AN ORDINANCE TO ACCEPT A QUOTATION
FOR CONSULTING SERVICES TO PERFORM
THE OPEN SPACE, NATURAL FEATURES,
AND CHARACTER ELEMENTS OF THE
COMMUNITY PLAN AND TO DECLARE AN
EMERGENCY.
WHEREAS, Council has requested that a Master Planning process be under-
taken; and
WHEREAS, provision of open space, protection of natural features and the
development of Dublin's unique character are historically local goals;
and
WHEREAS, the chosen consultant must have both a technical expertise of
the subject matter, as well as a real sensitivity to Dublin's developed
and undeveloped environment;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 6 of the elected members concurring that:
Section 1. That the quotation of GEORG GROUP, INC. in the amount not
to exceed $21,000.00 for said services be, and hereby is, accepted.
Section 2. That the Acting Manager be, and hereby is, authorized and
directed to enter into a contract with GEORG GROUP, INC.
Section 3. That there is hereby appropriated from the unappropriated
balance in the General Fund to Account A04-04-4A-2350 for Professional
Services the sum of $21,000.00 to cover the cost of said services.
Section 4. In order to preserve the health, safety and/or welfare of the
citizens of Dublin, that this Ordinance be declared an emergency and
shall take effect and be in force immediately upon its passage.

MASTER PLAN DATA DEVELOPMENT
Dublin, Ohio
Proposal for Professional Design Services
The following outlines the Georg Group's approach to the Open
Space, Natural Features, and Character components of the Master
Plan data development work. This approach and the accompanying
scope of services is based on our past discussions and the ini-
tial scope of services provided by Dublin planning staff. The
work is divided into the two primary components; Natural Features/
Open Space and Character, with the specific method and product(s)
for each defined.
INTRODUCTION:
The project purpose is to identify the elements and systems
significant to open space and character in Dublin; both the
natural features and the cultural features which contribute to
the sense of place and quality which Dublin wishes to preserve
and enhance. The project outcome is a data base of the salient
features, elements and systems which define and establish Dublin's
image and quality of environment. From the findings and
conclusions drawn from this data base, a growth statement may be
developed, with guidelines and priorities for preservation and
development.
SCOPE:
The Services to be performed:
Item A. Natural Features/Open Space
A. 1 Process: The initial work identifies the structure
and components of the existing open space
network, opportunities for future open space
and linkages critical to quality open space
development. By composite mapping the primary
natural spatial determinants (topography,
vegetation, hydrology and slope/aspect) a
suitability map for open space is developed.
The suitability map establishes the framework
for the development of the Schematic

Data files and maps of the natural features
and contributing geology, soils, and cultural
elements are used to establish potential
linkages, value for recreation and compa-
tibility with other land uses and signifi-
cance in the development of Dublin's quality
and character.
During the suitability mapping process, the
data base and preliminary findings will be
reviewed with the various state and local
planning service agencies (ODNR, MORPC, OHS)
to supplement information and to verify data
obtained. This is done in conjunction with
and coordinated by Dublin Planning Staff.
A.2 Product: The product of the Natural Features/Open
Space Component is a Schematic Open Space
Plan, suitable for incorporation into the
Master Plan document to be compiled from
all consultants work. The plan is sup-
plemented by text, with the growth statement
and guidelines for implementation included.
Residual products of the work are the data
base files, working maps and composite
studies. These are compiled in a bound (or
ring binder) format and provided to Dublin
for future use. Format and organization to
be coordinated with Dublin Planning staff
so that related consultant work can be
readily accessible to all.
A.3 Administration: The work is to be developed per the
schedule established during the May 8 , 1987
consultants conference, provided that related
information and consultant reviews are
completed in a timely fashion.
Item B. Character
B. 1 Process: The initial work identifies contributing
character elements at various levels of
significance to Dublin: elements regionally
unique, elements locally unique, components
characteristic of neighborhoods and community,
and elements significant due to location or
spatial adjacency. Also identified and
mapped are the cultural features contributing
to the character and sense of place in Dublin

both existing and ephemeral... the sense of
past and future connections which give a
permanance and continuity to a community.
A third component of the Character data base
identifies critical views, gateways and
visual linkages within Dublin as well as
landmark elements. These will be generated
by field reconnaisance, and assessment of the
composite maps developed in Item A.
As in Item A. data files and maps of the
natural features and contributing geology,
soils, and cultural elements are used to
establish potential and desirable linkages,
value for recreation and compatibility with
other land uses in the development of Dublin's
visual quality and Character.
During the Character study process, the
data base and preliminary findings will be
reviewed with the Dublin Planning staff and
agencies contributing data or expertise.
(Ohio Historical Society, ODNR, Nature Con-
servancy etc).
B.2 Product: The product of the Character Study Component
is a Plan locating key features and elements
as well as character sketches, as needed, to
communicate the visual qualities, materials,
textures and views available and intrinsic
to Dublin's quality environment.
Residual products of the work are the data
base files, working maps and composite
studies. These are compiled in a bound (or
ring binder) format and provided to Dublin
for future use. Format and organization to
be coordinated with Dublin Planning staff
so that related consultant work can be
readily accessible to all. (Photographic
records are retained by Georg Group, Inc.
with duplicates of key photographs available
at cost).
B.3 Administration: The work is to be developed per the
schedule established during the May 8, 1987
consultants conference, provided that related
information and consultant reviews are
completed In a timely fashion.

Base Map
Dublin will provide the roadway and property base map for the
Village, with all other data developed from publically available
sources. (MORPC, ODOT, Soil Conservation service etc.) as part
of this work. A Master base set (roads, properties and
topography overlays) will be provided to Dublin Planning for
reproduction and distribution to the Consultants.
Cost of Services:
TOTAL FEE for services and related expenses.............$21,000.00
The services will be billed monthly based on the percentage of
completion of services performed and expenses incurred. Invoices
are due within 30 days of receipt. Interest will be added to
overdue amounts at the rate of 1 and 1/2% per month.
The total fee includes the following expenses:
Travel to and from project meetings within the Columbus
area and Dublin site reconnaisance visits.
Site Photography for analysis and record.
Reproduction expenses:
-One rendered set each Schematic Open Space Plan (plus
support maps) and Character Plan (plus sketches)
-One each Schematic Open Space Plan and Character Plan
camera ready per format established by Dublin
Planning.
Incidental reproduction in the course of the work.
The project is an exciting one and we appreciate your bringing
the Georg Group Inc. into this unique collaborative effort.
