O. ~ Form No. 2806-A Ordinance No. ____6_6-87 P assed_ -- --------------- ___19__ AN ORDINANCE AUTHORIZING THE ACTING VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH FRANKLIN COUNTY TO REPAIR A BRIDGE ON DUBLIN ROAD, APPROPRIATING FUNDS FOR THE DESIGN PORTION, AND DE- CLARING AN EMERGENCY WHEREAS, the Franklin County Engineer has submitted a proposal for a joint agreement to repair the bridge on Dublin Road north of Marion Street over Cosgray ditch; and WHEREAS, said proposal provides that the Village of Dublin will share in the cost of design for the roadway and right-of-way; NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State of Ohio, 6 of the elected members concurring that: Section 1. That the Acting Manager and Finance Director be, and hereby is, authorized to enter into a joint agreement with Franklin County to repair the bridge on Dublin Road north of Marion Street; and Section 2. That the proposal of $12,648.00 for Dublin's share of the design costs for roadway and right-of-way be and hereby is accepted. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure necessary for the public health, safety and welfare, and therefore, shall take effect and be in force immediately upon its passage. Since there are no long term plans to widen Dublin Road in t his area, no provisions for widening are needed in the abutment design. However we would like consideration given to protecting the character of this area in the design of the wing walls. railing, and retaining walls. Dear Mr. Philips: The agreement for the above project is preliminarily agreeable to the Village of Dublin. Warner Village Engineer BH\.J: fmu . . JOINT AGREEMENT DUBLIN ROAD, WAS 10-10.66 IReplace and widen structure over Cosgray Ditch and upgrade approaches just north of Marion Street. Project limits will be the minimum required to properly construct approach guardrail. JOesign speed is 40 MPH (posted at 35 MPH) and future traffic is projected to be in excess of 5,000 vehicles per day. /Horizontal alignment and vertical profile will generally match existing. Pavement will be 36' face to face of curbs with provision for future sidewalks on both sides. jBridge will be a 171 single span precast prestressed concrete box beam deck on concrete wall abutments. Loading will be HS20-44 and the design flood will be 25 year frequency. Width will match the approaches. IClose road to through traffic and detour during construction. ~Programmed for 1988 construction. FRANKLIN COUNTY WILL: * Plan, program, administer and manage the project; * Hire and coordinate with a consulting engineering firm to prepare construction plans for the project; * Prepare contract documents and award a contract for construction of the project; * Inspect the construction work in progress; * Maintain the completed bridge. DUBLIN WILL: * Involve the public as necessary; * Reimburse Franklin County for design fees for items other than the bridge; * Acquire necessary additional right of way; * Arrange for relocation of public or private utilities; * Reimburse Franklin County for construction costs for items other than the bridge (maintenance of traffic, traffic control, roadway, erosion control, drainage, pavement, miscellaneous); * Maintain and operate the completed facility other than the bridge.
