AN ORDINANCE TO AMEND SECTION
1305.01 OF THE DUBLIN CODIFIED
ORDINANCES - CABO ONE AND TWO
FAMILY DWELLING CODE
WHEREAS, it has been determined that Section 1305.01 of the Dublin
Codified Ordinances be amended, said section which adopted the 1986
CABO One and Two-Family Dwelling Code, along with the 1987 and 1988
amendment s.
WHEREAS, the Dublin City Council, by reference on October 2, 1989
adopted the 1989 CABO One and Two Family Dwelling Code.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 6 of the elected members concurring:
Section 1. That Section 1305.01 of the Dublin Codified Ordinances be
amended, the City of Dublin, by reference, adopting the 1990 Amendments
to the CABO One and Two Family Dwelling Code.
Section 2. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

SUBJECT: Street Lighting Appropriation

The 1990 capital budget includes $150,000 for the installation of street lights.
Staff intended that this sum be used exclusively for the Dublin Village Center
area as we have been working with the Drexel Development Corporation for
many years to install street light s. The project has grown slightly to
include the land developed and sold by State Savings Bank known as Dublin
City Center.
The $150,000 that was budgeted was always intended by staff to cover only
a portion of the project costs. It was expected that the developers
would cover a portion of the total cost. Due to the fact that the
installation of street lights must be "retro-fitted", the project cost is
much greater than if the lights had been installed with the street. The
total cost to do both projects is estimated to be $306,600 (see estimate
attached) .
Drexel has agreed to pay half the cost of installation for their project
providing they can pay it back over five years with interest. Drexel's
project accounts for two thirds of the total project. Staff intends to try
and strike the same deal with State Savings to cover half of the installation
costs for their portion of the project. If an agreement cannot be struck
with State Savings to pay up front or to be assessed, their portion of the
installation will be held off.
As the City of Dublin must initially put up all the money for the project,
an additional sum of $156,600 must be appropriated to cover the costs. Staff
has also respectfully requested that this Ordinance be an emergency to permit
time to firm up the payback agreements, bid the project and complete the
work this fall.

Dear Pat:
Since we last met to discuss the installation of street lights
within the public right-of-ways abutting Dublin Village Center, I
have reviewed the City's proposal with Harlan Friedman. Based upon
unit pricing that was provided by Mark Jones, we would like to
formalize an Agreement with the City of Dublin based upon the
following economic parameters.
1. Purchase and installation of Kim $ 4,200.00
Lighting's Archetype, 400 watt, high
pressure sodium fixture (cost shown
on a per fixture basis)
2. Village Parkway - 20 fixtures $ 84,000.00
Tuller Road - 15 fixtures 63,000.00
Dublin Center Drive - 12 fixtures 50,500
TOTAL COST: $ 197,400.00
3. Total project cost to be shared on
an equal basis between the City and
Developer
City of Dublin's contribution $ 98,700.00

For ease of reference, I have attached the site plan that was
prepared on behalf of the City of Dublin by McMullen Engineering
indicating the areas that are to be included within this
improvement project.
As requested, the Partnership is willing to donate the 0.100 acre
parcel to the City of Dublin for the purpose of incorporating it
with the proposed right-of-way for Shamrock Boulevard.
As soon as possible, we would like to meet with you to review the
contractual arrangements that will be necessary between our two
organizations. Additionally, we would appreciate receiving a
detailed construction schedule for this project.
