HomeMy WebLinkAboutResolution 16-13RECORD OF RESOLUTIONS Dayton Legal Blank, Inc Fonn No 30045 16 -13 Resolution No.. _ Passed __. _� 10 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE DUBLIN ROAD SOUTH MULTI -USE PATH - HERTFORD LANE TO RINGS ROAD PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Dublin Road South Multi -Use Path — Hertford Lane to Rings Road project; and WHEREAS, Council has determined that the bid submitted by Decker Construction Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, 7 of its elected members concurring, that: Section 1. The bid submitted by Decker Construction Company, Inc. in the total amount of $299,171.58 is hereby accepted. Section 2 . That the City Manager is hereby authorized to enter into contracts with Decker Construction Company, Inc. for performance and completion of the Dublin Road South Multi -Use Path — Hertford Lane to Rings Road project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect and be in force on the earliest date permitted by law. Passed this &M day of 2013. � 0 &r. Richardson, P.E., P.S., Engineering Manager — Design Re: Resolution No. 16 -13 - Dublin Road South Multi -Use Path, Hertford Lane to Rings Road, Bid Acceptance Summary of Bids On March 26, 2013, four (4) bids were received, publicly opened and read for the Dublin Road South Multi -Use Path, Hertford Lane to Rings Road project. This project involves the construction of approximately 1,230 feet of 8 -foot wide asphalt multi -use (shared -use) path, concrete ramps, stone walls, and a pre- fabricated pedestrian bridge. The Engineer's estimate was $320,000.00. The funds for the construction of this project are from the Capital Improvement Tax Fund. Decker Construction Company, Inc. submitted the lowest and best bid of $299,171.58. Staff has reviewed all bids, and a summary of the bids is listed below. Although located mostly within the existing road right -of -way of Dublin Road with the exception of the pedestrian bridge extending over Cramer Creek, the path extends along eight private properties. In order to best transition the path into the driveways and front yards of six (of the eight) private properties, temporary right -of -entry (ROE) agreements were necessary to allow work beyond the existing right -of -way. As a result of being located to the west of the existing right -of -way, the construction of the path bridge over Cramer Creek required both temporary and permanent easements from two private properties. All of the ROE agreements and easements were secured by the end of February of this year. Dublin Road will be closed between Hertford Lane and Rings Road for the duration of the construction. Tuttle Road, Frantz Road, and Rings Road will be the posted detoured route. The scheduled completion date for this project is August 16, 2013. Recommendation Staff has thoroughly reviewed the bid from Decker Construction Company, Inc. Previous experience with Decker Construction Company, Inc. has been favorable, including the Dublin Road South Multi -Use Path — Tuttle Road to Hertford Lane project constructed in the fall of 2012. Staff recommends Council approval of Resolution No. 16 -13 accepting the bid of Decker Construction Company, Inc. in the amount of $299,171.58 and authorizing the City Manager to enter into a contract with Decker Construction Company, Inc. for this project.
