AN ORDINANCE AMENDING THE FUNCTIONAL
ORGANIZATIONAL CHART OF THE CITY OF
DUBLIN AND CREATING THE DIVISION OF
BUILDING INSPECTION WITHIN THE
DEPARTMENT OF DEVELOPMENT.
WHEREAS, Article VI, Section 6.03 of the Dublin Charter authorizes Council to
change or alter certain Departments or Divisions by ordinance or resolution;
and,
WHEREAS , upon the recommendation of the City Manager and the Director of
Personnel & Purchasing, Council believes it is in the best interest of the
City of Dublin to amend the functional organizational structure of the
Department of Development by creating a "Division of Building Inspection", as
depicted in the attached diagram labeled "Attachment 1"; and,
WHEREAS , Council believes that such a "reorganization" of functions will
enhance the efficiency and effectiveness of operations within the Department
of Development;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, ~ of the elected members concurring:
Section 1. That the functional organizational structure within the Department
of Development is hereby amended to create a "Division of Building Inspec-
tion", as depicted in the attached diagram labeled "Attachment 1".
Section 2. That this Ordinance shall take effect and be in force at the
earliest point permitted by law.

SUBJECT: Amendment to the City of Dublin Organizational Chart

Article VI, Section 6.03 of the Dublin Charter authorizes Council to
change or alter certain Departments or Divisions by ordinance or
resolution. Therefore, attached for your consideration, please find
Ordinance No. 50-90 amending the formal Functional Organization Chart
of the City of Dublin, thereby creating the "Division of Building
Inspection" within the Department of Development. Accompanying
Ordinance No. 50-90 are two diagrams labeled "Attachment 1" and
"Attachment 2" depicting the existing functional organizational
structure and the proposed new functional organizational structure
within the Department of Development. The critical difference between
these two charts is the creation of a new Division entitled "Division
of Building Inspection". In the present organizational arrangement
"Building Inspection" is a function within the "Division of Engineer-
ing & Building". With the adoption of Ordinance No. 50-90, this
critical organizational function will become its own free-standing
Division reporting directly to the Director of Development as opposed
to the City Engineer. The administrative head of this new Division
would be the "Building Inspection Administrator" (Certified Building
Official) , a position the City will attempt to fill in the very near
future. Staff recommends that Council adopt Ordinance No. 50-90
amending the present functional organizational chart for the Depart-
ment of Development, thereby creating the "Division of Building
Inspection".
Issue
-
As previously mentioned, the essence of this functional change in
organizational structure within the Development Department is the
elevation of what is an existing function within an existing Division
to what would be an independent Division in and of itself. In light
of recent events within the past year involving the "Building Inspec-
tion" function, Staff believes that for reasons of accountability,
efficiency, and organizational effectiveness, such a change in struc-
ture is warranted.
This change in structure will re-define the "Building Inspection
Administrator" (Certified Building Official) classification from that
of a mid-level supervisor to a Division Head. Please note that also
on the agenda for the Monday, June 4, 1990 Council Meeting is a
piece of companion legislation (Ordinance No. 51-90) increasing the

pay grade of the Building Inspection Administrator (Certified Building
Official) from pay grade 19 to 22. Staff believes that the elevation
in status of the "Building Inspection" function to "Division of
Building Inspection", combined with the adjusted pay grade for the
Building Inspection Administrator classification, will enable Staff to
select a professional administrator with the professional
qualifications to successfully guide and direct said "Division"
through an anticipated, continued period of growth.
Conclusion
Based upon the aforementioned factors, Staff believes that the pro-
posed functional change in organizational structure and subsequent
creation of the "Division of Building Inspection" is warranted and,
therefore, recommends that Council adopt Ordinance No. 50-90.
