AN ORDINANCE PROVIDING FOR A
CHANGE OF ZONING ON A 18.046
ACRE TRACT LOCATED ON THE
SOUTHEAST CORNER OF FRANTZ
ROAD AND TUTTLE ROAD. TO BE
REZONED FROM: R-1, RESTRICTED
SUBURBAN RESIDENTIAL DISTRICT
TO: PUD, PLANNED UNIT DEVELOP-
MENT DISTRICT
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the following described real estate (see attached legal
description marked Exhibit "A"), situated in the City of Dublin, State
of Ohio, is hereby rezoned to PUD, PLANNED UNIT DEVELOPMENT DISTRICT
and shall be subject to regulations and procedures contained in
Ordinance No. 21-70 (Chapter Eleven of the Codified Ordinances) the
City of Dublin Zoning Code and amendments thereto.
Section 2. That application, Exhibit "B", including the list of con-
tiguous property owners, and the recommendation of the Planning and
Zoning Commission, Exhibit "C", are all incorporated in to and made
an official part of this Ordinance and said real estate shall be
developed and used in accordance therewith.
Section 3. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

TEXT FOR PRELIMINARY DEVELOPMENT PLAN~/
SOUTHEAST CORNEB OF TUTTLE AND FRANTZ ROADS
This Preliminary Development Plan, consisting of this text,
together with the -attached Preliminary Development Plan drawing and
the Boundary and Topographic Survey and Utilities Plan, is proposed
and submitted for approval for the roughly 18 acre parcel at the
southeast corner of Tuttle and Frantz Roads. It provides for a
continuation of the office usage predominant along Frantz Road
extending north through Ri~gs Roads. As the last patcel of
substantial size along this segment of Frantz Road to be submitted
for approval, it has th~benefit of being evaluated in relation to
developed or imminent uses around it. The continuation of office
usage proposed in this Preliminary Development Plan is appropriate,
as are the design standards which provide fqr continuity for the
desirable architectural elements of office projects establish~d
further north along Frantz Road. - The proposed office development is
also consistent with the multi-family residential uses to the west
and south, as well as with the school site immediately to the east.
The remaining format of this text follows the Preliminary
Development Plan content requirements of Section 1181.07(g)(2) of
the Dublin Planning and Zoning Code.
A. North Point and Scale:
Please see Preliminary Development Plan.
B. Proposed location and size of areas of residential use
indicating dwelling unit densities, dwelling unit types and
total number of dwelling units for each density area and
the total number of dwelling units proposed in the
development plan:
There will be no residential use 'in the development.
JJ Based on discussions with Staff, the Applicants are submitting
this Preliminary Development Plan as the first step in the required
approvals. However, the Preliminary Development Plan also contains
information res.ponsive to the content requirements of Section
1181.07(g) (1) of the Dublin Planning and Zoning Code relative to
Concept Plans.

C. The proposed siz~, location and use of non-residential
portions of the tract, including usable open areas, parks,
playgrounds, school sites and other public areas and open
spaces with the s~ggested ownership of such areas:
The uses permitted will be those specified in Chapter 1159,
Suburban Office and Institutional District. In addition,
the specific development standards attached hereto and
incorporated herein by reference will apply to development
of this property. There will be no parks, playgrounds,
school sites or other public areas for which ownership
would be transferred.
D. The proposed provision of water, sanitary sewer and.surface
drainage facilities, including engineering feasibility
studies or other evidence of reasonableness:

E. The proposed traffic circulation patterns including public
and private streets and parking areas indicating evidence
of reasonableness:
The Preliminary Development Plan depicts an internal
"circulation concept" road which would allow the devotion
of a large site at the corner of Tuttle and Frantz toa
single user, with smaller users along the south end east
edges oE the site. The option for a single user to
complete the aevelopment would remain open.
The Preliminary Development Plan shows one curb cut on
Tuttle Road and one curb cut on Frantz Road. These curb
cuts will either be the termini of an internal street if
the site develops with multiple users, or the site access
points ,for development by a single user.
F. The proposed schedule of site development, construction of
structures and associated facilities. Such schedules shall
include proposed use or reuse of existing features such as
topography, structures, streets, easements and natural
areas:
The proposed schedule of site development is necessarily
dependent upon the timing of the avail~bility of sanitary
sewer service. The Dublin Engineer is currently pursuing
with the City of Columbus the availability of sewer service
through connection through the Hayden Meadows Lift Station
in the near term. Subject to approval of this request,
together with the approval of zoning through affirmative
action on this Preliminary Development Plan, development
c~uld be expected to begin by mid-1988.
If sanitary sewer service does not prove available in the
near term, development of this property would necessarily
have to await such service. In that event, the Applicants
nevertheless submit that the land use outlined in this
Preliminary Development Plan is appropriate, is consistent
with long-term development goods within Dublin, and s.hould
be approved. In conjunction with the requested approval,
the Applicants would also request a waiver of the 240 day
limit planning and zoning for implementation in Section
ll81.07(i) (5) of the Dublin Planning and Zoning Code.
G. The relationship of the proposed development to existing
and future land use in the surrounding area, the street
system, community facilities, services and other public
improvements:
As shown by the Preliminary Development Plan, the property
is bounded on the west (across Frantz Road) by an existing
apartment development, and on the south by property zoned
for multi-family use but not yet developed. The properties
to both the west and the south are within the City of
Columbus. Immediately to the east is a future Dublin
school site, and to the north (across Tuttle Road) is the
Trammel Crow segment of the office area within the
Llewellyn Farms development. Given the existing and
imminent surrounding land uses, office usage is appropriate
and this site would represent the southern most office
parcel in the Frantz Road office corridor. As set forthin
the attached development standards, this office development
will seek architectural similarity and continuity with the
various office developments along Frantz Road corridor
immediately north of Tuttle Road, although in this regard;
the architectural features of segments other than Trammel
Crow and Cramer Creek will represent the design approach to
this development.

