SECTIONS OF THE "COMPENSATION I
PLAN" (ORDINANCE NO. 17-90) i

WHEREAS , Council has determined, upon the recommendation of the City Manager I
and the Director of Personnel & Purchasing, that it is desirable to amend
certain sections of the "Compensation Plan" (Ordinance No, 17-90); and,
WHEREAS, Council believes that these amendments are appropriate, some of which
will enabl~he City to continue to offer competitive compensation levels thus
aiding in the""ecruitment and retention of well-qualified personnel;

NOW, THEREFORE, B~ IT ORDAINED by the Council of the City of Dublin, State of
Ohio, 5 of the elected members concurring:
Section l. That Section 2. ("WAGE & SALARY STRUCTURE/ ADMINISTRATION") ,
subsection A, , of Ordinance No, 17-90 be, and hereby is, amended by deleting
the "Engineering Drafting Technician" classification title, and corresponding
pay grade, from the "Engineering" categorical grouping incorporated within the
categorical listing of job classifications contained therein and replacing it
with the following classification title, and corresponding pay grade, in the
following categorical grouping to be added to said categorical listing of job
classifications:
Drafting/Grae,hics

Section 5. That Section 6. ("SICK LEAVE"), subsection D" of Ordinance
No, 17-90 be, and hereby is, amended by deleting the verbiage contained
therein and replacing it with the following:
"An employee shall not earn sick leave for any month unless he/she is
in full pay status for that month, i,e. on duty or on approved leave
with pay for at least twenty (20) workdays during said monthly
period,"
Section 6. That Section 7. ("VACATION LEAVE"), of Ordinance No, 17-90 be,
and hereby is, amended by deleting subsection G, of said Ordinance,

Section 7. That Section 7. ("VACATION LEAVE"), subsection H" of Ordinance i
No, 17-90 be, and hereby is, amended by adding the following verbiage to the i
verbiage contained therein: I
"In such cases where payment for accrued vacation leave is authorized in
lieu of its actual use, the maximum amount of vacation for which the
employee may receive payment shall not exceed 160 hours (20 days),"
Section 8. That Section 7. ("VACATION LEAVE"), subsection 1., of Ordinance No,
17-90 be, and hereby is, amended by deleting the verbiage contained therein
and replacing it with the following:
"If a non-exempt employee is ordered to work while on approved vacation
leave, he/she shall be paid at the rate of double-time, with a minimum
guarantee of four (4) hours pay for each such call in,"
Section 9. That Section 12. ("EXEMPT AND NON-EXEMPT JOB CLASSIFICATIONS")
subsection B" of Ordinance No, 17-90 be, and hereby is, amended by deleting
the "Engineering Drafting Technician" classification title from the list of
job classifications categorized as Non-Exempt contained therein and replacing
it with the following classification title within said list of job
classifications categorized as Non-Exempt:
Drafting/Graphics Technician
Section 10. That Section 12. ("EXEMPT AND NON-EXEMPT JOB CLASSIFICATIONS")
subsection B" of Ordinance No, 17-90 be, and hereby is, amended by adding the
following classification titles to the list of job classifications categorized
as Non-Exempt contained therein:
Permit Technician
Building/Plumbing Inspector
Chief Radio Dispatcher
Section 11. That this Ordinance shall take effect and be in force on the
earliest date permitted by law,

copy is intended to replace page 2 of the original version of
Ordinance No, 107-90, The minimum of each pay range depicted in the
attached copy is reflective of the present 1990 pay range minimums,

SUBJECT: Amendments to the "Compensation Plan" (Ordinance No, 17-90)

