HomeMy WebLinkAboutResolution 38-13RECORD OF RESOLUTIONS Dayton Legal Blank, Inc. -, Form N 30045 38 -13 Resolution No. Passed 1 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE BRAND ROAD/ COFFMAN ROAD ROUNDABOUT PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Brand Road /Coffman Road Roundabout project; and WHEREAS, Council has determined that the bid submitted by George J. Igel & Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by George 1. Igel & Company, Inc. in the total amount of $1,347,073.25 is hereby accepted. �I Section 2 . The City Manager is hereby authorized to enter into contracts with George 1. Igel & Company, Inc. for performance and completion of the Brand Road /Coffman Road Roundabout project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this �� day of 2013. Richardson, P.E., P.S., Engineering Manager — Design Re: Resolution No. 38 -13 Brand Road /Coffman Road Roundabout — Bid Acceptance Summary Memo On June 12, 2013, six (6) bids were received, publicly opened and read for the Brand Road /Coffman Road Roundabout project, which involves the construction of a single -lane modern roundabout consisting of asphalt pavement, concrete work, a truck apron with brick pavers, storm sewers, asphalt shared -use path, pre- fabricated pedestrian bridge, LED street lights and dry-laid stone walls. The scope of this project includes the portion of the Brand Road Shared -Use Path extending from the Earlington Parkway /Brandonway Drive intersection east to the newly approved Wellington Reserve Subdivision. The Engineer's estimate was $1,550,000.00. The funds for construction of this project are budgeted in the 2013 Capital Improvement Tax Fund. George J. Igel & Company, Inc. submitted the lowest and best bid of $1,344,073.25. Staff has reviewed all bids and a summary of the bids is listed below. Staff anticipates initial construction activities to begin in late July or early August. Recently, all additional right -of -way and easements necessary to construct the project have either been acquired or are in the process of being acquired, with all property rights being secured by the end of June. The burial /relocation of utilities (gas lines, overhead electric lines and communication lines) is expected to commence by the end of June and be completed near the end of July. To best facilitate the utility work, existing trees and vegetation were removed within the project limits by a contractor Res. 38 -13 - Brand Road /Coffman Road Roundabout — Bid Acceptance June 20, 2013 Page 2 of 2 working directly with staff from the Engineering Division. This clearing work was completed on June 13, 2013. The scheduled completion date for the project is November 5 2013. In order to most effectively and safely complete the project, the Brand Road /Coffman Road intersection will be closed to all traffic and a detour route will be clearly posted. All local agencies, including Dublin Police, Washington Township Fire Department and Dublin Local School District, are aware of the project and will continue to be updated on the status of construction activities throughout the duration of the project. As with all major roadway construction projects, Engineering and Community Relations staff will work closely to further develop and implement a widespread communications plan to inform the public about the schedule and progress of this project. The intersection will remained closed during the Presidents Cup golf tournament. Recommendation Staff has thoroughly reviewed the bid submitted by George J. Igel & Company, Inc. Previous experience with George J. Igel & Company, Inc. has been favorable, including the COIC Sanitary Sewer Extension, Phase 2 (beginning in 2010) and Shamrock Boulevard/Village Parkway roundabout (in 2007). In addition, George J. Igel & Company, Inc. was awarded the Hyland -Croy Road /Brand Road Roundabout project in April of this year and to date, the execution of their work has been excellent, with the numerous activities necessary to perform the project being well planned and coordinated. Staff recommends Council approval of Resolution No. 38 -13, accepting as lowest and best the bid from George J. Igel & Company, Inc. in the amount of $1,347,073.25 and authorizing the City Manager to enter into a contract with George J. Igel & Company, Inc. for this project.
