AN ORDINANCE AMENDING CHAPTER 1184 OF THE
DUBLIN PLANNING AND ZONING CODE TO INCLUDE
THE PERMIT AND CONTROL OF BROADCAST RECEIVING
DISH TYPE ANTENNAS.
WHEREAS, Chapter 1184, Special Permits, has established the authority
of the Planning and Zoning Commission to grant special permits to
land uses so designated by the Village Council;
WHEREAS, for reasons identified in the intent portion of this
Ordinance, it has become necessary to develop guidelines for the
installation of dish type antennas;
NOW, THEREFORE, BE IT ORDAINED by the Council of the Vi llage of

Dublin, State of Ohio, J of the elected members concurring:
Section 1. That the Planning and Zoning Code of Dublin, Ohio is
hereby amended to read as follows:
1127.02 DEFINITIONS
(13.5) "DISH ANTENNA" means an outside accessory antenna
that is linked to a receiver located on the same lot and
used for the reception of signals transmitted by stations
licensed by the Federal Communications Commission in the
Radio Broadcast Services including AM, FM, and TV.
1184.03 DISH ANTENNAS
(a) Intent. As a result of increased competition in the
satellite TV/dish market, more and more households and
businesses will be purchasing and installing these dishes.
Since the Village of Dublin is not completely wired for
cable TV, it is expected that there will be an increase
in the number of satellite dishes installed within the
community. In that the diameter of the dishes are
generally large, nonaesthetic, and can block firelanes
and utility easements, it has become necessary to develop
guidelines for their installation.
(b) Permit Process. A zoning clearance for the installation
of dish antennas sha 11 be issued to the owner of the property
by the Zoning Administrator after approval of a Special
Permit by the Planning and Zoning Commission. The Planning
and Zoning Commission will base their approval upon a site
plan to be submitted by the applicant as per the Rules and
Regulations of the Planning and Zoning Commissi~n, and
how the site plan demonstrates that the installa~ion of
the dish antenna is in conformance with the fo llo\:ving
general guidelines.
(1) A dish antenna, when installed in any zoning
district, shall be:

A. Located to the rear of the principal building
or structure.
B. Mounted in a concrete base in line with grade.
C. Placed where it offends the least and reduces
visual blockage.
D. Adequately screened and landscaped and painted.
E. Open mesh type if possible.
F. Wired underground.
G. Properly maintained.
H. Designed to withstand a wind force of up to
seventy (70) miles per hour.
(2 ) A dish antenna, when installed in any residential
or Planned Residential zoning district as defined in
Sec t ion 1141. 02, sha 11 be:
A. Installed in compliance with the general guide-
lines for all zoning districts.
B. Installed as close to grade elevation as
possible; and in no case shall be greater than
fifteen (15) feet above grade height if
turned perpendicular to the ground; and the
maximum diameter of any dish antenna shall
not exceed twelve (12) feet.
(3) A dish antenna, when installed in any commercial
zoning district as defined in Section 1141.02, shall be:
A. Installed in compliance with the general guide-
lines for all zoning districts.
B. Installed as close to grade elevation as
possible; and in no case shall be greater than
fifteen (15) feet above grade height if
turned perpendicular to the ground; and the
maximum diameter of any dish antenna shall
not exceed twelve (12) feet.
C. Located in yards that are not adjacent to
residentially zoned districts.
(4) A dish antenna, when installed in any industrial
zoning district as defined in Section 1141.02, shall be:
A. Installed in compliance with the general guide-
lines for all zoning districts.
B. Compatible in height with the surrounding
development.
C. Located in yards that are not adjacent to
residentially zoned districts.
(5) A roof-mounted dish antenna:

A. When installed, as an accessory use to a
residential structure, shall not be greater
than three (3) feet above the roof of the
structure it is mounted on.
B. When installed as an accessory use to structures
located in commercial and industrial districts,
or permitted non-residential structures in
residential districts, sha 11 be reviewed for
safety, appropriateness with surrounding
development and for other design measures that
screen or otherwise make the dish antenna
appear less obtrusive.
(c) Fee. A fee of $5.00 shall be paid to the Municipality
for each application for a special permit to install a dish
antenna.
(d) Exceptions. All dish antennas will require zoning
clearance before installation. However, the following types
of installations will not require approval of the Planning
and Zoning Commission. Any roof-mounted or ground-mounted
dish antenna that is three (3) feet in height or less,
providing that the site plan submitted for zoning
clearance demonstrates that the general guidelines were
considered. Roof-mounted dishes may reasonably pierce the
side yard envelope.
Section 2. This Ordinance sha 11 take effect and be in force from and
after the earliest period permitted by law.
