AN ORDINANCE TO ACCEPT A QUOTATION
FOR CONSULTING SERVICES TO PERFORM
THE WATER SERVICE ELEMENT OF THE
COMMUNITY PLAN AND TO DECLARE AN
EMERGENCY.
WHEREAS, Council has requested that a Master Planning process be
undertaken; and
WHEREAS, the work to be performed will consist of gathering technical
information about the existing water distribution system as well as
the forecasting of future service demands; and
WHEREAS, the proposed Consultant has already provided engineering services
directly related to the proposed comprehensive study;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 5 of the elected members concurring that:
Section 1. That the quotation of F. DAN BOOTHE P.E., INC. in the amount
not to exceed $7,000.00 for said services be, alld hereby is, accepted.
Section 2. That the Acting Manager be, and hereby is, authorized and
directed to enter into a contract with F. DAN BOOTHE P.E., INC.
Section 3. That there is hereby appropriated from the unappropriated
balance in the General Fund to account A01-04-4A-2350 for Professional
Services the sum of $7,000.00 to cover the cost of said services.
I Section 4. In order to preserve the health, safety and/or welfare of the
citizens of Dublin, that this Ordinance be declared an emergency and shall
take effect and be in force immediately upon its passage.

Growth Statement
Dear Mr. Bowman: Water Portion
I am pleased to present the following proposal to
provide professional engineering services for the water
system portion of the proposed "Village of Dublin Growth
Statement". The scope of services shall be as defined
in your March 9, 1987 request and as discussed with you
by telephone and in personal meeting.
I will be able to begin in early May in conformance
with your schedule and anticipate all work tasks to be
completed by JulyJO, 1987.
Fees will be based on per diem rates of $50.00/hour
plus reimbursable expenses such as mileage at $0.30/mile;
parking, long distance telephone, postage at cost. Fees
will be invoiced monthly and total fees should not exceed
$7,000 based on the scope of services understood at this
time.

SCOPE OF SERVICE: SEWER AND WATER PLANS
Introduction
The Village of Dublin is in the process of creating a "Growth Statement" that is
to be a plan/policy document for future decision making. The primary purpose of
the Growth Statement is to transform current and anticipated future situations
into a usable pattern of facts, estimates and criteria for planning and decision
making. To examine each of the functional elements of the community, consultants
are being retained to perform the following services:
1. To examine the current state of the community with respect to the adequacy
of the existing system;
2. To examine, based on i dent if ied trends, the potential of the element in reaching
a projected state (to be determined with the Planning Director). Summarize
rate of change conditions;
3. To ident ify future decisions of imminent problems with respect to the physical
dimensions of the element as well as to costs. Predict consequences of
projections;
4. To formulate, if possible, a means of assessing impacts, to be applied to future
rezoning applications or other development decisions.
Water and Sewer
For the purposes of the Growth STatement, the utility element will be fairly straight
forward. As mentioned above, the Village is in need of a working plan in each of
these elements so that the estimates and criteria for planning the individual
elements may readily be included into a comprehensive implementation framework - most
likely a six year capital improvement plan and program. The anticipated products to
be produced by the consultants for both water and sewer will be maps and tabular
data such as costs, or length of pipe, etc. H the information cannot be done in map
form the consultant sha II supply a text, discussing assumptions, constraints,
problems, impact indexes and policy recommendations.
To keep the format the same between individual elements, the Village will retain
a graphics consultant to prepare base maps and to transfer the specific information
onto the maps. The study area will be determined with the Planning Director.
