AN ORDINANCE TO ACCEPT AN ENGINERING
PROPOSAL FOR SPECIFIC PROJECTS,
AUTHORIZE THE MANAGER AND FINANCE
DIRECTOR TO EXECUTE A CONTRACT: AND
DECLARING AN EMERGENCY.
WHEREAS, written proposals have been received for some specific
Engineering projects, and;
WHEREAS, Council has determined that the proposal submitted by
John David Jones & Associates, Inc. , in an amount not to exceed
$18,600.00 is acceptable;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of
Dublin, State of Ohio, 7 of the elected members concurring:
SECTION 1- That the proposal as submitted by John David Jones &
Associates, Inc. , be, and hereby is, accepted.
SECTION 2 . That the Village Manager and Finance Director be and
they hereby are, authorized and directed to execute a contract
with John David Jones & Associates, Inc. , for the services out-
lined on the attached Exhibit "Au.
SECTION 3 . That the Finance Director is hereby authorized and
directed to appropriate from the unappropriated balance in the
General Fund the sum of $18,600.00 to the account of A01-06-6A-
2550 to meet the obligations of this Engineering Proposal.
SECTION 4 . That this Ordinance be, and the same hereby is, de-
clared to be an emergency measure necessary for the preservation
of the public peace, health and safety and for the further
reason that the design engineering for the projects involved
should be inititated as soon as possible and, therefore, this
Ordinance shall take effect and be in force immediately upon its
passage.

RE: ENGINEERING STUDY AND TRAFFIC SIGNAL PLANS
SHAWAN FALLS DRIVE, CORBIN'S MILL DRIVE AND WEST BRIDGE STREET

Pursuant to your letter invitation of April 17, 1985, we resoectful1y
submit for your consideration this proposal for professional engineering
I services for the above-referenced project. From our review of the project
! area and based on our previous experience with such projects, we are capable
of providing the engineering assistance required by the Village.
I We have included in this submittal the specific items requested in your
letter and a listing of related project e.xoerience.. A separate fee has been.
estimated for each item shown in your scope of services. This will facilitate
I addition or deletion of specific tasks, as necessary, in the development of
the project. Field surveying will be provided by our firm and is included
in the fee estjmates.
I With regard to the design schedule, recent conversations with the Bureau
of Design Services indicate ODOT review times of seven to eight weeks for each
of three required submittals (warrant analysis" preliminary, and detailed
I s;gna1 plans). ~!ith this constraintinm1nd, we anticipate a desi~n schedule
of nine months. Jyhn David Jones and Associates is prepared to inltiate design
services within sev'ett.days of receipt of the Village's Authorization to Proceed.
, As indicated herein, this proposal addresses engineering services for study,
design, and bid phase services. John David Jones and Associates also offers
I construction phase services, including layout staking, resident inspection, con-
struction engineering, and contract administration.
I In addition to those items which you have requested, this proposal contains
several other sections to aid in your evaluation. These include:
a Statement of Project Organization and Personnel;
I Related Project Experience;
a Statement of General Qualifications and Experience;
and a Statement of Transportation Engineering Experience.

SCOPE AND FEE ESTIMATE
l. TRAFFIC STUDY FOR SIGNAL WARRANT
This task includes a sixteen-hour traffic count, comprised of
truck, pedestrian, and vehicle turning movements. Also included is
analysis of the traffic count, preparation of the signal warrant study,
and application to ODOT.
Estimated Fee: $ 1,950.00
2. CONNECTOR ROAD FROM CLOVER CT. TO CORBIN'S MILL DRIVE
This task includes a traffic study and preparation of construction
plans for the connector road.
Estimated Fee: $ 2,650.00
3. CORBIN'S MILL DRIVE
This task consists of preparation of raodway plans for the realignment
of Corbin's Mill Drive and traffic signal plans for the intersection at
W. Bridge St. Work includes field surveys and obtaining necessary approval
from ODOT.
Estimated Fee: $ 8,900.00
4. RIGHT-OF-WAY PLANS
Following preparation of construction plans and definition of work
limits, required right-of-way acquisitions will be determined. An overall
plan and legal descriptions for each affected parcel will be prepared.
Estimated Fee: $ 600.00
5. PREPARATION OF TECHNICAL SPECIFICATIONS, BID DOCUMENTS, AND CONSTRUCTION
COST ESTIMATES
Estimated Fee: $ 1,250.00
6. BID PHASE SERVICES
Estimated Fee: $ 450.00

7. SERVICE ROAD ON NORTH SIDE OF BRIDGE ST. CONNECTING SHAWAN FALLS DRIVE
AND THE ROAD AT THE ~1IDDLE SCHOOL
This task includes meeting with property owners and development of
construction plans for the service road. Right-of-way acquisition will
also be defined and described.
Estimated Fee: $ 2,800.00
TOTAL ESTIMATED FEE: $18,600.00
