Form No. 2806-A Ordinance No. ..m44--89nnnn P assed.m_mum.mmm..muu....nnm_m.19...._ . ~,' AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR 1989 STREET PROGRAM~ AUTHORIZING AND DIRECTING THE MANAGER AND FINANCE DIRECTOR TO EXECUTE A CONTRACT ~ AND DECLARING AN EMERGENCY WHEREAS, pursuant to the required advertising, bids have been received for the 1989 Street Program; and WHEREAS, Council has determined that the bid of Northwood Stone & Asphalt Contractors in the amount of $192~349.80 iE, the lowest/best bid. NOW~ THEREFORE~ BE IT ORDAINED by the Council of thE City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the bid of Northwood Stone & Asphalt Contractors for said program in accordance with specifications on file in the Office of the Engineer be, and hereby is, accepted. Section 2. That the Manager and Finance Director be, and they hereby are, authorized and directed to execute a contract with the said Northwood Stone & Asphalt Contractors for said 1989 Street Program. Section 3. That this Ordinance is declared to be an emergency measure necessary for the public peace, health and safety and for the further reason that said improvements are currently needed and therefore this Ordinance shall take effect and be in force immediately upon its passage. Oh;" - MEMORANDUM TO: Council Members FROM: Timothy Hansley, City Manager SUBJECT: 1989 Street Program DATE: May 9, 1989 Report from City Engineer: Bids were opened for the captioned project on May 5, 1989. Seven bids were received. Details are shown on the attached bid summary. The lowest bid submitted was from Northwood Stone & Asphalt Contractors of Astrander, Ohio for $l92,349.80. The second lowest bid was from Miller Pavement Construction of Hilliard, Ohio for $l96,338.5C and the third was from Decker Construction of Columbus, Ohio for $203,l57.80. All bids were lower than the Engineer's estimate of $285,000. All three bids were less than the Engineer's estimate by at least 28% and the lowest was 32.5% under the Engineer's estimate. Northwood Stone & Asphalt Contractors is considered to have submitted the lowest and best bid. It is, therefore, recommended that Council authorize the City Manager to enter into a contract with Northwood Stone & Asphalt Contractors for the 1989 Street Program. PRW: ss
