A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE 2012 SANITARY SEWER MANHOLE
REHABILITATION PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code for the 2012 Sanitary Sewer Manhole Rehabilitation project; and
WHEREAS, the 2007 Community Plan states an objective to continue efforts to
remove inflow and infiltration sources within the existing sanitary sewer system; and
WHEREAS, on September 19, 2012, six (6) bids were received for the 2012 Sanitary
Sewer Manhole Rehabilitation project; and
WHEREAS, Council has determined that the bid submitted by Municipal &
Contractors Sealing Products, Inc. constitutes the lowest and best bid.
NOyI, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
_� of its elected members concurring, that:
Section 1. The bid submitted by Municipal & Contractors Sealing Products, Inc. in
the total amount of $218,780.00 is accepted.
Section 2 . The City Manager is hereby authorized to enter into contracts with
Municipal & Contractors Sealing Products, Inc. for performance and completion of the
2012 Sanitary Sewer Manhole Rehabilitation project pursuant to the Advertisement,
Proposal and Contract Documents for said project on file in the office of the City
Engineer.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Acceptance
Summary
On September 19, 2012, six (6) bids were received, opened, and publicly read by Engineering staff
for the 2012 Sanitary Sewer Manhole Rehabilitation project, which provides for the rehabilitation of
90 existing sanitary sewer manholes. This work includes replacement of steps within the manhole,
structural repair, adjustments to grade of the lid, replacement of the frame and lids, and
cementitous grouting and lining of the manhole interior surfaces. The cementitious grouting and
lining will provide a barrier to the groundwater inflow and infiltration into the manhole and,
subsequently, into the sanitary sewer system.
The project is scheduled to be completed by May 13, 2013. The City will have a designated
Engineering Project Inspector assigned to this project who will be available to coordinate the work
with adjacent residents, respond to their questions and manage access needs.
The Engineer's estimate for this project was $375,000. Funding of $375,000 for project ES1202
was budgeted in the Sewer Fund this year, as documented in the 2012 -2016 Capital
Improvements Program. Municipal & Contractors Sealing Products, Inc. submitted the lowest and
best bid. Staff has reviewed all bids and a summary of the bids received is listed below:

For Council's reference, a copy of the maps depicting the locations of this work has been placed in
the Council Planning Room.
The bid received from Municipal & Contractors Sealing Products, Inc. is substantially lower than
the Engineer's Estimate. This centers around their prices for performing the lining in the manholes
as well as the unit cost for reconstructing a manhole to grade. For reference, Municipal &
Contractors Sealing Products, Inc.'s price per vertical foot of lining is $110.00 and Lake County
Sewer Co. Inc.'s price is $131.00. Also, Municipal & Contractors Sealing Products, Inc.'s price per
manhole reconstructed to grade is $2,800 and Lake County Sewer Co. Inc.'s price is $6,703.
Based on a conversation with Municipal & Contractors Sealing Products, Inc., staff believes they
understand the scope of the work expected for the manholes reconstructed to grade. Municipal &
Contractors Sealing Products, Inc. indicated the price in their bid is typical for this type of work in
the Cincinnati metro area.
Municipal & Contractors Sealing Products, Inc. has not worked on a City of Dublin project in the
past; therefore, staff contacted the references listed in their bid. These references provided
positive recommendations for Municipal & Contractors Sealing Products, Inc.
Recommendation
Staff (Engineering and Legal) has thoroughly reviewed the Municipal & Contractors Sealing
Products, Inc. bid and, although significantly lower than the Engineer's estimate, finds it to be
responsive to the scope and technical specifications for this project. Additionally, favorable
recommendations from several references indicate Municipal & Contractors Sealing Products, Inc.
has successfully performed and completed projects of similar scope and complexity.
Staff recommends Council approve Resolution 59 -12, accepting the bid from Municipal &
Contractors Sealing Products, Inc. as the lowest and best bid in the amount of $218,780.00, and
authorizing the City Manager to enter into a contract with Municipal & Contractors Sealing
Products, Inc. for this project.