SUMMARY & ACTION RECOMMENDED
Attached for your consideration please find Ordinance No, 107-90 amending
certain sections of the "Compensation Plan" (Ordinance No, 17-90), The intent
of this Ordinance is to propose amendments to certain provisions within the
following four (4) sections of the "Compensation Plan" (Ordinance No, 17-90):
* Section 2. Wage & Salary Structure/Administration
* Section 6. Sick Leave
* Section 7. Vacation Leave
* Section 12. Exempt and Non-Exempt Job Classifications
Also attached for reference purposes is a copy of the above referenced Sections
of Ordinance No, 17-90 with those subsections effected by the amendments
highlighted in yellow, The underlying issues prompting the proposed amendments
to these Sections are addressed on a section-by-section basis under the "ISSUES"
segment of this report, Most of the proposed amendments, with the exception of
Section 4, , are of a "housekeeping" nature, For reasons discussed in the
"ISSUES" segment, Staff recommends approval of Ordinance No, 107-90,
ISSUES
The following is a point-by-point discussion of Sections 1 - 10 of Ordinance No,
107 -90,
Section l.
Section 1. of Ordinance 107-90 seeks to amend Section 2. ("WAGE & SALARY STRUC-
TURE/ADMINISTRATION"), subsection A, , of Ordinance No, 17-90 by deleting the
"Engineering Drafting Technician" classification title, and corresponding pay
grade, from the "Engineering" categorical grouping within the categorical list-
ing of job classifications contained therein and replacing it with the "Draft-
ing/Graphics Technician" classification title, and corresponding pay grade, in a
new "Drafting/Graphics" categorical grouping to be incorporated within said
categorical listing of job classifications, Over the past several months, Staff
has determined that this change in classification title and categorical grouping
is warranted given the broadening and evolution of the drafting function within
the Department of Development, The anticipated implementation of CAD (computer
aided design) technology over the next several months within the Development
Department will drastically revolutionize the City's method of creating, obtain-
ing, and storing all types of graphic materials, The CAD technology will
greatly expand the traditional drafting function the City has maintained over
the past several years,
Section 2.
Section 2, of Ordinance No, 107-90 seeks to amend Section 2. ("WAGE & SALARY
STRUCTURE/ADMINISTRATION"), subsection A" of Ordinance No, 17-90 by adding the
"Permit Technician" and "Building/Plumbing Inspector (certified)" classification
titles, and corresponding pay grades, to the "Building Inspection & Related"
categorical grouping incorporated within the categorical listing of job classi-
fications contained therein, The "Permit Technician" classification title is
being added to allow for the reorganization of some duties & responsibilities
within the Division of Building Inspection, The "Building/Plumbing Inspector"
classification title is being added to allow for the addition of plumbing
inspection duties & responsibilities within the Division of Building Inspection,
which are presently performed by Franklin County on a contractual basis, As
opposed to budgeting $80,000 annually to cover the cost of contractual plumbing
inspections, Staff believes it can hire a qualified, certified "Building/Plumb-
ing Inspector" to perform both types of inspections for less than half the
budgeted amount previously noted and, in addition, exercise better control over
the scheduling and performance of plumbing inspections,
Section 3.
Section 3, of Ordinance No, 107-90 seeks to amend Section 2. ("WAGE & SALARY
STRUCTURE/ADMINISTRATION"), subsection A, , of Ordinance No, 17-90 by adding the
"Chief Radio Dispatcher" classification title, and corresponding pay grade, to
the "Police" categorical grouping incorporated within the categorical listing of
job classifications contained therein, This classification is being added to
allow for the addition of duties & responsibilities within the Division of
Police, There is an expressed need for this type of supervisory classification
to provide better day-to-day technical guidance and direction, as well as
scheduling coordination, within the communication center,
Section 4.
Section 4, of Ordinance No, 107-90 seeks to amend Section 2. ("WAGE & SALARY
STRUCTURE/ADMINISTRATION"), subsection B" of Ordinance No, 17-90 by adjusting
the pay ranges corresponding to the pay grades incorporated in Section 2. ("WAGE
& SALARY STRUCTURE/ADMINISTRATION"), subsection A, , of Ordinance 17-90, The
proposed ranges listed in Section 4 of Ordinance 107-90 are representative of a
6% adjustment at both the minimum and maximum, Based, in part, on the City's
policy of adjusting pay ranges on an annual basis given market conditions and,
in part, on the City's philosophical objective of providing range adjustments
for non-union personnel which are comparable to that agreed to for union
personnel, Staff is proposing a 6% adjustment to the 1990 pay ranges, In
Staff's judgement there are two important factors which need to be considered
with respect to the proposed range adjustments for 1991: firstly, the national
inflation rate for the first 9 months of 1990 was 6,6%; secondly, the automatic
adjustment provided for in the labor agreement with the Fraternal Order of
Police for 1991 consists of a 6,0% increase, Staff's recommendation for a 6,0%
adjustment to the ranges for non-union personnel is based on the consideration
of these two factors, Staff believes that the 6% adjustment will continue to
keep the City in a very competitive posture, thus aiding in the recruitment and
retention of well-qualified personnel,
Section 5.
Section 5, of Ordinance 107-90 seeks to amend Section 6. ("SICK LEAVE"), sub-
section D, , of Ordinance No, 17-90 by deleting the verbiage contained therein
