Form No. 30045 22 -13 Resolution No. Passed . 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE CITY OF DUBLIN 2013 STREET LIGHT POLE PAINTING PROJECT WHEREAS, it is in the best interest of the City to maintain the aesthetics of the traffic signal poles and mast arms; street light poles and bases; electronic signage poles and bases; traffic signal cabinets and street light controller/ signal boxes; and WHEREAS, formal advertising and bidding procedures have been conducted for this project, pursuant to Section 8.04 of the Dublin Charter. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. Martin Painting & Coating is hereby declared to be the lowest and best bidder for the 2013 Street Light Pole Painting Contract. Section 2 . The City Manager is hereby authorized to enter into an agreement with Martin Painting & Coating in the amount of $145,641.00 to complete the project. Section 3. This Resolution shall be effective upon passage in accordance with Section 4.04(a) of the Revised Charter. Grigsby, City Manager I- \ Date: May 2, 2013 Initiated By: William Grubaugh, Acting Director of Streets and Utilities Re: Resolution 22 -13 - 2013 Street Light Pole Painting Project Summary Memo The Division of Streets and Utilities solicited bids for the 2013 Street Light Pole Painting Project. This project includes painting street light poles and bases, painting traffic signal mast arms, electronic signage poles and painting street light and traffic control cabinets. The bids included a base bid and an alternate to perform the reconditioning and priming of light pole bases. Staff recommends selecting Alternate #1, which will provide for the reconditioning and priming of certain identified light pole bases that have been problematic for the City's contractors in past years. Five bids were received. The results are summarized as follows: Vendor /Contractor Martin Painting & Coating Co. Brian Brothers Painting and Restoration, LLC Kastra, LLC The Painting Company Southwest Companies Bid Amount (Alternate #1) $145,641 $160,996 $178,319 $182,137 $214,661 Staff and legal counsel have thoroughly reviewed Martin Painting's bid, have verified the bid was responsive to each inquiry made by Dublin in its solicitation and contained no noticeable irregularities or qualifications. Martin Painting has extensive experience in providing the type of work specified by Dublin in its solicitation, and Dublin has had favorable experiences with Martin Painting on past Dublin projects. Reference checks have been completed for Martin Painting and found to be favorable. Work is expected to begin within the next three weeks and conclude in mid - September. Recommendation Based on the foregoing analysis, staff recommends Council approval of Resolution 22 -13, accepting the proposal of Martin Painting and Coating Co. in the amount of $145,641.00 and authorizing the City Manager to enter into a contract with Martin Painting and Coating Co. for this project.
