Form No. 30043 Ordinance NO.nu25.,.,91u Passed -------- ---- u um u19 I 1-- ....c AN ORDINANCE ACCEPTING THE LOWEST AND I BEST BID FOR SIGN SHOP MATERIALS ~ I AUTHORIZING THE CITY MANAGER TO ENTER I INTO A CONTRACT GOVERNING THE PROCURE- MENT OF SAID MATERIALS ~ AND DECLARING AN EMERGENCY. WHEREAS ~ after advertising and receiving bids for "High Intensity" and "Non-Reflective" sheeting materials; and, I I WHEREAS ~ Council has determined that the bid submitted by the 3M Company I I for said materials, as listed in the attached bid tabulation, is the ! i lowest and best bid; ! I I I NOW~ THEREFORE~ BE IT ORDAINED by the Council of the City of Dublin, State I i of Ohio, 7 of the elected members concurring: I ,I Section l. That the bid submitted by the 3M Company for said materials, I I as listed in the attached bid tabulation, is hereby accepted. II Section 2. That the City Manager is hereby authorized to enter into a I contract with the 3M Company governing the procurement of said materials I as specified within said bidder's bid proposal on file in the Division of I Personnel & Purchasing. Section 3. That this Ordinance be, and hereby is declared to be an emergency measure necessary for the preservation of the public health, safety, and welfare, and for further reason that given the upcoming Memorial Tournament, these materials need to be ordered and obtained as soon as possible in order to meet the increased demand for traffic control signs during this period of time. Therefore, this Ordinance shall take effect and be in force immediately upon its passage. Hansley, City Manager J ~ SUBJECT: Sign Shop Materials Bid Process DATE: March 22, 1991 Initiated By: David L. Harding, Director of Personnel & Purchasing After advertising for bids for "High Intensity" sheeting and "Non-Reflective" sheeting for use in the production of traffic control signs, a public bid opening was held at lO:OO A.M. on Wednesday, March 20, 1991. Attached for your consideration please find the bid tabulation and Ordinance No. 25-9l accepting the lowest & best bid. Even though Staff supplemented the advertising process by mailing bid documents to seven (7) companies who manufacture the types of sign shop materials sought, only the bid from the 3M Company was received. After analyzing the bid from 3M, Staff has determined that said bid complies with the City's material specifications and is, therefore, acceptable. Even though the 3M bid was the only bid submitted, Staff believes the bid price offered is very competitive. Therefore, it is Staff's recommendation that the bid from the 3M Company for sign shop materials be accepted. Staff also respectfully requests that Ordinance No. 25-9l be adopted as emer- gency legislation. Given the upcoming Memorial Tournament in May, these materials need to be ordered and obtained as soon as possible in order to meet the increased demand for traffic control signs during this period of time.
