AN ORDINANCE PROVIDING FOR A
CHANGE OF ZONING ON A 10 ACRE
TRACT LOCATED ON THE WEST SIDE
OF VILLAGE PARKWAY, APPROXIMATELY
400 FEET SOUTH OF TULLER ROAD.
TO BE REZONED FROM: R-l, RESTRICTED
SUBURBAN RESIDENTIAL DISTRICT, TO:
PCD, PLANNED COMMERCE DISTRICT
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 5 of the elected members concurring:
Section 1. That the following described real estate (see attached legal
description marked Exhibit "A"), situated in the City of Dublin, State
of Ohio, is hereby rezoned to PCD, PLANNED COMMERCE DISTRICT, and shall
be subject to regulations and procedures contained in Ordinance No. 21-70
(Chapter Eleven of the Codified Ordinances), the City of Dublin Zoning
Code and amendments thereto.
Section 2. That application, Exhibit "B", including the list of
contiguous property owners, and the recommendation of the Planning and
Zoning Commission, Exhibit "C", are all incorporated in to and made an
official part of this Ordinance and said real estate shall be developed anc
used in accordance therewith.
Section 3. That, further, the Dublin City Council approves this rezoning
contingent upon the condition that the applicant obtains for the City
the corner parcel property necessary for the radius roadway so that
Tuller Road and Village Parkway will be continuous.
Section 4. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

Regarding Rezoning Application - Z88-019 - Holiday Chevrolet
Mr. Geese moved to approve the submittal subject to:
l. The awnings are not to be backlit or illuminated.
2. Ground sign to be better integrated architecturally with building.
Applicants to work out signage with staff or come back for review by
the Commission.
3. Later buildings to be coordinated architecturally and employ similar
style, colors, and materials.
4. All parking areas to be hard surface in later phases.
5. Verification of the storm water management calculations by the City
Engineer.
The applicant was in agreement with these conditions.
Mr. Berlin seconded the motion and the vote was 7-0 in favor.
Mr. Grace clarified for the record that the vote was on both the Composite
and Development Plans.

Dear Ms. Clarke:
We have been informed by David Hughes, architect for
the above project, that the bicycle path along the west side
of ,Village Parkway as discussed during our January 12, 1989
hearing before the Planning & Zoning Commission is in fact a
requirement and must be included into our property. Our
understanding is that this path must be 8'0" wide, hard surface
and must be located no closer than 5'0" to the face of the curb.
In addition, the bicycle path may be located within the IS'
between the Village Parkway curb and our property line/right
of way line without causing any changes to our landscaping or
location of building and parking areas.
As we stated at the hearing, we will agree to install this
bicycle path as required but only at such time as the remainder
of the path is being installed for its entire length. Our
desire is to work with you in any way we can. If you have any
questions, please call.

VILLAGE PARKWAY
DEVELOPMENT STANDARDS
These Development Standards are submitted as part of the application for
rezoning the ten acre parcel on the west site of Village Parkway just north of the
proposed intersection of Shamrock Boulevard / Village Parkway, from R-1 to
PCD (planned Commerce District). The parcel in question is within the CDD
(Corridor Development Overlay District), and is presently undeveloped.
The following Development Standards ensure that the proposed development of
the site is consistent with the purpose of the Planned Commerce District, and
compatible with existing development within the Corridor Review District.
PARKING
1. No parking shall be permitted on interior streets of the development.
2. The minimum number of parking spaces shall be on the basis of one (1)
space per 300 S.P. of gross building floor area and one (1) space per
1,000 S.F. of outside display area. Proposed outdoor display areas shall
be as designated on the Development Plan.
3. Parking stall size shall be 9' x 20'. Maneuvering aisles in parking areas
shall be a minimum of 22' in width.
4. Handicapped parking spaces shall be provided and so designated.
LIGHTING
1. All lighting shall be arranged to reflect light away from the street or
adjacent property. Lighting locations shall be as shown in the
Development Plan.
2. Lighting within parking areas shall be pole mounted cut-off type
downlights of similar character to those utilized in other developed
portions of The Corridor Review District. Additional accent lighting on
area light poles shall be incorporated in display areas.

3. Lighting of pedestrian and walkway areas shall be ground bollard-type
lights.
SIGNAGE
1. Roof signs, projecting signs, portable signs, flashing or blinking signs,
and animated or moving signs, shall be prohibited.
2. All signs shall be internally illuminated.
3. Signage for the development shall consist of:
(a) One (1) pole sign at the entry to the site from Village Parkway,
identifying the use that occupies the site. Such sign shall be located
not less than fifteen (15) feet from the right -of-way of Village
Parkway. The height and display area of such entry sign shall not
exceed that of other approved signs for automobile sale
establishments within the Corridor Review District.
(b) Not more than four (4) directional ground signs located at major
points on the internal circulation system directing the visitor to the
activities located on the site, (i.e., parts, service, customer parking,
resale vehicles). Such directional signs shall be not more than 6
S.P. in size, with white lettering on a dark background. The area
immediately surrounding such directional signs shall be landscaped.
(c) Nylon or canvas awnings above the entrances to the various
functions in the main building shall display description of the
activity (service, parts, etc.)
(d) Additional graphics or signage associated with subsequent phases of
the development shall be submitted to the City of Dublin for
architectural review with each phase.

