A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE 2013 SANITARY SEWER
MAINTENANCE PROJECT

WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the 2013 Sanitary Sewer Maintenance Project; and
WHEREAS, Council has determined that the bid submitted by Danbert, Inc.
constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to
declare the relocation of the utilities in connection with the above - referenced
project as a "single source" procurement, for reason that the company owning
the utilities in question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
_ of its elected members concurring, that:
Section 1. The bid submitted by Danbert, Inc. in the total amount of
$1,496.85 per unit hour for labor and equipment is hereby accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Danbert, Inc. for the 2013 Sanitary Sewer Maintenance Project pursuant to the
Advertisement, Proposal and Contract Documents for said project on file in the
office of the City Engineer.
Section 3. This Resolution shall take effect and be in force on the earliest date
permitted by law.

Acceptance of the Lowest /Best Bid
Summary of Bids
The inaugural Sanitary Sewer Maintenance project provides for the maintenance, rehabilitation,
and repair on the entire public sanitary sewer system. The public sanitary sewer system
includes sanitary sewer mains, force mains, manholes, cleanouts, lift stations, and "y"
connections at the sewer and sewer laterals within the right -of -way. The annual Sanitary Sewer
Maintenance Project is a critical component of the City's effort to comply with the DFFO's
(Director's Final Findings and Orders) established with the Ohio Environmental Protection
Agency (OEPA) on February 11, 2009.
The annual budgetary funds ($200,000 in ES1301 for 2013 and 2014) for this program
represent an annual not -to- exceed amount for labor, equipment and material costs to repair the
sanitary sewer system deficiencies identified during routine system inspection or on an
emergency basis. Manhole inspection data and Closed Caption Television Videos (CCTV), now
being collected by City staff, may provide justification for increasing the funds programmed in
the future years beyond 2015.
On April 3, 2013, two (2) bids were received and publicly opened and read for the 2013
Sanitary Sewer Maintenance Project — General Construction Services Contract. The bid and
contract for this program are based on a per unit hour cost for providing laborers, foreman, and
equipment (e.g., grader, dozer, backhoe, etc.) including equipment operators, mobilization and
fuel. All bids have been thoroughly reviewed by staff. Danbert, Inc. provided the lowest and
best bid as read of $1,496.85 per unit hour for providing labor and equipment. Material costs
for this program are approved only after the contractor obtains a minimum of three quotes. A
summary of the bids is listed below.

*The corrected bid for Conie Construction Co. is reflective of a mathematical error
provided in their submitted bid schedule. The Contract document instructions state
that the bid as written in words governs the cost used to award the contract. Staff
followed up with Conie Construction Co. to make them aware of this issue.
This program will commence in May and work will be completed by December 31, 2013. Work
locations will be in various areas around the City. Staff will ensure that appropriate traffic
control and site restoration is done when necessary.
Recommendation
The City of Dublin has previous experience with Danbert, Inc. on similar projects with very
positive results, most notably on the annual Storm Water Maintenance Program beginning in
2012 and continuing in 2013. Staff has been and continues to be satisfied with Danbert, Inc.'s
performance and their quality of work. Staff has thoroughly reviewed the bid from Danbert, Inc.
Staff recommends adoption of Resolution 21 -13, accepting the lowest and best bid of Danbert,
Inc. in the amount of $1,496.85 per unit hour and authorizing the City Manager to enter into a
contract with Danbert, Inc. for this project.
