avery Road within Subarea D of Perimeter Center.
Existing Zoning: PCD, Planned Commerce District (perimeter Center Plan).
Request: PCD, Planned Commerce District (proposed plan revision).
Proposed Use: Site expansion for additional parking/automobile display for an
automobile dealership under construction.
Applicant: Crown Eurocars, c/o Mark Daniels, 5640 Frantz Road, Dublin, OH 43017.
MOTION: To approve this rezoning application, because the plan conforms to the
Community Plan and is compatible with the area, with the following four
conditions:
1) That the Composite Plan and Development Text for Perimeter Center be modified t9
. indicate changes in acreage;
2) That parking along Mercedes Drive be discontinued by the opening of Perimeter Center
or completion of this lot, whichever comes first;
3) That the landscaping comply with Code and be subject to Staff approval; and
4) That this parcel be combined with the auto dealership parcel which it will serve.
* Mark Daniels, the applicant, agreed to the above conditions.
VOTE: 6-0.
RESULT: This rezoning application was approved.

BACKGROUND:
The Perimeter Center plan was pproved in 1988 for the PCD, Planned Commerce District. It
has been amended several times p eviously. In 1990, Subarea I was created/to permit one 5-acre
auto dealership at the southwest c er along Perimeter Loop Road. fu/ 1993, Subarea I was
expanded when the Mercedes deale hip requested a second, somewhat smaller, building into
which it could relocate. At this junc e, Mercedes would like to e~pand its new site by about
one acre, or by about 75 feet in the eas d direction, to provide rpOre parking and auto display
area for the dealership.
Amending the PCD composite plan is a rezo g application./This requires that the Commission
makes its recommendation on the rezoning r ested and/retum the application to Council for
public hearing. Council will vote on the rezo . ordinance at the third reading. A two-thirds
vote of Council is required in order to override e recommendation of the Commission. A
rezoning ordinance becomes effective 30 days follo' g passage. If approved, the proposal will
be reviewed at a later date under the DevelopmentP procedure prior to construction. It is
at the Development Plan stage that all of the final de s are to be submitted for consideration
by the Commission.
CONSIDERATIONS: ~.
0 The site is a narrow parcel of property. It is rectangu and is about 75 feet wide by . ,,~
560 feet deep. It is flat, open and unvegetated. \
0 The site is bounded on the west by the new Mercedes d=hiP which is still under
construction. It is to be used,/lf approved, as an extension of '. king for that dealership.
To the north is a private ~t1west service drive called MerCepes Drive and then the
Perimeter Center retail site. To the east is a vacant parcel that i~Pped by Perimeter
Loop Road. To the south across Perimeter Loop Road is US33/ 161 which is built
as a limited access free\vay through this area.
0 The site is currently zoned as part of Subarea D of Perimeter Center, hich is generally
a hotel and office zone. It requires buildings of at least two stories in eight along the
freeway. Altering the Composite Plan for Perimeter Center by expand this subarea
will require amending the overall documents.
0 Mercedes Drive is currently, and has been consistently over a period of mon s, used as
a parking overflow lot for the dealership. On average, 30 cars are parked along the
service road during the business day. Because of its infrequent use, no problem has
developed along the service road. Once Perimeter Center is underway, this parking'will
not be permitted.
