AN ORDINANCE AMENDING THE ANNUAL
APPROPRIATIONS FOR FISCAL 1988,
AND DECLARING AN EMERGENCY
WHEREAS, the Ohio Revised Code requires, when necessary, that amend-
ments be made to the Annual Appropriations; and,
WHEREAS, an amendment to Ordinance No. 31-88, the Annual Appropriations
Ordinance for fiscal 1988,is now required;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 6 of the elected members concurring:

Section 1. That Section 9 of Ordinance No. 31-88 be, and hereby is,
amended by appropriating from the unappropriated balance in the POLICE
OPERATING FUND the sum of $20,206.00 to the Capita~ Outlay category
under FUND B08-01-1A for the purchase of two new unmarked detective
vehicles, thereby increasing said appropriation from $75,000.00 to
$95,206.00.
Section 2. That this Ordinance be, and hereby is, declared to be an
emergency measure necessary for the preservation of the public peace,
health, safety, and welfare and for further reason that these vehicles
need to be purchased immediately in order for the Division of Police
to provide the best level of police services possible to the citizens
of Dublin and, therefore, this Ordinance shall take effect and be in
force immediately upon its passage.

MEMORANDUM

SUBJECT: Amendment to Annual Appropriations for Fiscal 1988
DATE: June 2, 1988
Attached please find Ordinance No. 57-88 amending the Annual Appropriations
Ordinance (Ordinance No. 31-88). This legislation seeks to amend the previous
appropriation for Capital Outlay under FUND B08-01-1A by increasing said
appropriation from $75,000.00 to $95,206.00 to allow for the purchase of two
new unmarked vehicles for use in the Detective Bureau.
The initial appropriation for Capital Outlay under FUND B08-01-1A of $75,000.00
included $5,000.00 to be used for leasing new unmarked vehicles for the Detective
Bureau. However, it is the understanding of the Administration that the Safety
Committee would be supportive of the idea to purchase, as opposed to leasing,
the vehicles. The cost of purchasing these two vehicles is $25,206.00. The
additional appropriation of $20,206.00, as requested in the attached legislation,
reflects the cost difference associated with purchasing these vehicles.
It should be noted that these vehicles will be purchased through the
State purchasing contract and, therefore, it will not be necessary for the City
to initiate its own bid process.
In addition, I would respectfully request that Ordinance No. 57-88 be adopted
as emergency legislation for the reason that these vehicles need to be purchased
immediately in order for the Division of Police to provide the best level of
police services possible to the citizens of Dublin.

I have ordered two unmarked cars for the Police Department from Bob McDorman
Chevrolet. The following is a list of features which will be included on the
cars.
