AN ORDINANCE TO ENTER INTO A
CONTRACT BETWEEN THE FRANKLIN
SOIL AND WATER CONSERVATION
DISTRICT AND THE VILLAGE FOR
TECHNICAL SERVICES.
WHEREAS, it is recognized that our soil, water and related resources
are important aspects of our environment; and
WHEREAS, it is desired to observe sound soil and water conservation
principles for water management, sediment control, soil stabilization
and vegetative protection; and
WHEREAS, cooperation in the consideration of these natural resources
prior to and during land use changes will help minimize potential
damage; and
WHEREAS, the Franklin Soil and Water Conservation District will assist
in the protection of these resources at no cost to the Village;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the Acting Village Manager and Finance Director be,
and hereby is, authorized and directed to execute a contract with
Franklin Soil and Water Conservation District, attached hereto as
Exhibit "A".

I t i s recognized that our soil, water and related resources
are important aspects of our env i ronrnen t. I t i s further
recognized that they can, wi t h care and Joint effort, be
protected or renewed. Cooperation i n the consideration of
these natural resources prior to and during land use changes
wi II do much toward minImizing potential damage.
Recognizing t his joint concern and responsibility, t his
Memorandum of Understanding i s entered into by and between
the Franklin Soil and Water Conservation District, and the
Village of Dublin State of Ohio, here)nafter called the
City.
This Memorandum of Understanding i s . I t his
entered into on

TI-Il S D I STR I CTWI LL:
1. Make consultatIve technIcal servIces avaIlable to the
City upon request'. Services include but are not
necessari ly limited to sit e investigations to include
so i I s suitabilIty, storm runoff management, erosion
-
control, drainage & related technical assistance.
2. Carry out a continued public information program relating
to the wise use of n a t u r a }, resources and provide to the
Ci ty and Its representatives, information and educational
materials relating to the management of so ii, water and
related resources.
3. Assist in an inventory of t )1e natural resource base and
the location of potential or ac t j vc problem areas i n
regard to resource management for present or future land
use.
4. Interpret and evaluate the effects of land use changes
upon the resource base and assIst In preparIng
alternatives In relation to the long ran'ge objectives of
the Ci ty.
5. Make available to the City, technical specifications,
which can be used to maintain and protect the natural
resource base.
Wi t h i n the limitations of its authorities and resources, THE
CITY WILL:
1. Co 0 per ate wit h the District i n the development and
implementation of long range land and water use programs,
utilizing such resource information as made avai lable by
the District and its cooperating agencies.
2. Co n fer wit h the District in the use of resource data,
interpretation of this data, and the deve'l opmen t of
alternatives for the protection of the environment during
land use changes.
3. Observe sound soil and water conservation principles for
water management, sediment control, soil; stabilization
and vegetative protection, and require incorporation of
recomnended practices in development of building sit e
plans under their jurisdiction.
IT IS MUTUALLY AGREED:
1. That the Ci ty and the District will meet at least
annually, to review and coordinate activities and
programs wi th the aim 0 f developing a multi-discipline
approach to resource management.
2. That standards and 'specifications developed by the Soil
Conservation Service wil I be used in planning and
application of conservation measures.
3. That the type of materials and technical data needed to
give competent service wi II be reviewed by a I I parties
and credit be given in said publication to the District
and its assisting agencies, prior to publication.
4. This Memorandum may be amended or terminated at any time
by mutual consent of the parties hereto, or may be
terminated by ei ther party be giving s~xty (60 ) days
notice in writing to the other.
In witness whereof, the Memorandum executed ~nd agreed to on
the day, month, and year written above.