and replacing it with the verbiage contained under Section 5, of the attached
Ordinance (Ordinance No, 107-90), Section 6, subsection D, is being amended in
order to clarify the City's intent with respect to when an employee should not
earn sick leave, Under the previous language contained in Section 6, subsection
D, of Ordinance 17-90, being on duty or on approved leave was considered as
being in "full pay status", Since the City's intent is that only employees on
duty or on approved leave with pay should earn sick leave, Staff recommends that
Section 6" subsection D" of Ordinance 17-90 be amended accordingly,
Section 6.
Section 6, of Ordinance No, 107-90 seeks to amend Section 7. ("VACATION LEAVE")
of Ordinance No. 17-90 by deleting subsection G, Subsection G, is being deleted
to eliminate a problem recently brought to the attention of the City Manager and
Director of Personnel & Purchasing by several Division & Department Heads,
Under the previous language contained in subsection G" at no point in time
could an employee's vacation balance exceed 160 hours, A considerable number of
Department & Division Heads expressed concern about the 160 hour cap in that
they found it forced them to either use vacation at inopportune times or lose
their vacation accrual for that particular pay period, In recognition that the
present vacation cap is somewhat restrictive and that it is not in the best
interest of the City to have a Department or Division Head take vacation at an
inopportune time, Staff recommends that Section 7" subsection G" of Ordinance
No, 17-90 be deleted, It is anticipated by staff that this will provide greater
flexibility to Department & Division Heads in scheduling vacation leave, It is
important to note, however, that Section 7, subsection F" of Ordinance No,
17-90 still contains the provision restricting an employee from carrying over,
from one calendar year to the next, more than 160 hours of vacation leave, This
amendment would permit an employee's vacation balance to increase beyond 160
hours between January 1 and December 31 of a calendar year, However, an
employee must have his/her vacation balance reduced to 160 hours or less by
December 31 of the calendar year or lose the excess,
Section 7.
Section 7, of Ordinance No, 107-90 seeks to amend Section 7. ("VACATION LEAVE"),
subsection H, , of Ordinance No, 17-90 by adding the verbiage contained in
Section 7, of Ordinance No, 107-90 to the existing verbiage contained in Section
7 ("VACATION LEAVE") , subsection H, of Ordinance No, 17-90, Since, as dis-
cussed under Section 6, of the "ISSUES" segment of this report, the individual
vacation balance of an employee would be permitted to increase beyond 160 hours,
Staff is concerned that in such a case, an employee could terminate his/her
employment and receive payment for his/her vacation balance, Therefore, Staff
recommends that Section 7. ("VACATION LEAVE"), subsection H" of Ordinance No,
17-90 be amended by adding the verbiage which appears in Section 8 of the
attached Ordinance (Ordinance No, 107-90),
Section 8.
Section 8, of Ordinance No, 107-90 seeks to amend Section 7. ("VACATION LEAVE"),
subsection I" of Ordinance No, 17-90 by deleting the verbiage contained therein
and replacing it with the verbiage contained under Section 9, of the attached
Ordinance (Ordinance No, 107-90), Subsection 1. is being amended in order to
clarify the City's intent with respect to which employees are entitled to
. double-time pay for being ordered to work when on vacation leave, The previous
language under subsection I" of Ordinance No, 17-90 did not distinguish between
Exempt and Non-Exempt personnel. Even though it was not clearly stated, the
City's intent was that this provision was only applicable to Non-Exempt per-
sonnel, since Exempt personnel are paid a salary for performing their duties
regardless of when they must attend to said duties, Hence, Staff recommends
that Section 7" subsection I" of Ordinance No, 17-90 be amended accordingly,
Section 9.
Section 9, of Ordinance No, 107-90 seeks to amend Section 12. ("EXEMPT AND
NON-EXEMPT JOB CLASSIFICATIONS"), subsection B, , of Ordinance NO, 17-90 by
deleting the "Engineering Drafting Technician" classification title from the
list of lob classifications categorized as Non-Exempt contained therein and
replacing it with the "Drafting/Graphics Technician" classification title within
said list of job classifications categorized as Non-Exempt, Since the "Engin-
eering Drafting Technician" classification title is being deleted, and replaced
with the "Drafting/Graphics Technician" classification title, as referenced
under Section 1 of the "ISSUES" segment of this report, the "Engineering
Drafting Technician" classification title should also be deleted
and replaced with the "Drafting/Graphics Technician" classification title in
Section 12 ("EXEMPT AND NON-EXEMPT JOB CLASSIFICATIONS"), subsection B" of
Ordinance No, 17-90,
Section 10.
Section 10, of Ordinance No, 107-90 seeks to amend Section 12. ("EXEMPT AND
NON-EXEMPT JOB CLASSIFICATIONS"), subsection B, , of Ordinance No, 17-90 by
adding the "Permit Technician", "Building/Plumbing Inspector (certified)", and
"Chief Radio Dispatcher" classification titles to the list of job classifi-
cations categorized as Non-Exempt contained therein, Since the aforementioned
classification titles are being added, as referenced under Sections 2 and 3 of
the "ISSUES" segment of this report, those classification titles should also be
added to Section 12. ("EXEMPT AND NON-EXEMPT JOB CLASSIFICATIONS"), subsection
B, , of Ordinance No, 17-90,
CONCLUSION
Based upon the aforementioned reasons, Staff believes that the proposed amend-
ments contained within Ordinance No, 107-90 are appropriate, Staff therefore
recommends that Ordinance No, 107-90 be adopted,
