AN ORDINANCE TO ACCEPT AN
ANNEXATION OF O.7! ACRE IN
WASHINGTON TOWNSHIP TO THE
CITY OF DUBLIN - ROADWAY
ONLY - WILCOX ROAD
WHEREAS, said annexation has been approved by the Franklin County
Commissioners and Council is of the opinion that said territory should
be annexed.
NOW, THEREFORE, BE IT ORDAINAED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the petition for the annexation of O.7~ acre of roadway
only (se~ attached legal description) to the City of Dublin, Ohio is
hereby accepted.
Section 2. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

WHEREAS, the Board of County Commissioners of Franklin County, Ohio,
are presented the petition for annexation of certain adjacent territory
to the Village of Dublin, Ohio, filed by Marilyn M. Murphy, et a1. , signed

ghs and Alice B. Huffman, and appointing Robert A, Meyer, Jr.
-he said territory being described as follows:
~- .:.n the State of Ohio, County of Franklin, Washington Township,
being part of Virginia Military Survey Number 3004 and being a part of
Wilcox Road Right-of-way,
Beginning at a point in the westerly right-of-way line of Wilcox Road
and the common line to the 13.78 acre tract owned by Donald S, and Betty
M. Dearth and the 27.563 acre tract owned by Robert N. and Alice B, Burroughs
said point also being an angle point in the existing Village of Dublin
Corporation as established by Ordinance No. 40-83 and shown of record in
O.R. 3568D02;
Thence NORTtiERLY, a distance of 560 feet, more or less, along the
westerly right-of-way line of Wilcox Road and said existing Dublin
Corporation line to a point in the northerly line of said 13,78 acre tract;
Thence EASTERLY, a distance of 60 feet, more or less, along the
northerly line (and its easterly extension) across said Wilcox Road to
a point in the easterly right-of-way line of Wilcox Road;
Thence SOUTHERLY, a distance of 655 feet, more or less, along the
ight-of-way line of Wilcox Road to a point;
'.STERLY, a distance of 60 feet, more or less, to the point

WHEREAS, together with a map of said territory accompanying said
petition filed with the Board of County Commissioners, Franklin County,

Dear Mr. Meyer:
Enclosed is a copy of the resolution adopted on J u 1 y 7, 1987, by the Board
of County Commissioners, setting the time and place of public hearing for
the annexation petition which you, as agent, filed with this office on
June 26, 1987.
Under the provisions of Section 709.03 and 709.031 of the Ohio Revised
Code, you, as agent, are responsible for the following:
(1) Notification of the date of filing of your petition with the Board
of County Commissioners to be delivered to the Clerk of the
municipality to which annexation is proposed and the clerk of
each township which is included in the annexation. (A map,
description and a copy of the petition should be presented to
each clerk).
(2) Publication of the substance of the petition once a week for four
consecutive weeks in a newspaper of general circulation in the
County. (The enclosed resolution will satisfy the statutory
requirements and should be used for the published notice).
(3) Service upon the municipal and township clerks of a copy of the
notice within seven (7) days after the Franklin County Commissioners
set the date for the pub lic hearing on the annexation petition,
is before July 14, 1987.

petition and the number of owners signing the petition.
(5) Ensuring that the legislative body of the municipality to which
the annexation is proposed, by ordinance or resolution, adopts
a statement indicating what services, if any, the municipal
corporation will provide to the territory proposed for annexation,
upon annexation.
Proof of compliance with the above is required to be submitted to this
office no later than August 26, 1987.

2. At the direction of Robert A. Meye r , Jr. , an attorney

copy of the petition to annex 0.7.:!: acres in Washington Township to
the Village of Dublin, Ohio, as filed on June 26, 1987, together

WHEREAS, a petition for the annexation of 243- acres from Washl~on Town-
ship was duly filed by Robert A, Meyer, Jr. , the Agent for the petitioners;
and
WHEREAS, a public hearing will be required before the Franklin County
Commissioners; and
WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to
said hearing, the Municipal Authority shall adopt a statement indicating
what services, if any, the Municipal Corporation will provide to the
territory proposed for annexation:
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Dublin,
State of Ohio, 7 of the elected members concurring:
SECTION 1. That the Village of Dublin will provide the following municipa
services for the 243~ acres in Washington Township-Franklin County upon
the annexation of said area to the Village of Dublin, Ohio:
POLlCE. The Village provides Police service on a full twenty-four hour
basis and communications are contracted from Perry Township, The Village
also has mutual aid agreements with other municipalities.
FIRE. Fire protection is currently provided by well-staffed departments
~shington and Perry Townships in Franklin County and Concord Township
in Delaware County. They too have mutual aid agreements with other
municipalities.
SANITATION. Residential refuse collection services are contracted by the
Village and would be available.
STREET MAINTENANCE. The Village has a Street Maintenance Department which!
provides excellent service in the area of street and road maintenance.
SECTION 2. The Village has SEWER and WATER service area contracts with th~
City of Columbus and the subject property is within said service areas, I
and conditioned on the ability of the City of Columbus to provide WATER, I
and to provide sufficient SEWERAGE disposal capacity, the Village will
have the ability to service the area.
SECTION 3. That this Resolution shall take effect and be in force from
and after the earliest period allowed by law.

IN WASHINGTON TOWNSHIP TO THE
VILLAGE OF DUBLIN, OHIO - GRANTED

WHEREAS, the Commissioners of Franklin County, State of Ohio, proceeding
this day to hear and consider the petition of Marilyn M. Murphy, et aI.,
filed June 26, 1987 and having in open hearing heard all of the persons
desiring to be heard for or against the granting of said petition, and
having considered all the facts with reference thereto, and being fully
advised, and;
WHEREAS, find that said petition contains all of the matters required
by law; that the territory sought to be annexed is adjacent and contiguous
to the said Village of Dub lin, Ohio; that the petition contains a full
and complete description of said territory is accurate; that the petition
for said territory is signed by a majority of the owners of real estate
within the territory sought to be annexed; that the required legal notice
has been published; that the territory sought to be annexed is not
unreasonably large; and that the general good of the territory sought to
be annexed will be served if this annexation is granted, all in accordance
with the provisions of the Ohio Revised Code 709.033; therefore; upon the
motion of Commissioner Tracv , seconded by Commissioner Foulk ,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF FRANKLIN COUNTY,
OHIO:
That the prayer of said petition be granted and the territory
described in said petition shall be annexed to the Village
of Dublin, Ohio, in accordance with the law; that the orders
and proceedings of this board relating to said petition and map
attached thereto, and all papers on file relating to said matter
shall bedeposited at once with the Clerk of Dublin, Ohio.
