AN ORDINANCE AUTHORIZING A NEW POSITION
(INFORMATION SYSTEMS COORDINATOR) AND
AMENDING SECTION 2 ("WAGE & SALARY
STRUCTURE/ADMINISTRATION") AND SECTION
12 ("EXEMPT & NON-EXEMPT JOB CLASSIFI-
CATIONS") OF ORDINANCE NO. 17-90
("COMPENSATION PLAN").
WHEREAS , Council has determined, upon the recommendation of the City
Manager and the Director of Personnel & Purchasing, that the need exists
for a new Information Systems Coordinator position; and,
WHEREAS , Council has determined that said position is critical to the
efficient and effective implementation, coordination, and operation of
the new City computerized information management system;
NOW, THEREFORE , BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section l. That a new Information Systems Coordinator position is
hereby authorized.
Section 2. That Section 2. ("WAGE & SALARY STRUCTURE/ADMINISTRATION"),
subsection A. is hereby amended to include the following classification
title and corresponding pay grade:
"Computer & Information Systems"
"Classification" "Pay Grade"

Section 3. That Section 12 ("Exempt and Non-Exempt Job
Classifications"), subsection A. is hereby amended to include the
following classification title in the established list of Exempt job
classifications referenced under the "Administrative" category in
Section 12, subsection A. of Ordinance No. 17-90:
"Administrative"
Information Systems Coordinator
Section 4. That an amendment to the 1990 appropriations shall be
submitted after the annual salary and benefit costs have been
determined.
Section 5. That this Ordinance shall take effect and be in force at the
earliest point permitted by law.

CLASSIFICATION DESCRIPTION
INFORMATION SYSTEMS COORDINATOR
General Description of Classification & Duties
Under the administrative direction of the Director of Finance or Assistant
Director of Finance, the Information Systems Coordinator exercises considerable
technical expertise and independent judgement & discretion in the performance of
a variety of duties related to the overall operation and coordination of a
comprehensive information management system including a variety of component
systems (Le. IBM AS400, Token Ring, NOVELL, LAN-Local Area Network). The
Information Systems Coordinator coordinates all system operations & functions
and provides on-going technical support to all system users. In conjunction
with, and at the direction of the City Steering Committee, the Information
Systems Coordinator also coordinates all system modifications & enhancements as
well as the selection of new software. In addition, the Information Systems
Coordinator evaluates all user requests and needs for computer information and
equipment and, when necessary, makes recommendations for the acquisition of new
or additional equipment.
Examples of Work (Illustrative Only)
* Provides technical guidance to staff for on-going long range information
systems and technology planning in conjunction with the City Steering
Committee.
* Assists staff with the Identification of functional and informational
requirements.
* Provides guidance to the City Steering Committee regarding the selection and
acquisition of hardware and software.
* Coordinates uses of the system by all personnel in order to ensure consis-
tency for future hardware and software purchases.
* Guides the design and development of custom software systems and
modifications.
* Analyzes and evaluates routine and complex technical problems in the
information management system and makes recommendations for the solution of
said problems.
* Guides the implementation of system modifications through implementation
planning, technical assistance, and coordination of vendor activities.
* Evaluates long term needs for new systems or system modifications involving
the possible acquisition of new hardware and software.
* Provides pro-active assistance and guidance to identify opportunities to
improve operations through the use of technology.
* Provides a framework which allows for timely ad-hoc reporting.
* Maintain contingency plans to replace central systems in the event of
catastrophe or disaster.
* Provides training to personnel in the operation and use of all appropriate
hardware systems and software programs.
* Provides the framework to ensure the quality and integrity, of the
information management system.
* Installs security controls and back-up procedures to satisfy State Auditor
requirements.
* Designs and develops written procedures regarding the proper uses of the
system and equipment.

