AN ORDINANCE CREATING A NEW JOB
CLASSIFICATION IN THE MAINTENANCE
DEPARTMENT AND AUTHORIZING THE
VILLAGE MANAGER TO FILL SAID
POSITION IN ACCORDANCE WITH SECTION
5.04(B)(1) OF THE VILLAGE CHARTER.
WHEREAS, the need exists to create the Job Classification of MAINTE-
NANCE FOREMAN to provide assistance in the Maintenance Department; and,
WHEREAS, Council is of the opinion that said position is necessary
for the effective operation of the Village;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, 6 of the elected members concurring:
Section 1. That there is hereby created the classification of
MAINTENANCE FOREMAN in the Village of Dublin, Ohio.
Section 2. That the Village Manager is hereby authorized to investigate
and approve applicants for said position per Section 5.04(B)(1) of
the Dublin Village Charter.
Section 3. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.
Passed this 3rd day of November 1986.

SUBJECT: Creation of New Job Classification
DATE: October 16, 1986
Attached please find the job description and ordinance requesting the creation
of a MAINTENANCE FOREMAN job classification within the Maintenance Department.
This position will function as crew leader and provide necessary assistance to
the Maintenance Superintendent in a full range of operations. It is anticipated
that this position will provide a promotional opportunity for qualified internal
applicants.

MAINTENANCE FOREMAN
General Description of Position and Duties
Under the direction of the Maintenance Superintendent, works
with and functionally supervises a crew of Maintenance Workers
involved in the performance of maintenance & repair tasks by
hand, use of specialized hand tools, and/or various types of
- motorized equipment. The incumbent of this position schedules
and assigns maintenance & repair tasks, instructs crew members
in proper maintenance procedures & safety practices, procures
necessary equipment & materials, investigates public
complaints, and takes charge of Maintenance Department
operations in the absence of the Maintenance Superintendent.
Examples of WOrk (Illustrative only)
* Works with and functionally supervises crew in maintenance
of & repair to road surfaces, guardrails, traffic signs,
ditches, culverts, berms, fire hydrants, storm sewer,
sanitary sewer, water lines, and drainage tile.
* Works with and functionally supervises crew in cemetery
maintenance activities including grave preparation and
mowing.
* Works with and functionally supervises crew in general main-
tenance of all Village equipment and vehicles including
police cruisers.
* Works with and functionally supervises crew in striping
pavement, trimming trees, mowing right-of-ways, spraying
pesticides, and collecting leaves.
* Works with and functionally supervises crew in snow removal
operations. Involves operation of dump trucks with snow
plow blades and salt spreaders.
* Operates and functionally supervises crew in the operation
of motorized equipment (e.g. backhoe, roller, tar distri-
bution, paint striper, tractor mower, front end loader, weed
sprayer, leaf machine, chain saw, etc).
* Works with and functionally supervises crew in the placement
of Christmas decorations, floral decorations, flags,
barricades & traffic control signs for festivals, parties,
etc.
* Maintains daily work log recording crew's activities.
* Maintains control of inventory by preparing itemized records
of property, equipment, and supplies on hand. Orders and
monitors disbursement of supplies.
* Works with and/or supervises crew in general maintenance &
repair to Village buildings (e.g. rough carpentry, sem-
skilled plumbing, electrical, painting, and mechanical re-
pair) .
* Performs other related duties as required.
Requi.red Knovledges, Skills, and Abilities
* Knowledge of inventory control procedures.
* Knowledge of safety practices and procedures.
* Skill in the use of hand tools (e.g. shovel, pick, paint
sprayer air wrench etc.).
- * Skill in the operation of motorized and mechanical equipment
(e.g. dump truck with snow plow and salt spreading atach-
ment, backhoe, roller, tractor mower, tar distributor, paint
striper, front end loader, weed sprayer, chain saw, leaf
machine, etc.).
* Ability to establish effective working relationships with,
instruct, direct, and supervise others.
* Ability to understand and carry out written and oral direc-
tions.
* Ability to define and analyze a maintenance problem and use
sound judgement in initiating corrective action.
* Ability to add, subtract, multiply & divide whole numbers.
* Ability to complete routine forms and maintain accurate re-
cords.
* Ability to cooperate with co-workers on group projects.
* Ability to resolve complaints from angry citizens in a tact-
ful, courteous manner.
* Ability to demonstrate physical fitness and agility.
* Ability to demonstrate dexterity in use of hands and feet
skillfully.
Required Education/Experience
* Completion of a High School, G.E.D., or equivalent course of
study highly desirable.
* Minimum of two (2) years of experience in street maintenance
or related capacity including operation of motorized and
mechanical equipment (e.g. dump truck with snow plow
attachment, tractor mower, backhoe, roller, front end
loader, tar distributor, paint striper, chain saw, weed
sprayer, leaf machine, etc.).
* Possession of a valid Motor Vehicle Operator's License.
NOTE : THE NATOR.E OF THIS POSITION REQUIRES INCUMBENT TO BE
EXPOSED TO INCLEMENT WEATHER. AND HOVING 'l'RAFFIC, AND TO
BE ON CALL 24 HOURS A DAY 7 DAYS PFR. WEEK IN THE EVENT
OF AN EMERGENCY SInJATION.
