AN ORDINANCE AUTHORIZING AND
DIRECTING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR THE
PROCUREMENT OF CERTAIN LINES
OF INSURANCE COVERAGE PROTECT-
ING THE CITY OF DUBLIN; AMEND-
ING THE ANNUAL APPROPRIATIONS;
AND DECLARING AN EMERGENCY
WHEREAS, it is necessary to secure certain lines of insurance coverage
to protect the City of Dublin; and,
WHEREAS, numerous proposals have been received for the placement of
certain lines of insurance coverage; and,
WHEREAS, insurance and the placement of insurance coverage are regarded
as professional services; and,
WHEREAS, the lines of insurance coverage hereby identified include
Comprehensive General Liability, Excess General Liability, Law Enforce-
ment Liability and Property and Crime; and,
WHEREAS, a comprehensive analysis and evaluation of the insurance proposals
received reveal that the lines of insurance coverage offered by Corroon
and Black of Ohio, Inc. provide the best available level of coverage
for the City of Dublin at the most cost effective price available; and,
WHEREAS, funding in support of insurance programs was appropriated by
Ordinance No. 91-86;
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,

aforementioned lines of insurance coverage is hereby authorized.

Insurance coverage.
Section 5. That this Ordinance be, and the same hereby is, declared to be
an emergency measure for the reason that the current Comprehensive General
Liability Insurance coverage will expire on November 12, 1987 and there-
fore, this Ordinance sha 11 take effect and be in force immediately upon
its passage.

MEMORANDUM
TO: Council Members

SUBJECT: Insurance Coverage
DATE: October 28, 1987
Attached please find Ordinance No. 129-87 authorizing the City Manager to enter
into a contract for the procurement of certain lines of insurance coverage to
protect the City of Dublin. More specifically, this Ordinance authorizes the
City Manager to enter into a contract with Corroon & Black of Ohio, Inc. for
Comprehensive General Liability, Excess General Liability, Law Enforcement
Liabil ity, and Property and Crime lines of insurance coverage.
In an effort to more effectively organize the City's insurance program, Mr.
Harding recommended initiating a process to eventually consolidate all lines
of insurance coverage under a common expiration date, as opposed to the present
situation where each line of insurance coverage has a different expiration date.
I concurred with his recommendation and hence, directed Mr. Harding to seek
proposals whereby we could attempt to consolidate the aforementioned lines of
insurance coverage under a common expiration date.
Since insurance, and the placement of specific insurance coverages are regarded as
professional services and therefore, are not subject to a formal competitive
bid process, I directed Mr. Harding to seek insurance proposals using a format
that would allow each agent to use his/her own knowledge and creativity by
following some general proposal guidelines as opposed to formal and inflexible
insurance bid specifications.
The City received several proposals for the placement of the aforementioned lines
of insurance coverage. A comprehensive evaluation of the proposals received
established that the lines of coverage offered by Corroon & Black of Ohio, Inc.
provide the best available level of coverage for the City at a reasonable cost.
Compared to the same coverages presently in place, and their corresponding annual
premiums totaling $70,118.00, the Corroon & Black proposal will enable the City
to increase its coverage limits in the case of the Comprehensive General Liability
coverage, maintain comparable coverage limits in the case of the Law Enforce-
ment Liability and the Property and Crime coverages, and add an additional
$2,000,000.00 in Excess General Liability coverage for a total annual premium
of $58,564.00.
Ordinance No. 129-87 also amends the annual appropriations to pay the cost of
procuring the aforementioned lines of insurance coverage.
In addition, I would respectfully request that Ordinance No. 129-87 be adopted
as emergency legislation for the reason that the current Comprehensive General
Liability Insurance coverage will expire on November 12, 1987.
