AN ORDINANCE AUTHORIZING A
NEW POSITION (BUILDING
INSPECTOR) WITHIN THE
DIVISION OF BUILDING AND
ENGINEERING, AND DECLARING
AN EMERGENCY
WHEREAS, the need exists for an additional Building Inspector position
within the Division of Building and Engineering; and,
WHEREAS, Council believes that said position is necessary for increased
effectiveness and efficiency within the said Division;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That a new Building Inspector position within the Division
of Building and Engineering is hereby authorized.
Section 2. That an amendment to the appropriations will be submitted
when the cost of wages and benefits has been determined.
Section 3. That this Ordinance be, and hereby is, declared to be an
emergency measure for the reason that this position needs to be filled
as soon as possible in order to enhance efficiency and effectiveness
within the Division of Building and Engineering and, therefore, this
Ordinance shall take effect and be in force immediately upon its
passage.

SUBJECT: New Building Inspector Position Within Division of Building and
Engineering
DATE: June 16, 1988
Attached please find Ordinance No. 64-88 authorizing a new Building Inspector
position within the Division of Building and Engineering. Accompanying this
Ordinance is a memorandum of justification from Mr. Paul Willis, City Engineer.
As Mr. Willis' memorandum indicates, this position is critical to the efficient
and effective operation of the Division of Building and Engineering.
Mr. Willis also believes it is critical for this position to be filled as soon as
possible. Therefore, I would recommend that Ordinance No. 64-88 be adopted as
emergency legislation.

SUBJECT: Request for additional Building Inspector Position
It is requested that one additional Building Inspector
position be approved. With the volume of building construction
taking place in Dublin, this additional position is critically
important.
Three Building Inspector positions were incorporated into
the 1988 operating budget (one more than last year) however, the
present volume of building construction was not foreseen at that
time. We have attempted to hire the services of an architectural
firm who have individuals with the Class III certification and
found one firm who expressed an interest. Because of their own
work load, that firm has not been available to us.
Our inspectors are unable to spend the proper amount of time
on each project or able to inspect each project on a regular
basis because of the volume of work. As an example, one of the
commercial buildings which is under construction had some
structural welds break and our inspectors did not know about it
for three or four days after its occurance. Therefore, an
additional Building Inspector is critically important to the
life, safety and welfare of our commmunity.
