AN ORDINANCE TO ACCEPT A PETITION FOR
ANNEXATION TO THE VILLAGE OF DUBLIN,
OHIO OF 9.2 ACRES LOCATED JUST WEST
OF SHEREX CHEMICAL ON RINGS ROAD.
WHEREAS, said annexation has been approved by the Franklin County
Commissioners and;
WHEREAS, the Dublin Village Council is of the opinion that said
territory should be annexed:
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of
Dublin, State of Ohio, 1 of the elected members concurring:
Section 1. That the petition of Harold A. Williams, et.al., for the
annexation to the Village of Dublin, Ohio of 9.2 acres in the County
of Franklin (see attached legal description hereby made an official
part of this Ordinance) together with an accurate map and a certified
transcript of the proceedings of the County Commissioners, all on
file in the office of the Village Manager be, and the same hereby
is, accepted.
Section 2. That this Ordinance shall take effect and be in force
from and after the earliest period allowed by law.

of the Ohio Revised Code, you are hereby notified that,
on the 21st day of December , 19 83 , the undersigned,
as Agent for the Petitioners, filed an Annexation Petition
in the office of the Board of County Commissioners of
Franklin County, Ohio.
Said Petition prays for annexation to the City of
Dublin , Ohio, of 9.2 acres, more or
less, in Washington Township.

The undersigned, petitioners in the premises, and being a
I MAJORITY OF OWNERS OF REAL ESTATE in the territory herein~fter
described, consisting of 9.2 acres, more or less, in
the Township of Washington , which area is contiguous
and adjpcent to the City of Dublin , do hereby pray that
said territory be.annexed to the City of Dublin , according
to the statutes of the State of Ohio.
A full and accurate description and a plat of saia territory
so prayed to be annexed are attached hereto and made part hereof.
In support of said Petition, your petitioners state that there
are within the territory so prayed to be annexed 1- OWNERS
OF REAL ESTATE.
Harrison w. Smith, Jr. , is hereby ~ppointed Agent for the
undersigned Petitioners, as required by-Section 709.02 of the
Revised Code of Ohio. Said Agent is hereby authorized to make any
amendment and/or deletion which in his absolute ,and compiete discretion
J..s necessary.or proper under the circumstances then existing, and
in particular to make such amendment in order to correct any dis-
crepancy or mistake noted by the Franklin County Engineer in his
examination of the Petition and Plat. Said amendment shall be made
by the presentation of an amended plat and description to the Board
of County Commissioners on, before, or after the date set for hearing
on this Petition.

WASHINGTON S. D. TO VILLAGE OF DUBLIN
Situate in the State of Ohio, County of Franklin, Washing-
ton Township, being in Virginia Military Survey No. 4852 and
being all of the tract of land conveyed to Harold A. Williams by
deed of record in Deed Book 3740, page 665, and all of the tract
of land conveyed to B. D . Downing by deed of record in Deed Book
3690, page 234, records of the Recorder's Office, Franklin
County, Ohio, and being more particularly described as follows:
Beginning at the point of intersection of the northerly
line of Rings Road, 60 feet in width, with the easterly line
(extended northerly) of said Harold A. Williams tract said point
also being an angle point ~n the existing Village of Dublin
Corporation Line as established by Ordinance Numbers 15 -69 and
33-74, of record in M.R. 148, page 55 , and M.R. 163 , page 281 ,
respectively;
Thence southerly, a distance of 765 feet, more or less,
along the existing Corporation Line and the easterly line of
said Harold A. Williams tract to a point at the southeasterly
corner of the said Williams tract, said point also being the
northerly line of the 42.23 acre Emma M. Datz tract;
Thence westerly, a distance of 521.5 feet, more or less,
along the common line to said Williams, Downing and Datz tracts
to a point at the southwesterly corner of said Downing tract and
the southeasterly corner of the 1 acre C. F. and T. Hill tract;

hereto attached constitute the original papers and a true
transcript of all proceedings had by the Board of County Com-
missioners of Franklin County, Ohio, in connection with the
petition filed by Harold A. Williams, et al., owning real
estate within the territory sought to be annexed; praying for
the annexation of certain adjacent and contiguous territory
in Washington Township to the Village of Dublin, Ohio, as
described in said petition filed December 21, 1983.

