HomeMy WebLinkAbout098-88 Ordinance ~.. ~ RECORD OF ORDINANCES National Graphics Corp., COls., 0, ~ Form No, 2806-A Ordinance No.u _____9J}_-_8_8___n_ Passed____u_________ _____u_________ ---___________19______ AN ORDINANCE AMENDING ORDINANCE NO. 66-88 REGARDING CERTAIN ITEMS OF COMPENSATION RELATIVE TO THE CHIEF OF POLICE, DIRECTING THE CITY MANAGER AND FINANCE DIRECTOR TO APPROVE THE EXPENDITURE OF FUNDS FOR CERTAIN ITEMS, AS A RESULT OF THIS AMENDMENT, AND DECLARING AN EMERGENCY WHEREAS, Council believes that certain items of compensation relative to the Chief of Police should be provided by the City of Dublin; and WHEREAS, it is necessary for such items of compensation to be authorized by Ordinance of Council; and WHEREAS, it is necessary for amendments to such items of compensation to be authorized by Ordinance of Council; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That Section 1.D. of Ordinance 66-88 (Annual Uniform, Clothing, and Equipment Allowance) be amended as follows: D. Annual Uniform, Clothing, and Equipment - Initial Issue & Allowance The City shall provide the Chief of Police with an initial issue consisting of one complete set of all uniform parts and equipment required to function as the Chief of Police, as required by appro- priate City regulations, policies, codes, or administrative orders. In addition, the City shall provide an annual uniform, clothing, and equipment allowance in an amount equal to that received by other uniformed and non-uniformed Officers within the Division of Police. Said allowance shall be paid in a lump sum once per year. The first payment shall be made upon appointment and each subsequent annual payment shall be made on the anniversary date of appointment. Said allowance shall be used for the purchase of uniform parts and equip- ment necessary to maintain and/or replace required uniform parts and equipment contained within the initial issue, and for the purchase of other clothing items necessary to present/maintain a professional appearance/image and to function as the Chief of Police. Section 2. That the City Manager and Finance Director be, and hereby are, authorized and directed to approve the expenditure of funds required as a result of the aforementioned amendment. Section 3. That this Ordinance be, and hereby is, declared to be an emergency measure for the reason that certain expenditures, as a result of the aforementioned amendment, need to be approved as soon as possible and, therefore, this Ord~nance shall take effect and be in force immediately upon its passage. day of October , 1988. Hansley, City Manager / ~ SUBJECT: Amendment to Ordinance No. 66-88 DATE: October 13, 1988 Summary & Action Recommended Attached please find Ordinance No. 98-88 amending Ordinance No. 66-88 regarding certain items of compensation relative to the Chief of Police. The purpose of the attached legislation is to amend Section 1.D. (Annual Uniform, Clothing, and Equipment Allowance) of Ordinance No. 66-88 to authorize the City to provide an initial issue consisting of one complete set of all uniform parts and equipment required to function as the Chief of Police in addition to an annual allowance for the maintenance of said issue as well as for the purchase of other clothing items necessary to maintain a professional appearance and to function as the Chief of Police. I hereby recommend passage of Ordinance 98-88, and further recommend that it be adopted as emergency legislation for the reason that certain expenditures, as a result of the amended legislation, need to be approved as soon as possible. Issue - The reason this amendment is being proposed is that Section 1.D. of the original legislation (Ordinance No. 66-88) did not specify any obligation on the part of the City to provide an initial issue of uniform parts and equipment in order to function as the Chief of Police. I believe that the City should be obligated to provide an initial issue consisting of one complete set of all uniform parts and equipment in addition to an annual allowance to maintain said issue as well as for the purchase of other clothing items necessary to maintain a professional appearance and to function as the Chief of Police. Since the City provides for an initial issue consisting of multiple sets of uniform and clothing items for the other uniformed and non-uniformed Officers, I believe the City should provide one complete set of required uniform and equipment parts for the Chief of Police. Likewise, since the City provides an annual uniform equipment and clothing allowance to the other uniformed and non-uniformed Officers, I believe the City should also provide an annual allowance for the Chief of Police. Conclusion As stated earlier, I recommend passage of Ordinance No. 98-88, and further recommend that it be adopted as emergency legislation for the reason that certain expenditures, as a result of the amended legislation, need to be approved as soon as possible.