DEVELOPMENT STANDARDS
A. Allowable Uses
The allowable uses shall be those uses set forth as
permitted uses in Chapter 1159, Suburban Office and
Institutional District.

B. Yard' Requirements

Parking Bnd building setbacks along the perimeter of the
site shall be as shown on the Preliminary Development
Plan. Internal setbacks would be subject to approval in
the final development plan review.
C. Parking Standards
Offstreet parking shall be as specified under Section 1193
of the Dublin Planning and Zoning Code.
D. Density
The density shall not exceed 10,000 square feet per acre.
E. Architectural Standards
l. Building exteriors shall be of natural materials, such
as stone, brick, cedar or wood siding, o'r other
compatible material.
2. Gabled roofs with gray or brown asphalt shingles or
other compatible materials will be provided.
3. The overall building height will not exceed 40 feet,
with the height determined in accordance with Section
1127.02(7) of the Dublin Planning and Zoning Code.
F. Lighting Requirements
l. All lighting within parking area shall be cut-off type
fixtures (down lighting) and shall not project into or'
interfere with any adjacent existing u~es.
2. All pedestrian/walkway area lighting shall be low-type
fixtures, directing light onto the walkway surfaces.

3. All external outdoor lighting fixtures and poles shall
be dark in color.
G. Signage and Graphics
Signs shall conform ta provisions of Chapter 1189 of the
Dublin Planning and Zoning Code.
H. Landscaping Requirements
Landscaping shall conform to the requirements of Chapter
1187 of the Dublin Planning and Zoning Code.

4. Rezoning Application Z87-008 - Frantz/Tuttle Offices
Ms. Clarke summarized the Staff Report and showed slides of the site and sur-
rounding area. This is an 18 acre parcel that initially was three-six acre
single f am i 1 y residences. Immediately to the east is a school site. Immedi-
ately north to the school site is a seven acre park within Llewellyn Farms.
Mr. Jezerinac asked where the lift station is located. The response was on
Dublin Road, and that's the tributary for this Dublin service and that lift
station does not have capacity to handle this.
Ms. Clarke further reported that this property is currently zoned R-1, single
family classification, and the applicant is requesting a PUD, Suburban Office/
Institutional chapter of the code. Staff did feel that offices was the
preferred use for this site.
The text submitted was for a planned district and outlines generally that
. architecture should be compatible with Llewellyn Farms. As an 18 acres site
there are a number of ways in which could be developed. At present the sewer is
not available at the site. The users are yet unknown. Given that factor, the
applicant is requesting a waiver of the 140 day submission for Final Development
Plan. Staff feels that it is appropriate in this particular case. The biggest
advantage, in addition to the land use is the fact that there wi 11 be controlled
access points. One access point along Tuttle and one on Frantz Road. No other
curbcuts would be permitted. If they wish to break this into several two acre
sites, for instance, that would become a public street, unless they would find a
larger user. Staff is supportive of the application as submitted. There are
seve ra 1 things that Staff feels would be appropriate to address at the Final
Development stage. This is the site that is adjacent to the school and that
would mean children and therefore a sidewalk should be constructed. Mr. Berlin
asked ,,,here the children would be coming from. Ms. Clarke stated they would be
from the south and west of the site. They would be coming both from Dublin and
Columbus. To the east is the school, the south Columbus again, and therefore
" this is kind of an isolated island by itself.
Mr. Berl in asked hO\" the school that is under construction is getting their
sewer. Mr. Bowman stated that since they are an on-off-user to tap in. They
are running a 6" line along the south property line all the way from Dublin Road
down to the lift station. He stated that they were very concerned, and part of
the reason for the whole thing, is that they are gauging their time until the
West Branch Sewer is completed. They are concerned now that future passage
would require them to enlarge that 1 i f t station, which they don't want to do.
Mr. Jezerinac asked then if this office project would be in the same situation
too. Ms. C 13 rke responded that they thought so.
Mr. Willis stated that he has spoken to people in the sanitary division of the
City of Columbus and they feel that this office usage would be of f peak, as the
schoo 1. lie stated that they are looking at that issue now.
Hs. Clarke stated that there are two other items that they would like to look a r

We have 80 feet of right-of-way on the other side of Tuttle Road. We got an
additional 20 feet off the Borror property when Borror Headquarters came in for
Final Development Plan. Staff would like to reserve the right to request
additional right-of-way should that be necessary. There is a possibility that
the 60 feet will be adequate. Discussion ensued about the future traffic
possibilities, changes, access points, turn lanes, etc.
Mr. Jezerinac asked if they had a problem installing a bikeway. It was
discussed where the bikepath should run. The applicant said they really didn't
have a problem with it, but there were some concerns such as trees, etc. After
discussion, the applicant agreed if all the problems and concerns could be
worked out with Dublin and Columbus.
Mr. Berlin made a motion to approve the rezoning application with the following
conditions.
1- The construction of a bikepath instead of a sidewalk along the frontage to
be coordinated with the City of Columbus;
2. The site development plan take advantage of and preserve as many of the
existing mature trees as possible.
3. Dedication of additional ]-ight-of-\vay, especially along Tuttle Road to
accommodate road improvement to the overall roadway system that maybe needed
at time of development.
Mr. Geese seconded the motion. Vote was called for and was unanimously in
favor.
