A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE HYLAND -CROY ROAD /BRAND ROAD ROUNDABOUT PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Hyland -Croy Road /Brand Road Roundabout project; and WHEREAS, Council has determined that the bid submitted by George J. Igel & Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above- referenced project as a "'single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by George J. Igel & Company, Inc. in the total amount of $3,103,455.23 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with George J. Igel & Company, Inc. for performance and completion of the Hyland -Croy Road /Brand Road Roundabout project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force on the earliest date permitted by law. Passed this affi— day of Ajori 2013. i . Richardson, P.E., P.S., Engineering Manager — Design Re: Resolution No. 15 -13 - Hyland -Croy Road /Brand Road Roundabout Bid Acceptance Summary On March 19, 2013, five (5) bids were received, publicly opened and read for the Hyland -Croy Road /Brand Road Roundabout project. The project involves the construction of a modern roundabout consisting of asphalt pavement, concrete work, a truck apron with brick pavers, asphalt shared -use path, storm sewers, precast concrete arch structure (the bridge located south of the roundabout), timber guardrail, LED street lights, waterline and dry-laid stone walls. The Engineer's estimate was $3,700,000.00. Funds for this project are budgeted in the 2013 Capital Improvement Program within the Tartan West Tax Increment Financing (TIF) fund. George J. Igel Company, Inc. submitted the lowest and best bid of $3,103,455.23. Staff anticipates initial construction activities to begin in late May or early June, prior to the closure of the intersection. Beginning on June 6, 2013, the intersection of Hyland -Croy Road /Brand Road /Mitchell -DeWitt Road will be closed to through traffic. In particular, Hyland -Croy Road south of the intersection and Mitchell -Dewitt Road west of the intersection will be closed and a detour posted. Traffic will be maintained on Brand Road east of the intersection and Hyland -Croy Road north of the intersection for the duration of the construction. This will allow motorists to traverse through the northeast quadrant of the intersection i.e. westbound vehicles on Brand Road will be Resolution 15 -13 — Bid Acceptance - Hyland -Croy Road /Brand Road Roundabout April 4, 2013 Page 2 of 2 able to travel northbound on Hyland -Croy Road, and vice versa. The scheduled completion date for this project is August 30, 2013. Staff has coordinated the road closure schedule with Dublin City Schools for the Top Gun Football Camp and with the Building Industry Association (BIA) of Central Ohio for the Parade of Homes event at Jerome Village. Recommendation Staff has thoroughly reviewed the bid from George J. Igel & Company, Inc. Previous experience with George J. Igel & Company, Inc. has been favorable, including the COIC Sanitary Sewer Extension, Phase 2 (beginning in 2010) and Shamrock Boulevard/Village Parkway roundabout (in 2007). Staff recommends Council approval of Resolution No. 15 -13 accepting the bid of George J. Igel & Company, Inc. in the amount of $3,103,455.23 and authorizing the City Manager to enter into a contract with George J. Igel & Company, Inc. for this project.
