AN ORDINANCE AMENDING SECTION
1313.04(b), FLOOD CONTROL, OF
THE DUBLIN CODIFIED ORDINANCES
TO REGULATE AREAS OF SPECIAL
FLOOD HAZARD, AND DECLARING AN
EMERGENCY
WHEREAS, the City is experiencing an increased number of annexation
petitions and expects substantial annexations in the future; and,
WHEREAS, the areas of potential annexation are largely undeveloped and
may include several areas of identified flood hazard; and,
WHEREAS, the Federal Emergency Management Agency (FEMA) staff has advised
the City of the need to include newly annexed land in the flood manage-
ment program; and
WHEREAS, recommendations for ordinance amendment from FEMA have been
received which identify August 15, 1990, as a mandated date for
ordinance adoption; and
WHEREAS, access to the Federal Flood Insurance Program for Dublin property
owners is contingent on continued enforcement by the City of Dublin of
its flood control regulations.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 6 of the elected members concurring:
Section 1. That existing Section 1313.04(b),shall be amended to read
as follows:
1313.04(b) Basis for Establishing the areas of special flood hazard. The
areas of special flood hazard have been identified by the Federal Emergency
Management Agency (FEMA) in an engineering report entitled "Flood Insurance
Study for Dublin, Ohio". This study, with accompanying Flood Boundary
and Floodway Maps and Flood Insurance Rate Maps dated September 4, 1985,
and any revisions thereto is hereby adopted by reference and declared to be
a part of this chapter. The Flood Insurance Study is on file at 6665
Coffman Road, Dublin, Ohio (Ord. 60-87. Passed 6/1/87)
Areas of special flood hazard for annexations or any area that may be
within the extraterritorial jurisdiction of the City of Dublin have been
identified by FEMA in Flood Insurance Studies and their accompanying
Flood Boundary and Floodway Maps and Flood Insurance Rate Maps (FIRM) as
follows: Franklin County FIS and FIRM dated January 16, 1987; Delaware
County FIS and FIRM dated Octoberr 18, 1983; and Union County Flood
Hazard Boundary Map dated February 17, 1978.
