I AN ORDINANCE TO ACCEPT A PETITION FOR ANNEXATION TO
THE VILLAGE OF DUBLIN, OHIO OF 478.53 ACRES LOCATED
WEST OF AVERY ROAD AND SOUTH OF POST ROAD IN
FRANKLIN AND UNION COUNTIES.
WHEREAS, said annexation has been approved by the Franklin County Commis-
sioners and;
WHEREAS, the Village Council is of the opinion that said territory should
be annexed:
NOW THEREFORE, BE IT ORDAINED by the Council of the Village of Dublin,
State of Ohio, t of the elected members concurring:
SE<:TION l. That the petition of Bessie J. Lane, et aI, for the annexation
to the Village of Dublin, Ohio of the following described territory, 403.57
acres in the County of Franklin and, 74.96 acres in the County of Union
(see attached legal description hereby made an official part of this
Ordinance) together with an accurate map and a certified transcript of
the proceedings of the County Commissioners, all on file in the office
I of the Village Manager, be and the same hereby is, accepted.
SECTION 2. That this Ordinance shall take effect and be in force from and
after the earliest period allowed by law.

The Commissioners of Franklin County, State of Ohio,
proceeding this day to hear and consider the petition of Bessie
J.Lane, et al., filed January 20,.1981, and having in open
Ii hearing heard all of the persons desiring to be heard for
or against the granting of said petition, and having considered
all the facts with reference thereto, and being fully advised,
FIND, that said petition contains all of the matters
required by law; that the territory sought to be annexed is
adjacent and contiguous to the said Village of Dublin, Ohio;
that the petition' contains a full and complete description
of said territory sought to be annexed; that the map for said
territory is accurate; that the petition for said territory
is signed by a majority of the owners of real estate within
the territory sought to be annexed; that the required legal
notice has been published; that the territory sought to be
annexed is not unreasonably large; and that the general good
of the territory sought to be annexed will be served if this
annexation is granted, all in accordance with the provisions
of the Ohio Revised Code 709.033; therefore,
IT IS HEREBY ORDERED: On motion of Mr. Foulk, seconded
I by Mr. Dorrian, that the prayer of said petition be granted
and that the territory described in said petition be annexed
to the Village of Dublin, Ohio, in accordance with the law;
that the orders and proceedings of this Board relating to

Dublin, Ohio
Dear Sirs:
Upon reviewing the above annexation petition and plat, it is recommended
by the Union County Engineer that the proposed corporation line follow the
center-line of Union County Post Road (C.H. No. 24) instead of the southerly
I right of way line of said road as proposed.
By doing so, several parcels having the center of the road as the northerly
boundary would then be entirely in the Village of Dublin.
But of more concern is the fifteen foot span concrete bridge whose deck
is in advance stage of deterioration beginning at the outside edge of the deck
and progressing inward. It is our position that at such time in the real near
future the bridge requires rehabilitation, or at the time of eventual replace-
ment, Dublin should participate in the improvement. Therefore, we request
consideration be given this request.

Gentlemen:
Regarding a proposed annexation to the Village of Dublin, Ohio
scheduled for April 1, 1981, I offer the following comments:
Sewer and Water Service
The vast majority of the acreage proposed for annexation is in
our "Sewer and Water Service Area Contracts" with the City of
r Columbus. Recognizing that a minor portion of the area located
in Union County is not in said Service Contracts, I do not anti-
I cipate, should it become necessary, any major problem in gaining
.. approval for expansion of the Service Area to include this acreage.
Police Protection
The Village currently provides 24 hour coverage to all areas
of the Village. In addition Village Council, in 1980, adopted
a police study which provides for expansion of the force on an
annual basis. New vehicles and equipment are also considered
in the annual budgeting process on an annual basis. Communica-
tions are provided via a contract with Perry Township and we
have mutual aid agreements wit~ other surrounding municipalities.
Fire Protection
Fire Protection is provided by the Washington-Perry Township Fire
Department which is well staffed and well equipped. They also
have mutual aid agreements with surrounding municipalities.
Maintenance and Improvements
The Village has invested a considerable amount of funds, and
plans to invest more, to maintain good service in the areas of
street and road maintenance, snow removal, etc. In addition, a
comprehensive traffic plan is currently in process to assist us
I in long range traffic planning.

It is the feeling of Dublin Officials that we can and will,
provide the necessary services to the area proposed for
annexation. We, therefore, pray approval of said annexation
to the Village of Dublin.

I Under the provisions of Section 709.03 of the Ohio Revised
Code, you, as agent are responsible for the following:
(1) Notification of the date of filing of your petition
with the Board of County Commissioners to be delivered
to the Clerk of the municipality to Which annexation
is proposed and the clerk of each township Which
is included in the annexation. (A map, description
and a copy of the petition should be presented to
each clerk).
(2) Publication of the substance of the petition once
a week for four consecutive weeks in a newspaper
of general circulation in the County. (The enclosed
resolution will satisfy the statutory requirements
and should be used for the published notice).
(3) Service upon the municipal and township clerk of
a copy of the published notice.
(4) Preparation of an affidavit stating the name of
the agent, the number of owners of real estate at
the time of the filing of petition and the number
I of owners signing the petition.
A letter from the municipality to Which an annexation is proposed
stating the availibility of services such as water, sewerage,
