O. ~ Form No. 2806-A Ordinance No.___ _J313=1313___(1\mended) P assedm______u _mm______m__u _ m______19_____ AN ORDINANCE AUTHORIZING THE CITY MANAGER TO PURCHASE FURNISHINGS MADE AVAILABLE BY DISCOVERY SYSTEMS AND WAIVING FORMAL BIDDING AND ADVERTISING REQUIREMENTS WHEREAS, Dublin City Council has approved the leasing of space from Discovery Systems, for the purpose of establishing a new Dublin Police Facility; and, WHEREAS, present furnishings of the Dublin Police Department are woe- fully inadequate to meet the needs of the new facility; and, WHEREAS, the purchase of appropriate furnishings (Exhibit A) will better enable Dublin Police Officers to maintain the highest Police standards and professionalism; and, WHEREAS, furnishings offered for sale by Discovery Systems will provide a 67% savings to the City from the assessed value of the furniture and will enhance the appearance of the new facility. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That the City Manager be, and hereby is, authorized to purchase furnishings from Discovery Systems, effective after execution b, all parties the lease for Dublin Police space, and subject thereto. Section 2. That an amount not to exceed $15,000.00 for the purchase of these furnishings is hereby authorized, and that there be appropriated from the unappropriated balance in the Capital Improvements Tax Fund, account number D10-07-7A-2500, to pay the cost of purchasing said furnishings. Section 3. That this Ordinance be, and hereby is, declared to be an emergency measure necessary to obtain the 67% savings offered on the furnishings, and for the further reason of enhancing a high quality operating environment for the Dublin Police Department, enabling it to provide the best level of police services possible to the citizens of Dublin and, therefore, formal bidding and advertising requirements are hereby waived pursuant to Section 735.05.01 of the Ohio Revised Code, and this Ordinance shall take effect and be enforced immediately upon its passage. DATE: December 2, 1988 Report initiated by Purchasing Staff Summary and Action Recommended As a result of a cutback in operations, Discovery Systems is offering the sale of office furnishings. From a large list of furniture provided to the City by Discovery Systems, a comprehensive list of furniture needs for the new police facility has been developed and is attached as Exhibit A. The Police Department's present furniture situation is woefully inade- quate to meet the operational needs of the new facility, as well as, future demands on Dublin Police Officers to maintain the highest of police standards and professionalism. Staff has therefore developed a plan to equip the leased space with furnishings made available by Mr. Jeff Wilkins and Discovery Systems. These furnishings will not only enhance a high quality operating environment, but will also yield great savings to the City. These savings are reflected by the opportunity to purchase furnishings, whose total assessed value is $43,465, for a price of $14,820. This is a savings of 67% or $28,645. Staff has personally inspected this furniture. Although it is used, it is in excellent condition and of the highest quality. The concept of modular furnishings was purposely avoided except for two (2) workstations to be used in the dispatch room and whose price is included in the $14,820. Staff highly recommends the purchase of the furnishings reflected on the attached list because it is durable, aesthetically pleasing, can be reused, should a move to another facility become necessary, and is available at great savings to the City. Analysis Furniture Needs - Present office space is shared. Therefore many of the furnishings such as filing cabinets, guest chairs, etc. are also shared. - The new facility is designed to create individual operating space. Complete office sets have been put together from those furnishings offered by Discovery Systems. These individual offices will provide the necessary work space, filing space, and seating needed by Lieutenants, detectives, sergeants and clerical staff in their daily work activities. These furnishings would enhance a more efficient operating environment. Appearance - The Police Department's present furnishings have been pieced together as the Department has grown. Most of these furnishings are non-uniform and would not be an appealing contribution to the new facility. However, this furniture could be used to meet needs elsewhere in the City. - The Furnishings to be purchased would present a uniformed look which will also match the carpet, to be retained from the previous decor. , - Although these furnishings are used, they are in excellent condition, are durable, and can be reused should a move to another location become necessary in the future. - The City had the option to develop a list of modular office equipment. However, Staff did not feel that a modular approach would be the best alternative for meeting future needs. Conclusion Staff highly recommends the purchase of furnishings from Discovery Systems based on the the previous analysis.
