AN ORDINANCE TO ESTABLISH AN
AWARDS AND COMMEND.t\TIONS PRO-
GRAM FOR THE DUBLIN DIVISION
OF POLICE
WHEREAS, it is recommended that an Awards and Commendations Program be
established for the Dublin Division of Police.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That this Program be established to recognize acts of heroism
and/or exceptional service by individuals within the Dublin Division of
Po lice.
Section 2. That this Program be implemented as described in attached
Exhibit "A", establishing an Awards Committee, descriptions of the types
of awards, as well as an award for the Police Officer of the Year.
Section 3. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

program for the members of the Dublin Police Department.
We would like to have the awards presented to the Officers
at the first Council meet-inn i n January each year, by the

DUBLIN DIVISION OF POLICE
AWARDS AND COMMENDATIONS PROGRAM
PURPOSE:
A. The Awards and Commendations Program is hereby established to recognize acts of heroisIl1
and/or exceptional service by individuals within the Dublin Division of Police and to
promote morale within, and for, the Division of Police. This Program shall take effect
inunediately.
B. An Awards Conunittee is hereby established to be composed of the Dublin Chief of Police,
a Lieutenant, City Manager, and two (2) members of the City Council to be designated by
the Mayor. Any member of the Dublin Division of Police or any private citizen, may
submit a letter of reconunendation for an award or citation to any member of the Awards
Conunittee. Any such letter shall contain the nominee's name and a summary of facts
concerning the reconunendation. The Awards Conunittee.shall review any and all sub-
mitted recommendations and approve or disapprove the award. Eligibility for awards
and conunendations shall include all members of the Dublin Division of Police,
Auxilliary Officers, and Clerks. Members of other law enforcement agencies may
be recommended and awarded a Dublin Division of Police Award/Conunendation for acts
of heroism, bravery, valor, or other meritorious acts.
C. The Dublin Chief of Police shall award all citation bars, medals, certificates, and
letters to the honoree entitled to such award. Letters and/or certificates shall cite
meritorious acts and a photostatic copy of such letters and/or certificates shall be
placed in and become a permanent part of his/her personnel file. Only one award is
authorized per individual for anyone incident regardless of the number, if any, of

uniform shirt, above the nameplate, on the right breast. Stars indicating subsequent
awards shall be centered on the citation bars.
D. AWARDS:
1. MEDAL OF HONOR:
Shall be awarded to any police officer who voluntarily distinguishes him/herself My
displaying extraordinary heroism and/or bravery with minimal risk to innocent parties.
The officer must be aware of any imminent threat to his personal safety and the action:;
must be above and beyond the call of duty at the risk of the individual's personal
safety. The action must be one that if not done would not reflect negatively on the
officer. May be awarded posthumously.
** MEDAL, RED BAR AND CERTIFICATE TO BE AWARDED
2. AWARD OF MERIT:
Shall be awarded for exceptional service to the conununity or the Dublin Division of
Police. Such service may include but not be limited to service under adverse conditions,
distinguished service to the City of Dublin, or acts involving personal danger in the
line of duty.
** YELLOW BAR AND CERTIFICATE TO BE AWARDED.
3. AWARD OF VALOR:
Shall be awarded to any member of the Dublin Division of Police who, in the line of duLy,
is injured or wounded in combat during the apprehension or attempted apprehension of
a suspect. The injury must be serious enough to warrant medical treatment and an
absence from regular duty for a significant period of time.

4. LIFE SAVING AWARD:
Shall be awarded to any member of the Dublin Division of police whose action prevented
the imminent death of any person. Should a member prolong a person's life to the
extent that the victim can be released to tlle care of medical authorities, but that
person eventually expires, that member shall still be considered for the award.
** RED/WHITE BAR AND CERTIFICATE TO BE AWARDED
5. CERTIFICATE OF MERIT:
Shall be awarded to any member of the Dublin Division of police who performs an action
or actions not otherwise covered in the awards program~ Such action must exhibit out-
standing diligence, perseverance, alterness, or highly accredible accomplishment.
** CERTIFICATE TO BE AWARDED
6. ACE AWARD:
Shall be awarded to any Dublin Police Officer who recovers four (4) officially stolen
vehicles and makes at least one apprehension arising from the recovery of each vehicle.
** BLUE/SILVER BAR AND CERTIFICATE TO BE AWARDED
SUBSEQUENT AWARDS TO BE INDICATED BY NUMERALS
7. SAFE DRIVING AWARD:
Shall be awarded to any member of the Dublin Division of Police whose normal duties
require the regular operation of Division motor vehicles, who completes three (3)
calender years (Jan. 1 to Dec. 31) without a "chargeable" auto accident. Determinatiod
of a "chargeable" auto accident shall be made by the Awards Committee and thier
decision shall be final. Should ,J <li\j..j(l/l 111"1111'''1- nY''-';V0;-J "Srlf0 ndving Award" and
later is involved in a "chargeable" auto accident, he/she shall continue to wear the
original award, but must complete the award time span indicated by the most recent
award before being eligible for tl10 next subsequent award. Members shall be eligible
for the "Safe Driving Award" retru<lctive to their original date of hiring.

** KELLY GREEN BAR TO BE AWARDED FOR THREE (3) CONSECUTIVE YEARS.
** STAR(S) AWARDED IN FIVE (5) YEAR INCREMENTS FOR CONTINUED SAFE DRIVING.
8. SERVICE AWARD:
Shall be issued to any member of the Dublin Division of Police who completes the
required numbers of years of consecutive service. After two (2) years of consecutive
service, a member shall be awarded a citation bar. Members shall be eligible for the
Service Award for their service with the Dublin Divison of Police retroactive to their
original date of hiring. Service time shall only be interrupted by unpaid leaves
of absence over thirty-one (31) days.
** BLUE BAR AND CERTIFICATE TO BE AWARDED.
** STAR(S) AWARDED IN FIVE (5) YEAR INCREMENTS FOR CONTINUED SERVICE.
9. LONGEVITY SERVICE AWARD:
Shall be awarded to any member of the Dublin Division of Police who completes twenty
(20) years of consecutive service. Members shall be eligible for the Longevity Service
Award retroactive to their original date of hiring.
** GREEN/WHITE BAR TO BE ISSUED. MAY BE WORN WITH SERVICE AWARD. .
** LEAF CLUSTERS SHALL BE ISSUED FOR 25 AND 30 YEARS OF SERVICE. CLUSTERS ARE
ISSUED IN FIVE (5) YEAR INCREMENTS.

E. POLICE OFFICER OF THE YEAR:
Shall be awarded once anually to the Dublin Police Officer displaying the best overall
job performance as evidenced by the execution of his/her assigned duties, overall benefit
and asset to the Dublin Police Department and the City of Dublin.

~* HONOREE SHALL RECEIVE A BLUE/GREEN AWARD BAR AND APPROPRIATELY WORDED PLAQUE. IN
ADDITION, THE RECIPIENT'S NAME SHALL BE ADDED TO A PERPETUAL PLAQUE THAT IS TO BE
DISPLAYED IN A CONSPICUOUS PLACE IN THE DUBLIN POLICE HEADQUARTERS.
