AN ORDINANCE TO AUTHORIZE THE VILLAGE
MANAGER TO ENTER INTO AN AGREEMENT
WITH THE CITY OF COLUMBUS IN RESPECT
TO INCOME TAX COLLECTIONS AND: DECLARING
AN EMERGENCY.
WHEREAS, their currently exists a Refund Trust Fund maintained at a level of
Two Thousand Dollars ($2,000.00) from which to make valid refunds and;
WHEREAS, the City of Columbus now proposes to eliminate said Refund Trust Fund
and to reduce monthly receipts each month for only those proven refunds pre-
sented to the City Treasurer during any given month.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin, State
of Ohio, 7 of the elected members concurring:
SECTION 1. That the Village Manager is hereby authorized to sign an Agreement
with the City of Columbus to approve this new method of providing for valid
refunds.
SECTION 2. That this Ordinance is hereby declared to be an emergency measure
necessary for the preservation of the public peace, health and safety and for
the further reason that this new method was approved by the Columbus City
Council on December 19, 1983 and, therefore this Ordinance shall take effect
and be in force immediately upon its passage.

Dear Sir:
On December 19, 1983 the Columbus City Council passed legislation
(see copy attached) authorizing the City Auditor to modify existing contracts
for the collection of municipal income taxes for various governmental units by
eliminating the Refund Trust Funds and to transfer any and all monies within
said Refund Trust Funds to the respective Income Tax Trust Funds.
The agreement modifYing contract enclosed for your review will eliminate
the current Refund Trust Fund and will instead charge your Income Tax Trust
Fund each month for only those proven refunds presented to the City Treasurer
for payment.
We ask you to submit legislation to your council authorizing and directing the
appropriate person or persons to modify the existing contract. After this has
been completed please contact us by phone and we will send you the signed
contracts by Columbus to be signed by your designated person and returned.
If you have any questions, please contact the undersigned.

SUBJECT: Re: Ordinance No. 05-84
Under our current Agreement with the City of Columbus for Income Tax
Collection purposes, a Refund Trust Fund was established which had to
be maintained at a Two Thousand Dollar level at all times to pay valid
refund requests.
This new system would eliminate said Refund Trust Fund and only the
valid refunds processed in a qiven month would be deducted from our
check in that given month.
I agree with the change because, although it may not be overly
significant, it would, to a degree, benefit our cash-flow and there-
fore I would request that Council approve this Ordinance as emergency
legislation.