IN WASHINGTON TOWNSHIP TO THE VILLAGE
OF DUBLIN, OHIO - GRANTED
The commissioners of Franklin County, State of Ohio,
proceeding this day to hear and consider the petition of
Harold A. Wi 11iams , et al., filed December 21, 1983, and having
in open hearing heard all of the persons desiring to be heard for
or against the granting of said petition, and having considered
all the facts with reference thereto, and being fully advised,
FIND, that said petition contains all of the matters
required by lawi that the territory sought to be annexed is
adjacent and contiguous to the said Village of Dublin, Ohioi
that the petition contains a full and complete description of
said territory sought to be annexedi that the map for said
territory is accuratei that the petition for said territory
is signed by a majority of the owners of real estate within
the territory sought to be annexedi that the required legal
notice has been publishedi that the territory sought to be
annexed is not unreasonably largei and that the general good
of the territory sought to be annexed will be served if this
annexation is granted, all in accordance with the provisions
of the Ohio Revised Code 709.033i therefore,
IT IS HEREBY ORDERED: On motion of Mr. Foulk, seconded by
Mr. Cooper, that the prayer of said petition be granted and
that the territory described in said petition be annexed to
the Village of Dublin, Ohio, in accordance with the 1awi that
the orders and proceedings of this Board relating to said
petition and map attached thereto, and all papers on file
relating to said matter be deposited at once with the Clerk
of Dublin, Ohio.

Mr. Dorrian offered the following resolution and moved
that the adoption of the same, which was duly seconded by Mr.
Foulk:
BE IT RESOLVED, by the Board of County Commissioners of
Franklin County, Ohio, that the petition for annexation of
certain adjacent territory to the ~i11age of Dublin, Ohio, by
Harold A. Williams, et a1., and appointing Harrison W. Smi th , Jr. ,
as agent for the said territory being described as follows:
Situate in the State of Ohio, County of Franklin, Washington
Township, being in Virginia Military Survey No. 4852 and being

Gentlemen:
In regard to the proposed annexation of 9.2 acres from Washington
Township to the Village of Dublin to be heard on February 15,
1984 at 10: 00 A. M. , I offer the following comments:
Sewer and Water Service
The Village has Sewer and Water Service Contracts with the City
of Columbus and the subject property is within said Service
Areas. The subject property would be served as soon as legal and
financial obligations would permit.
Police Protection
The Village currently employs eighteen (18) full-time Personnel
in the Police Department and provides service on a full
twenty-four (24) hour basis. Equipment is excellent with a
program of replacement of at least two ( 2 ) new Cruisers on an
annual basis. Communications are contracted from Perry Township
and, the Village also has mutual aid Agreements with other
Franklin County municipalities.
Fire Protection
Fire protection is currently provided by well staffed Departments
in Washington Township, Perry Township and Concord Township in
Delaware County. They too have mutual aid Agreements with other
municipalities.
Maintenance and Improvements
The Village has an expanding Street Maintenance Department, well
equipped to provide excellent services in the area of Street and
Road maintenance. In addition, the Village has a progressive
Capital Improvement Plan which is reviewed on an Annual basis.

With these service provisions we pray approval of the proposed
annexation to the Village of Dublin.

