RECORD OF ORDINANCES National Graphics Corp., Cols., O. ~ Form No. 2806-A -.1- Ordinance No. l,Q2__~L Passed. m19 AN ORDINANCE TO AUTHORIZE A CONTRACT FOR CONSULTING SERVICES FOR THE DEVELOPMENT OF AN ORDINANCE REQUIRING IMPACT STATEMENTS FOR PUBLIC AND PRIVATE DEVELOPMENT PROJ- ECTS AND TO DECLARE AN EMERGENCY WHEREAS ~ the Village of Dublin desires growth and development to occur in a consistent manageable manner; and, WHEREAS, Dublin must increasingly be in a position to evaluate impacts of different developments for zoning purposes as well as for capital improvement planning purposes; and WHEREAS~ a community planning effort is underway that will provide a data base on which impacts would be measured. NOW~ THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio 6 of the elected members concurring: Section 1. That the quotation of Burns, Bertsch and Rainey, Inc. in the amount not to exceed $12,600.00 for said services be, and hereby is, accepted. Section 2. That the Manager is hereby authorized to enter into a contract with the firm Burns, Bertsch and Rainey, Inc. Section 3. That there is hereby appropriated from the unappropriated balance in the General Fund to account A01-04A-23S0 for Profncsional Services in the sum of $12,600.00 to cover the cost of said services. Section 4. In order to preserve the health, safety and/or welfare of the citizens of Dublin, that this Ordinance be declared an emergency and shall take effect and be in force immediately up its passage. Bowman, Planning Director Village of Dublin 6665 COffman Road Dublin, Ohio 43017 Dear Pat: Enslosed is Burns, Bertsch and Rainey's response to Dublin's expressed need for the preparation of an impact ordinance. The memorandum provides one method for costing the desired activ- ities. Consider it as a menu, selecting those activities in ~lich you want BBR,Inc. involved. A second option, which you and I have discussed, is to sign a sustaining contract. Such an agreement would provide for an hourly rate, a maximum number of hours as well as procedures for determining work activities, priorities and a reporting system. One of activities you may wish to assign could be the impact ordinance. With this method you have total flexibility related to both time and activities. DT: July 6, 1987 RE: Response to Dublin's RFP for an Impact Statement Ordinance Following is BBR,Inc's response to the Village of Dublin's RFP of June 19, 1987 related to its need for material which would result in the development of an Impact Ordinance. SCOPE OF WORK 1. Draft specifications for an ordinance requiring project impact statements. Such an ordinance would require the proposed developer of certain sized sites and/or soecific value to provide data which could be used by the public in measuring the projected modifications to the existing land use and would identify specific impacts upon the site as well as adjacent areas and specifically upon existing as well as planned public improvements. Further, data provided through such an effort would add to public information and could contribute to enlightened public debate as well as any necessary negotiations related to devlopment patterns. 2. Develop processes which would incorporate impact statement data into the existing municipal administrative process... i. e. sub- division regulations, zoning processes and the capital improvement system. 3. Develop a check point syste~ which would afford the applicable public bodies criteria for evaluating impact statements submitted by developers. 4. Conduct necessary forums to discuss the development of draft materials related to an impact statement process. Such forums may include staff workshops, council and plan board working sessions as well as public meetings. It is understood that all such sessions would be preliminary in nature and would not be in lieu of any hearings required by law. COSTS Burns, Bertsch and Rainey, Inc. proposes to undertake the afore- mentioned activities for the following costs: Part 1. 40 hours @ $600. per/day . . . $3,000.00 2. 56 hours @ 600. per/day . . . 4,200.00 3. 32 hours @ 600. per/day . . . 2,400.00 4. $75. per/hour not to exceed . . 3,000.00 Total costs . . . . . .$12,600.00 Bums, Bertsch, and Rainey, Inc.
