AN ORDINANCE AUTHORIZING THE ACTING
VILLAGE MANAGER TO ENTER INTO A
CONTRACT WITH BOCA TO PROVIDE FIRE
PROTECTION PLAN REVIEW SERVICES AND
DECLARING AN EMERGENCY
WHEREAS, the Village is required to provide plan review services for
fire protection applications, and
WHEREAS, the Village has received a proposal from BOCA to provide said
fire protection plan review services
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the Acting Village Manager and Finance Director is
hereby authorized to enter into an agreement with the local office of
BOCA to provide fire protection plan review services,
Section 2. That the agreement attached hereto as Exhibit A is hereby
approved
Section 3. That this Ordinance is an emergency necessary to preserve
the public health, safety and welfare and therefore shall take effect
and be in force immediately upon its passage.

AGREEMENT FOR PLAN REVIEW SERVICES

WHEREAS, the AuthorIty HavIng JurIsdiction b y
resolution/ordinance/proclamation <Indicate one) has decIded to retain BOCA for
the purposes of revIewIng plans In conformance with the current Code as defined
herein, below:

NOW, THEREFORE, for valuable consideration the parties agree as fol lows:
1. The AuthorIty HavIng JurisdIctIon sha I I have delivered to
BOCA minimally one ( 1 ) set of plans along wIth a separate
authorization for BOCA to perform the revIew for the specific project delIvered.

JurisdIction upon request and render Its professIonal opinion on same as to
conformance to the fol lowing:

SUBJECT: Fire Protection Plan Review Services
The exhibit 'A' referred to in Ordinance No. 69-87 is being revised by the
law director's office and will be distributed Monday evening. Attached is
the original proposed agreement. The revisions deal mainly with the billing
arrangement which we propose to have done directly by BOCA.
BOCA has also indicated they will work with our Commercial Plan Reviewer
(once hired) so that we may be able to eventually provide this service
in-house, at no charge.
This agreement is needed immediately to prevent a back-up on fire protection
permits - particularly with regard to the new commercial applications.

To Whom it May Concern:
PURPOSE: The BOCA Regional Of ice in Columbus, Ohio
provides plan review services for those jurisdictions
which for any reasons are in need of outside, qualified
personnel to perform plan reviews. Types of reviews
performed are:
1. Basic/National Building Code (OB BC)
2. Basic/National Mechanical Code (OBMC)
3. Sprinkler provisions 1.n Article 17 of the B/NBC.
PROCEDURE: When the C.E.O. (Certified Enforcement
Officer) or other local authority desires to use the
BOCA Plan Review Service, the following steps are to be
observed:
1. A letter, originating wit h the C.E.O. , must be
sent to the BOCA Regional Office indicating a
authorization for BOCA to perform t h,e review. No
review will be performed until the letter has been
received by BOCA. This ensures that the jurisdiction
maintains control of the project. The letter should
include: a) date, b) jurisdictional area, c) which
review(s) is to be performed, d) which edition of the
code is to be used 1.n the review, e) project name, and
f) name and signature of the C.E.O.
2. One set of plans (both drawings and specifications)
shall be sent to BOCA by one of the following methods:
a) Through the C.E.O. or the C.E.O.'S Office, or
b) Directly from the BOCA member submitter, with a
copy of a lettersent to the C.E.O. indicating the
C.E.O.'S acceptance to this submittal method.
3. Plans will be reviewed by BOCA and returned to the
C.E.O. within approximately 10 working days with a
review sheet and correction list for the C.E.O.'s
approval and return to the submitter.
4. Invoicing for the plan review will be mailed from
our headquarters in Country Club Hills, Illinois. The
invoice can be sent either to the local authority or
directly to the submitter if the submitter is a BOCA
member.
If plans are to be resubmitted, a fee of up to one half
the original fee will be charged for each successive
review.
Please contact the BOCA Regional office to set up any
procedures which you feel would best combine these
guidelines and your specific jurisdictional needs.
INFORMATION REQUIRED: Along with the letter indicating authori-
zation from the local authority, the following information must
be included in the plans:
BUILDING CODE:
1 . Soils report including soil type and bearing value.
2. Structural calculations -or- tabulated design loads for all
live, snow, roof, wind, concentrated, impact, and seismic loads
sealed by an engineer licensed to practice in the state of
building jurisdiction.
3. Working drawings, including plans, sections, elevations and
material designations.
4. Specific code related information. which would clarify the
plans; such as use groups, intended construction type, location
and criteria for fire walls and fire separation assemblies,
locations of required exits, exit hardware, e tc .
MECHANICAL CODE:
1. Plans, elevations, sections of the various systems.
2. Types of systems, including manufacturer and model as
required to acertain code compliance or listing.
3. Design calculations -or- tabulated design parameters sealed
by an engineer licensed in the state of building jurisdiction.
4. Construction materials used in conjuction or proximaty to
the mechanical systems.
~ 5. Energy calculations.
AUTOMATIC SPRINKLER:
1. Area of water application (sq.ft.)
2. Minimum rate of water application (gpm/sq.ft.)
3 . Area per sprinkler (sq.ft.)
4. Allowance for inside hose and outside hydrants (gpm)
5. Allowance for in-house rack sprinklers (gpm)
6. If supply is existing or proposed.
7 . If or will the underground supply (not lead-in) dead end or
recirculating.
8. Test information, including flow location, static pressure,
residual pressure, flow rate, date and time of test, who
performed the test, and the location and elevation of static
and residual pressure test gage and relation to the riser
p~.in t .
9. Other information as required to determine compliance per
NFiPA 13, Sections 7-2.4,7-3, and 7-4.