ARCHITECTURAL CHARACTER
1. The primary building shall be 59,400 S.F. on one floor and partial second
floor. The building shall contain an automotive vehicle sales
establishment, along with ancillary related activities consisting of parts,
storage, service and office space.
2. Primary exterior materials shall be brick and stucco, with extensive use
of glass in showroom areas. Nylon or canvas awnings shall be located
above entryways to primary functional areas within the building.
3. Dominant roof type as seen in the building elevations, shall be sloped
standing seam metal, while the largest extent of roof shall be flat. A
satellite dish antenna and portions of the buildings mechanical systems
shall be fully screened behind the standing seam roofing.
4. Future buildings on the site, to be developed in subsequent phases, shall
consist of smaller freestanding buildings as shown on the Development
Plan. Such future buildings shall be of architectural character compatible
to the main building.
BUILDING HEIGHT
1. All buildings and structures shall be not more than thirty-seven (37) feet in
height from finished grade, including mechanical systems mounted on the
roof of such building or structures.
SETBACKS
1. All parking and service areas shall be located not less than twenty-five
(25) feet from the right-of-way of Village Parkway.
2. All buildings shall be located not less than 150 feet from the right-of-way
of Village Parkway.

3. Side yard setbacks from property lines to paved drives and parking areas
shall be not less than fifteen (15) feet.
CIRCULATION
1. Access to the site shall be provided from two (2) curb cuts from Village
Parkway. The main entry to the site shall be directly across from the
Village Parkway entrance to Dublin Village Center.
2. Internal circulation 'pattern shall be as shown on the Development Plan.
3. Interior streets shall be not less than twenty-four (24) feet in width and
maneuvering aisles in parking areas shall be not less than twenty-two (22)
feet in width.. All interior drives and curbs shall be paved hard surface
materials such as asphalt or concrete.
LANDSCAPING
1. The perimeter of the site shall be landscaped with three (3) foot high
landscape buffer, consisting of a combination of mounds and/or
vegetation. Along the side and rear perimeter buffer, medium to large
trees (minimum 2" caliper measured 6 - 12" from the ground) shall be
planted 40' on center. At selected locations along the perimeter, three
large (8' high at time of planting) evergreen trees shall be substituted for
one medium to large deciduous tree. All trees shall be selected from
varieties in the "Suggested List of Street Trees For Dublin" in Appendix E
of the Dublin Planning and Zoning Code.
2. Along the portion of the property adjacent to Village Parkway, the buffer
shall be reduced to one (1) foot high for a maximum of twenty-five
percent (25%) of the length of that frontage. Street trees (minimum 3"
caliper as measured 6" - 12" from the ground), shall be planted 30' on

center along Village Parkway. Street trees shall consist of Little-leaf
Lindens (Tilia cordata), or similar species, normally attaining a height of
fIfty (50) feet or greater.
3. Parking and service areas shall be landscaped pursuant to Section 1187 of
the Dublin Planning and Zoning Code.
4. Loading docks shall be screened from view by intensive plantings of trees
and shrubs as shown on the Development Plan.
WASTE AND REFUSE DISPOSAL
1. Waste and refuse disposal dumpsters shall be located as shown on the
Development Plan. Containers shall be enclosed on three sides with a
screen consisting of fencing and vegetation having a minimum year round
opacity of one hundred percent (100%) and a pair of swinging gates on
the fourth side. The height of the screen shall be a minimum of one (1)
foot higher than the height of the enclosed containers.
ACCESSORY USES / STRUCTURES
1. Any components of the building's electrical systems which are located
outside the building at grade, shall be screened from view by an 8' high
screen consisting of fencing and/or vegetation having a minimum year
round opacity of75%.
FENCING
1. Except for wood board fencing utilized as a screen as designated above,
no fencing shall be utilized around the site perimeter.

STORAGE & EQUIPMENT
1. Storage of all parts and equipment shall be within specified areas within
the primary buildings on the site.
2. New vehicles awaiting preparation shall be parked in designated parking
areas as shown on the Development Plan.
STORMWATER
1. Stormwater shall be addressed pursuant to the Section 1105.11 of the
Dublin Planning and Zoning Code. Stormwater from the east shall be
conveyed south along the frontage of the site, then west along the
southern perimeter of the site, via an enclosed pipe. Stormwater from the
site shall be controlled be a retention (wet) pond located near the center of
site, and a detention (dry) pond located at the rear of the site.
2. Necessary easements, pursuant to Chapter 1105.11 of the Dublin
Planning and Zoning Ordinance, shall be provided around storm drainage
facilities.
