AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR 1990 STREET IMPROVEMENTS ~ AUTHOR- IZING AND DIRECTING THE MANAGER AND FINANCE DIRECTOR TO EXECUTE A CONTRACT~ AND DECLARING AN EMERGENCY WHEREAS~ pursuant to required advertising, bids have been received for the 1990 Street Improvements; and WHEREAS~ Council has determined that the bid of Shelly and Sands, Inc. for said improvements in the amount of $552,092.75 is the lowest/best bid. NOW~ THEREFORE~ BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That the bid of Shelly and Sands~ Inc. for said improvements in accordance with specifications on file in the office of the City Engineer be, and hereby is, accepted. Section 2. That the Manager and Finance Director be, and they hereby are, authorized and directed to execute a contract with the said Shelly and Sands~ Inc. for the 1990 Street Improvements. Section 3. That this Ordinance is declared to be an emergency measure necessary for the public peace, health and safety and for the further reason that said improvements are currently needed and therefore this Ordinance shall take effect and be in force immediately upon its passage. Hansley SUBJECT: 1990 Street Program DATE: July l6, 1990 Report by City Engineer Bids were received from four contractors and opened on July 12, 1990, for the 1990 Street Program. You have received tabulation of those bids in your packet. The bids which were received are: Shelly and Sands, Inc. $552,092.75 -2.8% Strawser Paving Company $554,674.80 -2.3% Decker Construction Co. $599,826.30 +5.6% Northwood Stone & Asphalt $6l5,003.60 +8.3% The Engineer's Estimate is $568.000.00 Dublin has no experience with Shelly and Sands, Inc. The Franklin County Engineer, City of Columbus, City of Westerville and the City of Reynoldsburg all have recent projects with this company. These organizations all report high quality work and each recommends Shelly and Sands to us. This information is consistent with experiences of the City Engineer (many years ago) with crews working out of their headquarters in Duncan Falls, Ohio.
