AN ORDINANCE TO ACCEPT THE
LOWEST/BEST BID FOR A SKID
STEER LOADER WITH LANDSCAPE
RAKE, AND AUTHORIZING AND
DIRECTING THE CITY MANAGER
TO EXECUTE A CONTRACT FOR
SAID EQUIPMENT, AND DECLARING
AN EMERGENCY
WHEREAS, after advertising, receiving bids and opening said bids on
Wednesday, March 28, 1990, for a Skid Steer Loader with Landscape Rake;
and,

WHEREAS, Council has determined that the lowest and best bid for said
Skid Steer Loader with Landscape Rake is from Bobcat of Columbus in the
amount of $16,174.63;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the bid from Bobcat of Columbus in the amount of
$16,174.63 be, and hereby is, accepted.
Section 2. That the City Manager be, and hereby is, authorized and
directed to execute a contract with Bobcat of Columbus for purchase
of said equipment.
Section 3. That this Ordinance be, and hereby is, declared to be an
emergency measure necessary for the preservation of the public health,
safety, and welfare and, therefore, this Ordinance shall take effect and
be in force immediately upon its passage.

Skid Steer Loader Bids

Summary & Action Recommended
After advertising and receiving bids for a new Skid Steer Loader, said
bids were opened at 10:00 A.M. on Wednesday, March 28, 1990. Attached
for your consideration please find the bid tabulation and Ordinance
No. 36-90 accepting the lowest and best bid. After evaluating the
bids, staff recommends acceptance of the bid submitted by Bobcat of
Columbus, Inc. in the amount of $16~174.63. Staff further recommends
that Ordinance No. 36-90 be adopted as emergency legislation, in order
that Park Maintenance Crews begin the spring grass seeding program
immediately.
Issue
Park Maintenance Crews must adhere to a strict schedule of seed bed
preparation in order to take advantage of seasonal rains. Therefore,
it is imperative that this piece of equipment be employed as soon as
possible, so that seeding is not put off until fall. Projects that
are slated to be accomplished include:
Indian Run Meadows Greenbelt
The Retention Basin at Scottish Corners
Wildflower Beds at Lowell Trace
Neighborhood Park Area at Lowell Trace
These projects entail approximately 25 acres of seeding. This
purchase includes a landscape rake attachment which will enable Park
Maintenance Crews to complete these projects in the desired timeframe.
The Skid Steer Loader is lightweight and versatile. Its lightweight
and small size not only accounts for its portability, but also, will
enable maintenance crews to maneuver throughout parks with little
impact on turf. It is versatile in that attachments such as a
trencher, auger, sweeper, backhoe, angle dozer blade, and heated cab
enclosure can be rented from local dealerships or purchased in the
future. It is easy to realize that the versatility of this unit will
greatly increase the scope and capability of city crews to do work
which may otherwise be contracted out to private contractors. The
need and use of this equipment was presented by Fred Hahn, Park
Maintenance Foreman, during the 1990 budgeting process. Any specific
questions regarding the Skid Steer Loader can be addressed by Fred at
761-6525.

Analysis/Evaluation of Bids
As reflected in the attached bid tabulation, the City received bids
from two companies:
- Bobcat of Columbus, Inc.
- Southeastern Equipment Company
As referenced in the attached bid tabulation, the two bidders were
extremely competitive. Both bidders were in compliance with the bid
specifications and requirements of the City of Dublin.
The recommendation to purchase the Skid Steer Loader from Bobcat of
Columbus, Inc. is based upon two items. First, Bobcat of Columbus,
Inc. was the lower of the two bids by $984.37. Second, the Division
of Maintenance presently has a Bobcat Skid Steer Loader, whose parts
and attachments are interchangeable with this recommended purchase.
Such compatibility within the City's equipment stock will minimize
future parts inventory and training needs, while maximizing the
interchangeability of attachments and parts.
Conclusion
Since Bobcat of Columbus, Inc. satisfies the City's requirements at a
lower bid price, it is staff's judgement that said bid from Bobcat of
Columbus, Inc. in the amount of $16,174.63, is the lowest and best
bid. Therefore, staff recommends that said bid be accepted.
