AN ORDINANCE AUTHORIZING THE CITY MANAGER
TO ACCEPT A PROPOSAL FROM WOOLPERT CONSULTANTS
TO ACCOMPLISH ALL REMAINING TASKS TO ALLOW
THE CITY OF DUBLIN TO FULLY COMPLY WITH THE
CONSENT ORDER REGARDING THE SANITARY SEWER
LIFT STATION, AMENDING THE ANNUAL APPROPRIA-
TIONS AND WAIVING FORMAL BIDDING AND ADVERTIS-
ING REQUIREMENTS, AND DECLARING AN EMERGENCY
WHEREAS, under the terms of the consent order between the City and the Ohio
Attorney General, the present sanitary sewerage system within the City of
Dublin should be improved by the installation of odor control equipment,
the correction of a serious infiltration and inflow problem, and the
development of a long-term sewage treatment option; and,
WHEREAS, Dublin City Council has reviewed the proposal from Woolpert
Consultants for the provisions of all necessary services to fully
comply with this order; and,
WHEREAS, Woolpert Consultants has provided a formal proposal of $ 153,230.00
for the provision of those services.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 6 of the elected members concurring:
Section 1. That the City Manager be, and hereby is, authorized to enter
into a contract for the provision of services necessary to comply with the
consent order regarding the Dublin sanitary sewer lift station.

Section 2. That an amount not to exceed $ 153,230.00 for these services, I
is hereby authorized and that part of the $650,000.00 previously appropriat~d
within the Sanitary Sewer Fund, account number E02-05-5C-234A for contract
services be utilized for this purpose.
Section 3. That this Ordinance be, and hereby is, declared to be an
emergency measure due to the need to undertake those required services as
soon as possible due to Ohio EPA requirements as outlined in the consent
decree. These improvements will directly affect the City's ability to
maintain the health and welfare of this community be reducing the possibili-:
ty of adverse odors and/or overflows during periods of peak demands and
flows. Therefore, formal bidding and advertising requirements are hereby
waived pursuant to Section 735.05.01 of the Ohio Revised Code, and this
Ordinance shall take effect and be in force immediately upon its passage.