Dear Mr. Smith:
Enclosed is a copy of the resolution adopted on December 22, 1983,
by the Board of County Commissioners setting the time and place
of public hearing for the annexation petition which you, as agent,
filed with this office on December 21, 1983.
Under the provisions of Section 709.03 of the Ohio Revised Code,
you, as agent are responsible for the following:
(1) Notificaiton of the date of filing of your petition with
the Board of County Commissioners to be delivered to the
Clerk of the municipality to which annexation is proposed
and the clerk of each township which is included in the
annexation. (A map, description and a copy of the petition
should be presented to each clerk).
(2) Publication of the substance of the petition once a week
for four consecutive weeks in a newspaper of general
circulation in the County. (The enclosed resolution will
satisfy the statutory requirements and should be used for
the published notice) .
(3 ) Service upon the municipal and township clerk of a! copy of
the published notice.
(4) Preparation of an affidavit stating the name of the agent,
the number of owners of real estate at the time of the
filing of petition and the number of owners signing the
petition.
A letter from the municipality to which an annexation is proposed
stating the availibility of services such as water, sewerage, and
police and fire protection, is also required.

Proof of compliance with the above is required to be submitted in
duplicate to this office no later than, February 10, 1984.

Situate in the State of Oh io , County of Franklin, Washing-
ton Township, being in Virginia Military Survey No. 4852 and
being all of the tract of land conveyed to Harold A. Williams by
deed of record in Deed Book 3740, page 665, and all of the tract
of land conveyed to B. D. Downing by deed of record in Deed Book
3690, page 234, records of the Recorder's Office, Franklin
County, Ohio, and being more particularly described as follows:
Beginning at the point of intersection of the northerly
line of Rings Road, 60 feet in width, with the easterly line
(extended northerly) of said Harold A. Williams tract said point
also being an angle point in the existing Village of Dublin
Corporation Line as established by Ordinance Numbers 15 -69 and
33-74, of record in M.R. 148, page 55, and M.R. 163 , page 281 ,

and adjacent to the City of Dublin , do hereby pray that
said territory be annexed to the City of Dublin , according
to the statutes of the State of Ohio.
A full and accurate description and a plat of saia territory
so prayed to be annexed are attached hereto and made part hereof.
In support of said Petition, your petitioners state that there
are within the territory so prayed to be annexed 1- OWNERS
OF REAL ESTATE.
Harrison w. Smith, Jr. , is hereby appointed Agent for the
undersigned Petitioners, as required by Section 709.02 of the
Revised Code of Ohio. Said Agent is hereby authorized to make any
amendment and/or deletion which in his absolute and complete discretion
lS necessary or proper under the circumstances then existing, and
in particular to make such amendment in order to correct any dis-

crepancy or mistake noted by the Franklin County Engineer in his
examination of the Petition and Plat. Said amendment shall be made
by the presentation of an amended plat and description to the Board

WASHINGTON S. D. TO VILLAGE OF DUBLIN
Situate in the State of Ohio, County of Franklin, Washing-
ton Township, being in Virginia Military Survey No. 4852 and
being all of the tract of land conveyed to Harold A. Williams by
deed of record in Deed Book 3740, page 665, and all of the tract
of land conveyed to B. D. Downing by deed of record in Deed Book
3690, page 234, records of the Recorder's Office, Franklin
County, Ohio, and being more particularly described as follows:
Beginning at the point of intersection of the northerly
line of lUngs Road, 60 feet in width, with the easterly line
(extended northerly) of said Harold A. Williams tract laid point
also being an angle point in the existing Village of Dublin
Corporation Line as established by Ordinance Numbers 15-69 and
33-74, of record in M.R. 148, page 55, and M.R. 163, page 281 ,
respectively;
Thence southerly, a distance of 765 feet, more or less,
along the existing Corporation Line and the easterly line of
said Harold A. Williams tract to a point at the southeasterly
corner of the said Williams tract, said point also being tbe
northerly line of the 42.23 acre Emma M. Datz tract.
Thence westerly, a distance of 521.5 feet, more or less.
along the common line to said Williams, Downing and Datz tracts
to a point at the southwesterly corner of said Downing tract and
the southeasterly corner of the 1 acre C. F. and T. Hill tract;
