AN ORDINANCE AUTHORIZING THE
VILLAGE MANAGER TO ENTER INTO
A CONTRACT WITH WANDEL & SCHNELL,
ARCHITECTS FOR THE PREPARATION
OF A PRELIMINARY STUDY FOR A
MUNICIPAL SWIMMING POOL COMPLEX.
WHEREAS, it is ip thp best interests of the citizens of the Village
of Dublin to conduct a preliminary study as to the feasibility of
a municipal swimming pool complex.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 6 of the elected members concurring:
Section 1. That the Village Manager is hereby authorized to enter
--- into a contract with the firm of Wandel & Schnell, Architects, for
the preparation of a preliminary study including specifications,
sketches, soil boring and a survey for a municipal swimming pool
complex, with the total cost not to exceed $~OOO.OO.
Section 2. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

MEMORANDUM
TO: Bill Andrews, Chairman of the Parks and Recreation Committee
Janet Jordan, Parks and Recr.eation Director
FROM: Mr. Joseph Jankowski, Jr. , Council Committee on Parks and Recreation
SUBJECT: Proposed Swimming Pool Project
DATE: August 12, 1986
As you know, on August 18th we will present legislation for Council to approve a
preliminary drawing and site evaluation for the swimming pool project. In addition
to working with the architect to develop the "facility concept", I would like both
the Parks and Recreation Committee and the Parks and Recreation Department to
develop a "program concept".
This "program concept" will be a proposal as to how the pool will actually operate,
with such factors to be taken into consideration as the following:
1. Hours of operation.
2. Special adult usage times.
3. Adult lap lanes, if feasible.
4. Annual membership charges.
S. Single day admission and guest charges, if applicable.
6. A competitive swimming program and how it will be managed.
7. Special considerations, if any, for certain groups like Senior Citizens,
physically handicapped, etc.
I think that it is very important that the "program concept" be developed because,
obviously, that has an impact on the ultimate design of the facility. -Therefore,
I would encourage you to develop a program simultaneously with the development of the
"facility concept" itself.
My own personal feelings on this matter, based upon talking to a large number of
people, is that the citizens would like to have an up-scale, swim club-type of
facility that has a competitive swimming program along with adult activities and
perhaps even amenities such as a hot tub, etc. My concept is that the facility
will be on the order of a "community swim club" which will emphasize season
memberships rather than single day admissions, and will be able to have swimming
competition, particularly for youth with other swim and country clubs in the
Columbus and suburban area.
Assuming that Council approves the preliminary study on August 18th, I would urge
you to proceed immediately to work with the architects on the "program and facility
concept". It still may be possible to have a facility constructed for 1987, but
time is of the essence, and of course Council as a whole must approve whether to
implement the "program and facility concepts" that are developed.
