AN ORDINANCE AMENDING ORDINANCE
NOS. 21-71, 20-73, and 42-74 TO
INCREASE THE COST TO PROVIDE
POLICE DISPATCHING SERVICES, AND
DECLARING AN EMERGENCY.
WHEREAS, the Village of Dublin has entered into an agreement with the
Perry Township Board of Trustees to provide various communications,
clerical and other services for the Village's Police Department; and
WHEREAS, the Board of Trustees has informed the Village in a letter
dated March 3, 1987 of an increase in the cost to provide said
services; and
WHEREAS, it is the opinion of the Council of the Village of Dublin,
Ohio, that it is in the best interest of the Village to continue
this contract.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 5 of the elected members concurring:
Section 1. That Ordinance Nos. 21-71, 20-73 , and 42-74 be, and they
hereby are, amended to read as follows:
1 ) In consideration of the payment of $3,166.67 per
month by Dublin to Perry, Perry agrees to provide
communication service twenty-four (24) hours per
day and seven (7) days per week to the Police
Department of the Village of Dublin, Ohio.
Section 2. That this Ordinance be and it hereby is, declared to be
an emergency necessary for the preservation of the public health,
safety and welfare, and that this Ordinance shall take effect and
be in force immediately upon its passage.

MEMORANDUM

SUBJECT: Police Communication Contract
DATE: April 1, 1987
According to my research on the above subject, the original contract with
Perry Township was approved through Ordinance No. 21- 71. This was amended
with Ordinance No. 20-73 and 42-74. After that date there is no record of
any amendment for the cost increases being passed by Ordinance. I have
copies of letters from Perry Township since 1981 indicating cost increases.
The history of rates is as follows:

1973 $120.00/month
1974 $400.00/month

The records show this is a substantial increase; however, it is still less
expensive than what it would cost to provide the service ourselves. The benefits
to be derived from providing our own service can be dealt with separately.
I believe the Township has provided adequate information to indicate their
costs have increased as well, although we may want to address the issue of
"purchasing" their equipment.
