DISTRICT
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the following described real estate (see attached legal
description marked Exhibit "A"), situated in the City of Dublin, State
of Ohio, is hereby rezoned to PUD, PLANNED UNIT DEVELOPMENT DISTRICT,
and shall be subject to regulations and procedures contained in Ordinance
No. 21-70 (Chapter Eleven of the Codified Ordinances) the City of Dublin
Zoning Code and amendments thereto.
Section 2. That application, Exhibit "B", including the list of con-
tiguous property owners, and the recommendation of the Planning and
Zoning Commission, Exhibit "C", are all incorporated in to and made an
official part of this Ordinance and said real estate shall be developed
and used in accordance therewith.
Section 3. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

Two (2) copies of map accurately drawn to an appropriate scale (to fill a sheet
of not less than 8- 1/2 x 11 inches and not more than 16 x 20 inches). The map

SUPPLEMENT TO PUD APPLICATION
ROUT 161 CORRIDOR PLAN
BACKGROUND:
The developer/owner,Phele Investment Properties,is proposing
that there present property,consisting of 7.75 acres and being
improved with a one story,31,bOo sq.ft. Office Building and
drive up bank location be rezoned to allow a suburban office
PUD,allowing a 3,192 sq.ft. health reletated pharmacy to support
the now present medical/dental complex,Ohio State university
Hospital ,Internal Medicine and Stoneridge Womens Health Center
(OB/Gyn) along with the proposed Pediatric and Dental offices.
The owners have consulted with the Village of Dublip Planning
Staff, and they feel that making an application for a PUD district
is in the best interest of the Village and the owners.
The development incorporates a service road as recommended in the
Dublin Rt.161 Sawmill Quadrant Plan, The developers have agreed to
build and dedicate to the Village of Dublin the portion of the
service road which passes through the rear of the Stoneridge Office
Building.
It is the intent of the developer to maintain the same archectual
character found in the Stoneridge Office Center on the adjoining
property to the south. In case of out lot sales,deed restrictions
will require the approval of architectural, landscaping and signage
plans. The use of Dublin Stone and Cedar siding on a two story builti~
with a gable roof will help maintain and enhance the character of
the surrounding neighborhood.

Worthington - Dublin Road (Route 161); thence S.84015135"E., 49.00 feet; thence
along a curve to the right 143.99 feet, said curve having a radius of 275.00
feet and a chord of 142.35 feet bearing S.69015135"W.; thence S.54015'35"E.,
246.14 feet to the easterly line of a tract known as Parcel 18 of an unrecorded

July 7, 1988
Mr. Grace made a motion to approve this Rezoning Application subject to the
conditions contained in the July 7, 1988 Staff Report, with modification to #2.
1. A reaffirmation of the roadway commitment.
2. Signage for the drug store to be compatible in terms of design, size and
area with the rest of the building tenants.
Mr. Grace added that in making this recommendation he shares the concerns of some
of the other Commission members regarding the requested use. He agrees with the
applicant that the pharmacy is an appropriate use with the other medical related
tenants under lease and, for this reason, feels the approval of the application
is appropriate. He added that the Commission will be watchful over the signage
and over the leasing of the balance of the building.
Mr. Banchefsky asked the applicants if they were agreeable to these conditions,
and they affirmed their agreement.
Ms. Rausch seconded the motion, and the vote was as follows: Ms. Rausch, yes;
Mr. Berlin, yes; Mr Jezerinac, yes; Mr. Grace, yes.

4. Rezoning Application Z88-{)11 - stoneRidge Office Center
A. The site is located on the south side of S.R. 161 :inmediately
opposite David Road. It contains the StoneRidge office building
which is in part leased to physicians and is in part still vacant.
The land was zoned into the SO, Suburban Office and Institutional
District several years ago. The plan previously presented in-
dicated a bank to be located at the northeast comer of the site,
and although the bank is not built, the plan has not changed.
The applicant in recent months applied for a use variance to
establish a phannacy wi thin the office building. That
application was denied, and the combination of office and phannacy
uses is being pursued in this requested rezoning to t..~e' POD,
Planned Unit Development District.
B. The proposal is simply to pennit a phannacy of up to 3200 square
feet to be established within the existing office structure, along
with the continuation of all e:dsting 50, Suburban Office and
Institutional rights. The applicant made the conmi tment to con-
struct the section of StoneRidge Lane (the east-west service road
which will eventually connect Martin road with S.R. 161) behind
his building during the initial zoning approval process. His road
road carrnitment will remai..'1. with this rezoning. There is still
land to the south which can be developed as well as the bank site
out front.
C. The Staff opposed the use variance application on the basis that
it v..Duld establish a dangerous precedent and that the Dublin
Zoning Code has several districts designed to accamroate mixed
use developments. While the POD is fairly cumbersorre district,
Staff believe that this is the appropriate mechanism. Fu.....--t.~er ,
in te:r:ms of the land use, Staff finds this proposal to be com-
patible with the surroundings. ~taff recorrmends approval subject
to:
1) A reaffirnation of the roadway corrrnitment, and
2) Signage for the drug store to be canpatible in te:r:ms
of design and area with the rest of the building signage.
Staff should note here that this is a Preliminary Develofl1l8llt
Plan and therefore a rezoning application, but there will not be
an additional Final Developnent Plan review for the phannacy,
due to the fact that the building has already been canpleted.

constructing Stoneridge Lane when that section i.rrmedi.ately
to the east is constructed or when developnent is desired on
the south side of Stoneridge Lane.
