HomeMy WebLinkAboutResolution 41-13RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Pmm No. 30045 41 -13 Resolution No. Passed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE SOUTH FORK INDIAN RUN (SFIR) FLOODPLAIN FILL PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code for the South Fork Indian Run (SFIR) Floodplain Fill project; and WHEREAS, Council has determined that the bid submitted by Mark Haynes Construction, Inc. constitutes the lowest and best bid; and WHEREAS, the 2007 Community Plan has a stated planning goal for the U.S. 33 Corridor Area to enhance the area as a key employment and service area; and WHEREAS, this project will preserve and enhance natural features and the environment as well as create additional development potential. NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, T of its elected members concurring, that: Section 1. The bid submitted by Mark Haynes Construction, Inc. in the total amount of $493,970.00 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Mark Haynes Construction, Inc. for performance and completion of the SFIR Floodplain Fill project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this l s 7` day of Q ltj� 2013. Hammersmith, P.E., Director of Engineering /City Engineer Barbara Cox, P.E., Engineering Manager — Development Kristin Yorko, P.E., Civil Engineer Memo Re: Resolution No. 41 -13 - South Fork Indian Run (SFIR) Floodplain Fill Project - Bid Acceptance Background On June 20, 2013, five (5) bids were received, publicly opened and read for the SFIR Floodplain Fill project, located on City of Dublin property around 7001 and 7003 Post Road. This project involves the placement of fill material in the 100 -year floodplain area and two isolated wetlands to provide additional development area on the property. The wetland impacts were mitigated by the purchase of credits in a wetland bank. This project will utilize soil stockpiles on two City properties: at the site and on Liggett Road. As part of the Economic Development Agreement (EDA), approved with Ordinance 22 -12, Ohio University (with its facilities at 7001 and 7003 Post Road) is required to share the cost of this project up to a maximum of $275,000.00. The funds for construction of this project are budgeted in the 2013 Capital Improvement Program (EF1301). The Engineer's estimate was $525,000.00. Mark Haynes Construction, Inc. submitted the lowest and best bid of $493,970.00. Staff has reviewed all bids and a summary of the bids is listed below. Staff anticipates the construction to commence in late July. The contract requires the work be complete by November 1, 2013, which meets the deadline of September 15, 2015 in the Ohio University EDA. The attached map stipulates the route the contractor is required to follow to Res. 41 -13 - South Fork Indian Run Floodplain Fill Bid Acceptance June 27, 2013 Page 2 of 2 access the off -site or "east" soil stockpile on Liggett Road. Engineering staff will be inspecting the project and will work with the contractor to minimize dirt on the roads and traffic interruptions. Staff has thoroughly reviewed the Mark Haynes Construction, Inc. bid. Although this contractor has not worked for the City of Dublin in the past, they did provide an extensive listing of similar projects. Staff has contacted representatives of several of these projects at Wade Trim Ohio, Inc., Cold Water Creek Consulting, and Muskingham Watershed Conservancy District, and received favorable references. The above references have each worked with this contractor on multiple projects and all indicated they would have Mark Haynes Construction, Inc. perform future projects. Recommendation Staff recommends approval of Resolution No. 41 -13, accepting as lowest and best the bid from Mark Haynes Construction, Inc. in the amount of $493,970.00 and authorizing the City Manager to enter into a contract with Mark Haynes Construction, Inc. for this project.
