AN ORDINANCE IMPLEMENTING INTERIM
DEVELOPMENT CONTROLS IN THE NORTH-
EAST QUADRANT OF THE VILLAGE OF
DUBLIN.
WHEREAS, Council has authorized the development and creation of a
comprehensive Master Plan for the Village of Dublin; and
WHEREAS, Staff is presently working to develop and implement said Master
Plan; and
WHEREAS, Council has also authorized Staff, pursuant to the master
planning process, to develop and implement a Northeast Quadrant Study
encompassing the area within the Village of Dublin bounded on the east
by the Sawmill Road, on the north by the Delaware County line, on the
west by the Scioto River, and on the south by the Interstate 270; and
WHEREAS, the above-referenced Northeast Quadrant is zoned predominantly
Restricted Suburban Residential (R1) and is substantially undeveloped; an
WHEREAS, the Northeast Quadrant Study and Master Plan, when completed wil
provide for a comprehensive and systematic development plan addressing
such issues as land use, infrastructure, poublic utilities, and trans-
portation; and
WHEREAS, development of a Master Plan and Northeast Quadrant study will
require extensive research, study, and review by Staff, the Planning and
Zoning Commission and Council; and
WHEREAS, Council realizes that development of said Master Plan and
Northeast Quadrant study is, by nature, a time consuming process; and
WHEREAS, it is Council's desire to protect the planning process during
this period, and prevent the creation of non-conforming uses which might
weaken the Village's attempts to provide for orderly future development
of the Northeast Quadrant pursuant to a comprehensive plan.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 5 of the elected members concurring that:
Section 1. No rezonings shall be formally acted upon by the Planning and
Zoning Commission or Council for property located within the Northeast
Quadrant as described in the preamble of this Ordinance and incorporated
herein as if fully rewritten for a period of eight months from the
effective date of this Ordinance or until the Master Plan and Northeast
Quadrant Study are completed and approved by Council.
Section 2. Further, due to the nature and complexity of developing such
a comprehensive plan, Council by resolution, may extend the eight month
zoning limitation for an additional four month period of additional time
is needed to complete the Master Plan and Northeast Quadrant Study.
Section 3. This Ordinance sha II take effect and be in force from the
earliest period allowed by law.

SUBJECT: Ordinance No. 39-87
DATE: April 6, 1987
This Ordinance is an interim development control measure that will postpone
the acceptance of rezoning applications in an area of Dublin referred to as
the northeast quadrant. The quadrant is bounded by the Delaware County Line
on the north, Sawmill Road on the east, 1-270 on the south and the Scioto River
on the west.
This interim measure is being introduced by the Planning Director at this time
in recognition of the fact that there has not been any comprehensive planning
effort or Council discussion of the major development issues in the northeast
quadrant. ~
Unlike the other quadrants i.n Dublin, there has been only one rezoning in the
entire northeast quadrant. There has been no assessments of utilities except for
the Summitview waterline nor has the Village entered into any utility payback
agreements. This quadrant exists in a very isolated and unique set of circumstances
that permits an interim development control action in a manner that is not
arbitrary or capricious.
It must be stressed that this is not a building moratorium. All platting rind
building within the quadrant may continue under the existing zoning. All
platting, rezoning and build~ng activity outside the quadrant will not be
affected. This Ordinance is an interim measure that will be in effect to provide
the Planning Department the time necessary to prepare a quadrant plan for sub-
mittal to the Planning Commission and Council. The Northwest Quadrant Study ami
the Southeast Quadrant Study were authorized and prepared prior to the development
of those areas of the Vi llage.
Given that a major community planning effort is already underway, the Northeast
Quadrant Plan, will be considered an advanced plan and prepared with regard to
the goals, objectives and principles of the larger community plan.
