National Graphics Corp., COls., O. ~ Form No. 2806-A --- Ordinance N 0 'm~?~~~~___nnn P assednmnn_n__ ___ _ n_mnnm n m nn_ n _19 _m___ AN ORDINANCE AUTHORIZING THE CITY MANAGER TO PURCHASE TELECOMMUNICATIONS EQUIPMENT,AMENDING THE ANNUAL APPRO- PRIATIONS AND WAIVING FORMAL BIDDING AND ADVERTISING REQUIREMENTS WHEREAS, Dublin City Council has approved the leasing of space from Discover Systems, for the purpose of establishing a new Dublin Pollice Facility; and, WHEREAS, the present telephone system of the Dublin Police Department should not be dismantled in order that it may accommodate any future expansion; and, WHEREAS, a telephone system for the new police facility will be required for the continuation of service; and, WHEREAS, TSI, Inc., with whom the City of Dublin has experienced quality products at competitive prices, has provided a quote of $7,960.00 for the purchase of telecommunication equipment, which will meet the needs of the new police facility and will be compatible with the rest of the City's telecommunication system. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That the City Manager be, and hereby is, authorized to purchase telecommunications equipment from TSI, Inc. Section 2. That an amount not to exceed $7,960.00 for the purchase of the telecommunications equipment is hereby authorized and that there be appropriated from the unappropriated balance of the Capital Improvements Tax Fund, account number D10-07-7A-2500, the sum of $7,960.00 to pay the cost of purchasing the telecommunications equipment. Section 4. That this Ordinance be, and hereby is, declared to be an emergency measure necessary to make the new facility operational. This facility will further enhance the preservation of public peace, health and safety by elevating the Dublin Police Department to an even higher level of operational readiness, particularly with the assistance of quality telecommunications equipment. Therefore, formal bidding and advertising requirements are hereby waived pursuant to Section 735.05.01 of the Ohio Revised Code, and this Ordinance shall take effect and be in force immediate ly upon its passage. of December 1988. , Attest: I hereby certify that coplcs of this Ord:nance/Resolution were posta in t! Hansley, City Manager I ~ SUBJECT: Telecommunications System for Police Facility DATE: December 12, 1988 Report Initiated by Purchasing Staff Summary and Action Recommended In order for the new Police facility to become operational, a telephone system needs to be purchased and installed. The present telephone system used by the Police Department should not be dismantled. Staff recommends it be left in place to accommodate any future expansion into that area. An additional, yet compatible, telecommunications system should be pur- chased for the new Police facility. The desired system has been identi- fied and can be purchased from TSI, Inc., at a cost of $7,960.00. This system is recommended due to its compatibility with the City's present system, its warranty and quality service programs, competitive price, as compared to other systems and adaptability, should a move to another facility become necessary. WARRANTY Warranty, including parts and labor, is provided without charge for the first year your system is in operation. At the beginning of the second year of use, maintenance can be handled on a time and material basis as the need arises, or under a service contract, whichever you prefer. Response time on emergency service requests average less than one hour and the service contract, which covers all parts and labor, guarantees TSI response time to be 2 hours or less for an emergency breakdown and 24 hours or less for routine maintenance if you are under warranty or a service agreement. A service contract will be in eff,ect one year from the .date of installation ,and billed yearly_in advance. You may cancel this agreement at any ti~e by giving '0 days notice. At the beginning of the third year from the date of installation, TSI may charge a su~plemental . maintenance rate, _based on normal cost inflation. It is important to note that if service or equipment is provided by someone other than us, any agreement is immediately invalidated. -
