HomeMy WebLinkAboutResolution 37-13RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Farm No. 30045 37 -13 Resolution No. Passed -'20. - A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FORTH E COFFMAN PARK PHASE I CONSTRUCTION PRO]ECT, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR THE PRO]ECT. WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter, for the Coffman Park Phase I Construction Project; and WHEREAS, Council has determined that the base bid in the amount of $2,297,084.00 submitted by Danbert, Inc. is the lowest and best bid; and WHEREAS, this project was programmed in the 2013 CIP; and WHEREAS, funding will be available in the Capital Improvements Tax Fund. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring, that: Section 1 . The base bid in the amount of $2,297,084.00 submitted by Danbert, Inc. is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into a contract for said project as specified within the bid proposal and the City's bid documents on file in the Division of Parks and Open Space. Section 3 . This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Grigsby, City Manager Date: June 20, 2013 Initiated By: Fred Hahn, Director of Parks & Open Space Memo Re: Resolution 37 -13 Coffman Park Phase 1 Construction Project Background On Thursday, June 13, 2013, bids were open for the Coffman Park Phase I Construction Project. Three (3) bids were received: Base Bid Jess Construction $2,520,500.00 Strawser Paving $2,398,900.00 Danbert, Inc. $2,297,084.00 The funds for this project are part of the 2013 CIP budget for the Coffman Park Phase I Construction in the amount of $3,600,000. The base bid estimate for this project was $3,194,000. Part of the discrepancy between the base bid estimate and the actual bid amounts is due to the inclusion of the cable associated with the utility burial. American Electric Power (AEP) will invoice the City directly for their costs and not the contractor of record. The base bid estimate anticipated these costs would be the contractor's responsibility. This cost is estimated to be $415,000. The work consists of burying the overhead utilities along the former Post Road between Commerce Parkway and Emerald Parkway, establishing a new driveway alignment to the Dublin Community Recreation Center from Commerce Parkway, construction of three (3) pedestrian bridges, pedestrian and multi -use paths and a significant amount of landscaping. Complete construction details are available for review in the Council Planning room. Not included in this bid package, but planned for within the 2013 CIP allocation, are entry signs with associated landscape beds. The plan details are still being worked on and will be implemented later on during this phase. Timing of this project is based upon the 2013 Dublin Irish Festival. The intent is that construction will commence, once the festival tear down is completed. The bulk of construction will be completed in 2013 with some minor work expected to carry over into 2014. By the 2014 Dublin Irish Festival, all areas impacted will be restored. The 2013 Dublin Irish Festival will be the last year that requires temporary bridges to be constructed. This will result in an annual savings of approximately $60,000. At some point during the construction, the existing entry drive to the recreation center will need to be closed. Staff will work with the contractor of record to minimize the time frame and will provide the public with notifications and details of this shutdown. Memo re. Danbert, Inc. has previously completed work for the City of Dublin and staff has found their work to be most satisfactory.
