CHANGE OF ZONING ON A 14.814

PLANNED UNIT DEVELOPMENT DISTRICT
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, ~of the elected members concurring:
Section 1. That the following described real estate (see attached legal
description marked Exhibit "A"), situated in the City of Dublin, State
of Ohio, is hereby rezoned to P.U.D., PLANNED UNIT DEVELOPMENT DISTRICT
and shall be subject to regulations and procedures contained in
Ordinance No. 21-70 (Chapter Eleven of the Codified Ordinances) the
City of Dublin Zoning Code and amendments thereto.
Section 2. That application, Exhibit "B", including the list of
contiguous property owners, and the recommendation of the Planning and
Zoning Commission, Exhibit "C", are all incorporated in to and made an
official part of this Ordinance and said real estate shall be developed
and used in accordance therewith.
Section 3. That this Ordinance shall take effect and be in force from
and after the earliest period allowed by law.

2. State briefly how the propo sed zoning and development relates to the

The proposed development will enhance and complement the existing and
future land use character of the area, by keeping residential-type usage along
Martin Road, while allowing for condomi!::lium offices in the area closer to Dublin-
Granville Road. The proposed development also inc!.Y.ges the construction of a
portion of a new service road, which fits in with the Village's planning direction, and
which will facilitate future adjacent development.

PRELIMINARY DEVELOPMENT PLAN I
SUPPLEMENTAL INFORMATION CITY OF DUBLIN
NOVEMBER 2, 1988
D & D Investments is proposing a Planned Unit Development for
14.82 acres, along the north side of Martin Road, approximately
1110 feet to the west of Sawmill Road.
The P.U.D. is comprised of four portions, as follows:
CONDOMINIUM OFFICES 1
The developer is proposing to build~quare feet of office
space on 1.96 acres. The building will be 1-1/2 stories, with a
gable or hip roof and natural materials on the exterior, such as
Dublin stone and rough cedar siding. Space within the building
can be leased or sold in units of 1500 to 5000 square feet.
There will be parking for 60 cars, and abundant landscaping
around the building and parking areas, as well as heavy
landscape screening and mounding along the west property line.
Access to the offices will be from Stoneridge Lane, to the north
of the property
CONDOMINIUM OFFICES 2
The developer is proposing to build 12,625 square feet of office
space on 1. 43 acres. The building W111 be 1-1/2 stories, which
can be leased or sold as individual units of 1500 to 5000 square
feet each. The building will have gable or hip roofs, and
natural materials on the exterior, such as Dublin stone and
rough cedar siding. There will be parking for 50 cars and
abundant landscaping around the buildings and parking areas.
Access to the office buildings will be from Stoneridge Lane, to
the north of the property, which will connect with
Dublin-Granville Road.
CONDOMINIUM OFFICES 3
The developer is proposing to build 12,625 square feet of office
space on 1.43 acres. The building ~ll be 1-1/2 stories, which
can be leased or sold as individual units of 1500 to 5000 square
feet each. The building will have gable or hip roofs, and
natural materials on the exterior, such as Dublin stone and
rough cedar siding. There will be parking for 50 cars and
abundant landscaping around the buildings and parking areas.
Access to the office buildings will be from Stoneridge Lane, to
the north of the property. -

RETIREMENT CENTER
This is a 165-unit facility on 10.0 acres. The building will be
two stories, with approximately 135,000 square feet of floor
area. The basic living unit will be approximately 550 square
feet, with a living/dining area, kitchen, one bedroom and a
bathroom. Common facilities will include a full-service dining
room, main lounge, chapel/multi-purpose room, library, exercise
room, small meeting rooms, and several lounge/sitting areas.
This facility will be for well ambulatory people of retirement
age. There will be no rental to people younger than retirement
age.
.
There will be staff members for coordination and supervision of
various activity and fitness programs. On-site activities would
include special programs, social get-togethers, clubs, etc. ,
while off-site activities would include shopping and sightseeing
trips to local events or places of interest. A private
recreational area of 4.25 acres will be provided for the
residents of this facility. Recreational facilities include a
1/2 mile walking/fitness trail, horseshoe pits, bocce and
shuffleboard courts, a putting green, flower and vegetable
gardens and a 1/2 acre pond.
The building will be two stories, with gable or hip roofs, and
natural materials on the exterior, such as Dublin stone and
rough cedar siding. The building plan is arranged to provide
semi-enclosed courtyards around the perimeter, and to create a
more varied, residential-type character, instead of a massive,
institutional-type appearance. Parking spaces will be provided
for 19 staff members, 53 residents, and 18 visitors, for a total
of 90 cars. Areas around the building and parking areas will
have abundant landscaping. Public and service access to the
facility will be from Stoneridge Lane. There will be no access
to Martin Road.

GENERAL INFORMATION
The P.U.D. also includes a portion of a new service road on the
north side. This road would be part of a network of roads
serving the area between Martin Road and Dublin-Granville Road.
The developer agrees to build and dedicate to the Village of
Dublin the portion of the service road on this land.
Construction costs of the road will be shared with the
developers of the parcels to the north.
The 100' wide power line easement running through the site will
be used for an access drive, parking and landscaping areas.
The developer is planning to begin construction of the
retirement center sometime in 1989. Construction of the office
buildings will be at a future date.
The mixed use character of this development fits in with the
overall development of the surrounding area. A residential-type
use and character will be maintained along Martin Road, while
the office use will be adjacent to new commercial developments
proposed to the north, between the new service road and
Dublin-Granville Road.

Excerpt from Minutes of Planning and Zoning Commission Meeting of January 12, 1989.
Mr. Berlin made a motion to approve the rezoning application for the Martin Road
Retirement Center subject to the following items being incorporated into the Final
Development Plan:
I. Complete final roadway of StoneRidge Lane as part of the first phase.
2. Consolidate the curb cuts along StoneRidge Lane to promote traffic safety.
3. Provide adequate parking for uses and appropriate buffering along all
residential neighbors.
4. Incorporate and/or relocate existing mature trees and landscaping, and
provide screening at the base of the electrical tower.
Ms. Raush seconded the motion and the vote was 7-0 in favor of approval.