* Coordinates terminal location and cabling in conjunction with plans for
system installation and modifications.
* Assists users in areas requiring specialized programming.
* Identifies & evaluates all Departmental & Divisional information management
needs City wide and recommends new equipment and software when necessary.
* Performs other related duties as assigned.
Required Knowledges, Skills, & Abilities
* Comprehensive and thorough knowledge of IBM AS400 computer system operations
and functions.
* Comprehensive knowledge of and broad exposure to the installation, implement-
ing, and coordination of computerized information management systems includ-
ing the IBM AS400 and Local Area Networks (LAN).
* Comprehensive knowledge of and broad exposure to the installation,
implementation, and coordination of NOVELL and Token Ring information
management systems.**
* Comprehensive and through knowledge of computer software and its various
applications in a government setting.
* Considerable knowledge of COBOL, BASIC, FORTRAN, and RPG computer languages.
* Basic knowledge of municipal government structure, process, and operations.
* Considerable knowledge of technological changes and trends in the field of
computerized information management.
* Excellent problem solving skills.
* Good written and verbal communication skills.
* Good interpersonal skills.
* Good human relations skills.
* Ability to prepare written instructions and procedures concerning proper uses
of the system and equipment.
* Ability to analyze complex technical problems and make sound recommendations

* Ability to analyze, evaluate, and prioritize organizational objectives and

Required Education/Experience
* Associates Degree in Computer and Information Science or other related field.
* Bachelors Degree in M.I.S., Computer & Information Science, or other related
field preferred.

operation of computerized information management systems including the IBM
AS400, and Local Area Networks (LAN).

SUBJECT: Creation of a New Information Systems Coordinator Position
DATE: August 16, 1990

Attached for your consideration please find Ordinance No. 72-90 authorizing a
new Information Systems Coordinator position and amending certain sections of
the "City Compensation Plan" which would be affected by the creation of said new
position. Also attached please find a copy of the job description developed by
staff which is provided for your reference. As noted in the attached job
description, this position would be assigned to the Department of Finance and
would be under the administrative direction of the Director of Finance or the
Assistant Director of Finance.
Over the past several months staff, in conjunction with the consulting firm of
Ernst & Young, has been involved in an information systems assessment project
designed to identify and evaluate a variety of design, configuration, and
functional considerations associated with selecting a new City computerized
information management system. As part of this assessment project, a steering
committee comprised of management representatives from all City Departments and
Divisions was established. The mission of this steering committee was to, in
conjunction with our consultants, not only evaluate and analyze the relevant
design and functional considerations, but to also evaluate informational needs &
requirements, evaluate and select the information system and software which best
satisfied the City's needs, and to evaluate other possible implications associ-
ated with this information systems project. During this process, both the
consultants and the steering committee came to the consensus that a full-time
Information Systems Coordinator would be needed to not only coordinate the
installation and implementation of the City's new computerized information
management system, but to also provide the required on-going technical support
and evaluate continuing informational needs, as well as future system enhance-
ments once the new system was operational. Other Cities with comparable systems
and needs to the City of Dublin have followed this same course of action and
hired similar types of individuals to assume these types of responsibilities.
Feedback obtained from these cities by our consultants indicate that an estab-
lished information systems coordination role is critical in providing the proper
on-going technical support. In the judgement of staff and the consultants, this
Information Systems Coordinator position would provide the City with a focal
point for all information systems coordination activities. The technical
support provided by this Information Systems Coordinator would, in staff's
judgement, ensure that the on-going information processing requirements of the
City would be properly met. Therefore, it is staff's recommendation that this
new Information Systems Coordinator position should be authorized by Council.
Based upon a survey of other comparable City governments as well as input from
our consultants, staff is recommending that this position/classification be
assigned to pay grade 14 which has an annual pay range of $26,000 - $33,500.
Staff believes that given the overall level of difficulty and responsibility as
well as other compensable factors associated with this position, a pay range of
$26,000 - $33,500 is competitive with the external marketplace. In addition,
staff believes that relative to the other classifications in the City wage &
salary structure, a $26,000 - $33,500 annual pay range is also equitable from an
internal perspective.
As a final note, staff believes that this position should also be designated as
an Exempt position relative to the applicable provisions of the Fair Labor
Standards Act and, therefore, should be exempt from overtime compensation.
Hence, Section 12 ("Exempt and Non-Exempt Job Classifications"), Subsection A.
of Ordinance No. 17-90 ("Compensation Plan") should be amended to include this
position in the established list of Exempt job classifications referenced under
the "Administrative" category in Section 12, Subsection A. of Ordinance No.
17-90.
